On the afternoon of October 24, the Standing Committee of the Provincial People's Council held the 29th meeting to unify the content and agenda of the 23rd meeting - the regular meeting at the end of the year. Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation attended and directed. The 23rd Session - the regular year-end session - is expected to be held for 2.5 days, from December 2 to 10, 2024 at the Provincial Convention Center (25B). This is a very important session to focus on deeply assessing the results of socio-economic development in 2024; discuss the directions, tasks and solutions for socio-economic development in 2025.

At this session, the Provincial People's Council focused on reviewing 10 reports, including the Report on the socio-economic situation, national defense and security in 2024 and the socio-economic development plan, ensuring national defense and security in 2025; Report of the Standing Committee of the Provincial People's Council on the results of supervising the issuance of Resolutions of the District People's Councils in Thanh Hoa province from the beginning of the 2021-2026 term to present; Supervision reports of the Provincial People's Council Committees; Reports of agencies including: the Provincial People's Procuracy, the Provincial People's Court, the Provincial Civil Judgment Enforcement Department...

The meeting will also discuss and consider 29 submissions of the Provincial People's Committee related to the issuance of mechanisms, policies, and management measures on finance, budget, and public investment; government building, organization of staffing apparatus... At this meeting, there will also be a question-and-answer session and a number of other important contents.

Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen agreed with the content and scheduled time of the 23rd Session and emphasized: This is the most important regular session of the Provincial People's Council in 2024 to decide on the socio-economic development plan for 2025; decide on the public investment plan; decide on the province's budget revenue and expenditure; decide on the assignment of staffing quotas; decide on investment policies for other works and projects under its authority and give opinions on reports from the Front, the Procuracy, the Court, the Civil Judgment Enforcement Agency, etc.

Given the importance of the session, so that the delegates of the Provincial People's Council can study and decide on substantive issues, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen suggested that the Standing Committee of the Provincial People's Council should pay attention to preparing documents well and early for the delegates to study; the People's Committee should promptly transfer the content presented at the session for the People's Council Committees to review. The Office of the National Assembly Delegation and the Provincial People's Council should send a document to the delegates of the Provincial People's Council to request that the delegates attending the session prepare their opinions to speak at the session; at the group discussion sessions and the hall discussion sessions on socio-economic issues, programs, projects, resolutions on legal norms, etc. The delegates of the Provincial People's Council also need to prepare their questions based on the groups of issues that the Provincial People's Council has made public, in the spirit of quality, enthusiasm, clearly demonstrating the responsibility of elected representatives.

In order for the session to be practical and close to social life, the Standing Deputy Secretary of the Provincial Party Committee suggested that the Provincial People's Committee review legal documents under the authority of the Provincial People's Council to organize implementation, especially the implementation of the Land Law, the Law on Real Estate Business, and the Housing Law.

Regarding the meeting agenda, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen suggested that the Provincial People's Council include a report on the results of handling voters' opinions and recommendations sent to the 20th Session of the 18th People's Council to be presented at the meeting. The Provincial People's Committee needs to prepare documents early, and the Committees of the Provincial People's Council need to innovate the verification work, in the spirit of thoroughly verifying the contents submitted to the Provincial People's Council.

After agreeing on the content of the 23rd Session's agenda, the Standing Committee of the Provincial People's Council discussed and gave opinions on the synthesis of proposed questions at the session; the content of thematic supervision and the explanation sessions of the Standing Committee of the Provincial People's Council in 2025; The explanation session on the management, use, and handover of agricultural and forestry land of companies, protective forest management boards, and agricultural and forestry farms to localities for people to produce in Thanh Hoa province...

Speaking at the conclusion of the meeting, Standing Vice Chairman of the Provincial People's Council Le Tien Lam requested the Office of the National Assembly Delegation and the Provincial People's Council to fully absorb the direction of Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen and emphasized: Given the large workload and expectations of voters and people in the province, the Standing Committee and Committees of the Provincial People's Council need to actively coordinate with the Provincial People's Committee, the Provincial Fatherland Front Committee and relevant agencies to proactively prepare reports, submissions, projects, and draft resolutions to be submitted at the meeting in a proactive and positive manner with a serious, strict spirit, in accordance with the order and procedures prescribed by law.

The Provincial People's Committee directed to review and promptly implement, ensuring sufficient conditions, order and procedures for submission at the regular year-end session in accordance with regulations. The Standing Committee of the Provincial People's Council directed the Provincial People's Council Committees to closely coordinate with the Provincial People's Committee and relevant departments, agencies and branches to proactively prepare contents for the session. The Provincial People's Council Committees developed plans to examine submissions and draft resolutions; the Office of the National Assembly Delegation and the Provincial People's Council carefully and thoroughly prepared the contents so that the session could take place as planned.
