This afternoon, February 14, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang and Vice Chairmen of the Provincial People's Council chaired the 48th meeting of the Standing Committee of the Provincial People's Council to review the contents prepared for submission to the 29th session (special session) of the 8th Provincial People's Council and consider other contents within their authority. Vice Chairman of the Provincial People's Committee Hoang Nam; Head of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Culture and Social Affairs Committee Ho Thi Thu Hang; Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Ethnic Minorities Committee Ly Kieu Van attended the meeting.

At the meeting, the Standing Committee of the Provincial People's Council reviewed and commented on 10 contents expected to be submitted at the 29th session of the 8th Provincial People's Council, term 2021 - 2026, including urgent contents such as: Resolution on amending a number of contents in Clause 2, Article 2 of Resolution No. 90/2024/NQ-HDND dated December 6, 2024 of the Provincial People's Council on the socio-economic development plan for 2025.
Accordingly, based on Resolution No. 25/NQ-CP of the Government on growth targets for sectors, fields and localities to ensure the national growth target in 2025 reaches 8% or more, it is proposed that the Provincial People's Council adjust and change the GRDP growth target in 2025 of the province from 6.5 - 7% to 8% according to the general target of the Government.
At the same time, give opinions on the Resolution on abolishing Resolution No. 32/2024/NQ-HDND dated May 10, 2024 of the Provincial People's Council stipulating the price of medical examination and treatment services not covered by the Health Insurance Fund but not medical examination and treatment services upon request at State medical examination and treatment facilities in Quang Tri province; Resolution stipulating the level of support for new construction and renovation and repair of houses for people with revolutionary contributions and relatives of martyrs in Quang Tri province.

Resolution on regulations on support policies for cadres and civil servants implementing policies prescribed in Decree No. 177/2024/ND-CP dated December 31, 2024 of the Government stipulating regimes and policies for cases of non-re-election, re-appointment and cadres who resign or retire at will in Quang Tri province.

After listening to the opinions of the Vice Chairmen of the Provincial People's Council, the Economic - Budget Committee of the Provincial People's Council and representatives of relevant departments and branches, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang emphasized a number of important and urgent tasks that will be discussed and decided at the 29th session of the 8th Provincial People's Council.
Regarding the adjustment of GRDP growth rate, the Standing Committee of the Provincial People's Council has agreed with the central direction. However, the Provincial People's Committee needs to come up with scenarios and specific solutions to achieve that goal. It is required that local Party committees and authorities effectively implement the proposed solutions.
Regarding the list of projects requiring land recovery for projects using rice fields, production forest land, and protective forest land for other purposes, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang requested the Economic - Budget Committee of the Provincial People's Council to prioritize careful appraisal of the conversion of purposes to serve the My Thuy seaport project, Trieu Phu Industrial Park, the coal conveyor belt project from Laos to Vietnam, and the Ba Long War Zone Historical - Cultural Relic Memorial Site.
Regarding the Resolution on reorganizing specialized agencies under the People's Committee of Quang Tri province, the Chairman of the Provincial People's Council emphasized the need for careful calculation before submitting it to the People's Council for approval. Regarding local support policies under Decree No. 177 and 178 of the Government, it is necessary to specifically calculate the minimum and maximum levels to create conditions for cadres and civil servants according to regulations.
For the remaining draft Resolutions, it is recommended that the Provincial People's Committee prepare them in accordance with the law and authority, ensuring resources for implementation and effectiveness.
