Circular 29/2024 of the Ministry of Education and Training stipulates that extra teaching activities at schools are not allowed to collect fees and only teach students whose final semester study results are not satisfactory, students are selected to foster excellent students, and final year students voluntarily register to review for entrance exams and graduation exams.

This Circular takes effect from February 14 - the time when teachers and students of secondary and high schools prepare for the 10th grade entrance exam and high school graduation exam.

Regarding the review plan for final year students, speaking with VietNamNet , Ms. Nguyen Thi Thu Ha - Principal of Trung Vuong Secondary School (Hoan Kiem) shared that since March 1, the school has conducted review sessions for more than 400 9th grade students. The school will supplement knowledge for students with "period 0" taking place early in the morning, Thursday afternoon or at a time suitable for teachers and students of the class. Before implementing these free classes, students register with their homeroom teachers. Then, depending on the reality of each class, teachers of the 3 subjects of Literature, Math and Foreign Language proactively arrange free supplementary classes at a suitable time, ensuring compliance with regulations. The "period 0" model has been maintained for many years at Trung Vuong Secondary School.

Ms. Tran Thi Minh Hai - Vice Principal of Dich Vong Hau Secondary School (Cau Giay District) said: "This year, the school has 330 grade 9 students and has built 'zero-dong lessons' according to the duration of Circular 29. This is aimed at reviewing exam subjects to help students best prepare for the 10th grade entrance exam. With the Circular controlling extra teaching, I see that students themselves are more self-motivated in studying, more proactive in acquiring knowledge in class, and practicing self-study skills."

In addition, many schools such as Nguyen Phong Sac Secondary School (Hai Ba Trung District); Mai Dong Secondary School, Dinh Cong High School (Hoang Mai), An Khanh Secondary School (Hoai Duc)... also conduct free review sessions, building "zero-dong lessons" for final year students in accordance with the spirit of Circular 29.

Mr. Hoang Duc Thuan - Principal of Cao Ba Quat High School (Gia Lam District, Hanoi) also said that after the Ministry of Education and Training issued Circular 29 regulating extra teaching and learning, the school decided to open extra classes for senior students in need, and without charging any fees.

“The school mobilized all teachers to voluntarily register to teach final year students for free.

Currently, the school organizes these classes for 12th grade students in all graduation exam subjects, even if there are few students, the classes are still organized," said Mr. Thuan.

According to Mr. Thuan, the current campaign to encourage teachers to teach for free is only a temporary, urgent solution. In the long term, specific guidance and a budget source to support extra teaching activities at schools are still needed.

Affirming that ensuring students have sufficient knowledge and skills as prescribed is the responsibility of schools and teachers, a representative of the Hanoi Department of Education and Training said that most teachers at schools in Hanoi are making efforts to support students in meeting the requirements of the new program, and have many good models and initiatives in tutoring weak and poor students as well as improving the quality of exams.

In response to the Ministry of Education and Training's request to organize for final year students to strengthen their review for entrance exams and graduation exams according to the school's plan, the Hanoi Department of Education and Training is proposing that competent authorities and the City People's Council issue a resolution to support funding for students to review.
