Authorized by the Prime Minister, Minister of Home Affairs Pham Thi Thanh Tra presented a Proposal, proposing the rearrangement of 18 district-level administrative units and 487 commune-level administrative units.

Accordingly, Hai Phong, Nghe An and Hai Duong are the localities with the largest reduction in the number of commune-level administrative units. According to the project, after the reorganization, Nghe An will reduce 1 district-level administrative unit and 48 commune-level administrative units.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung said that Nghe An province has made maximum efforts to implement the plan to rearrange administrative units at district and commune levels in accordance with the spirit of Conclusion 48 of the Politburo and Resolution 35 of the National Assembly Standing Committee.

Chairman of the Provincial People's Committee Nguyen Duc Trung also explained some contents related to some district and commune-level units that have not met the area standards after the rearrangement; why 24 commune-level administrative units that are subject to rearrangement but have not been rearranged in this phase have not been rearranged. The Chairman of the Provincial People's Committee affirmed that the province will focus on directing the effective implementation of the project; soon stabilize the organization, apparatus, staff, and public assets; create favorable conditions for people to carry out administrative procedures; ensure the requirements for socio-economic development and national defense and security.

With 100% of members present voting in favor, the National Assembly Standing Committee approved the arrangement plan for 3 district-level administrative units and 104 commune-level administrative units formed after the arrangement that still do not meet the standards on natural area and population size, but due to special factors, it is impossible to continue arranging with adjacent administrative units.

The National Assembly Standing Committee also voted once to approve all 21 draft Resolutions on the arrangement of district- and commune-level administrative units of 21 provinces and cities with 100% approval. In which, the Resolutions of Hai Phong, Da Nang, Quang Nam, Thanh Hoa, and Ba Ria - Vung Tau were unanimously agreed to take effect from January 1, 2025; other Resolutions took effect from December 1, 2024.
