Discussing solutions to achieve 8% GRDP growth by 2025

This afternoon, February 13, Vice Chairmen of the Provincial People's Committee: Hoang Nam, Le Duc Tien chaired the plenary meeting of the Provincial People's Committee to give opinions on the contents submitted to the 29th session of the 8th Provincial People's Council. 10 contents presented at the Provincial People's Council meeting

Speaking at the opening of the session, Vice Chairman of the Provincial People's Committee Hoang Nam said that at the 29th session of the Provincial People's Council, the Provincial People's Committee will present 10 contents on socio-economic fields; organizational structure and personnel policies; conversion of forest use purposes; land management and use; National target program on socio-economic development in ethnic minority and mountainous areas; construction of new houses for people with revolutionary contributions and martyrs' relatives, and health care for the people.

Of the 10 contents presented at this session, 8 important contents were commented on by the Provincial Party Standing Committee, including the draft resolutions: Resolution on amending a number of contents in Clause 2, Article 2 of Resolution No. 90/2024/NQ-HDND dated December 6, 2024 of the Provincial People's Council on the socio-economic development plan for 2025.

Resolution on promulgating the list of land plots for bidding for projects using land in Quang Tri province. Resolution regulating the percentage of land rental price for annual land rental payment without auction, land rental price for underground construction, land rental price for land with water surface in the province. Resolution on deciding on the policy of converting forest use purposes to implement investment projects in the province. Resolution on reorganizing specialized agencies under the People's Committee of Quang Tri province.

Resolution on regulations on support policies for cadres and civil servants implementing policies prescribed in Decree No. 177/2024/ND-CP dated December 31, 2024 of the Government stipulating regimes and policies for cases of non-re-election, re-appointment and cadres who resign or retire at will in Quang Tri province.

Resolution on regulations on support policies for cadres, civil servants, public employees, workers and part-time workers at the commune level in implementing the organizational structure arrangement in Quang Tri province according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government. Resolution regulating the level of support for new construction, renovation and repair of houses for people with revolutionary contributions and relatives of martyrs in Quang Tri province.

In addition, there is a content that is not submitted to the Provincial People's Council but needs to seek opinions from the plenary meeting of the Provincial People's Committee, which is the draft Decision on amending and supplementing a number of articles of Decision No. 49/2019/QD-UBND dated December 20, 2019 of the Provincial People's Committee promulgating the 5-year periodic price list of land types (2020-2024) in Quang Tri province.

At the meeting, members of the Provincial People's Committee agreed to submit 10 contents to the 29th session of the Provincial People's Council.

Proactively develop policies, resources, and ideas to effectively implement resolutions of the Provincial People's Council.

In order to successfully achieve the target of striving for national growth of 8% or more in 2025, the Government issued Resolution No. 25/NQ-CP directing the People's Committees of provinces and centrally run cities to study and review the reports of the People's Councils at the same level in February 2025 to adjust the local GRDP growth target, in which the GRDP growth target in 2025 of Quang Tri province is assigned to be 8%.

At the meeting, leaders of departments, branches, units and localities discussed solutions to achieve this growth rate. Accordingly, GRDP growth is expected to reach 8% compared to 2024, of which the agriculture, forestry and fishery sector will increase by 3.5%; the industry - construction sector will increase by 12%; the service sector will increase by 7.5%; product taxes minus product subsidies will increase by 6.19%. The scale of GRDP in 2025 will reach about 59,000 billion VND; GRDP per capita will reach 89.7 million VND; total social investment capital will reach about 32,800 billion VND.

Solutions discussed at the meeting include mobilizing social resources for development, including effectively implementing the Quang Tri Provincial Planning for the 2021-2030 period, with a vision to 2050, in conjunction with Resolution No. 26-NQ/TW of the Politburo on the development of the North Central and Central Coast regions to 2030, with a vision to 2045.

Continue to innovate the content and form of investment promotion; strengthen economic activities and foreign economic relations. Focus on implementing well the work of site clearance, creating clean land funds to implement projects. Implement breakthrough solutions, central policies and mechanisms to encourage the strong development of private enterprises, which is truly an important driving force of the economy.

Promote investment including public investment and non-state investment, focusing on accelerating disbursement of public investment capital from the beginning of 2025, taking public investment as the leader, activating social investment. Promote administrative procedure reform, apply information technology in handling public investment procedures.

Synchronously deploy the management of construction materials from the exploration and exploitation stage to the construction material planning stage, as well as the exploitation and use process at the construction site. Actively direct the acceleration of key projects: Quang Tri Airport, My Thuy Port Area, Hai Lang LNG Phase 1, Quang Tri Industrial Park; Build a conveyor belt to transport coal from Laos to Vietnam on the Vietnamese territory.

Regarding industry, promote industrial restructuring towards modernization; develop in depth, improve productivity, added value and competitiveness of products of advantageous industries. Continue to build a number of key industrial products with prestige and brands to support development; promote key processing industries that can contribute to growth such as wood processing, seafood, etc.

In addition, promote the development of construction industry, trade - tourism. Restructure the agricultural sector, at the same time effectively exploit the potential in the fields of agriculture, forestry and fishery that still have room for development. In particular, it is necessary to promote the reform of investment procedures in a transparent direction, creating favorable conditions for investors.

Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Council Nguyen Chien Thang said that in order to achieve an 8% growth rate, it is necessary to promote the construction industry, in which it is necessary to pay attention to administrative reform, creating an open environment in administrative procedures to attract investment. On the side of the Provincial People's Council, it will always accompany the Provincial People's Committee in the process of examining projects, shortening the time, and creating all conditions for investors.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam highly appreciated the sense of responsibility of the leaders of departments, branches, units and localities in developing the contents to be submitted to the Provincial People's Council meeting, and at the same time contributing opinions to supplement and complete the drafts.

Vice Chairman of the Provincial People's Committee Hoang Nam requested departments, branches and units to prepare all conditions to implement the resolutions of the Provincial People's Council when they come into effect, specifically the work of arranging the apparatus and staff. In particular, it is necessary to be proactive in building policies, resources and ideas for effective implementation. Units receiving and transferring tasks from other units must proactively develop plans, not to interrupt state administrative activities, especially direction and operation activities and activities directly related to organizations and individuals.
