This afternoon, February 12, the Economic and Budget Committee of the Quang Tri Provincial People's Council worked with the Department of Agriculture and Rural Development; the Department of Natural Resources and Environment to review a number of contents submitted to the 29th session of the 8th Provincial People's Council. At the meeting, the representative of the Department of Agriculture and Rural Development reported the summary of the content of 5 dossiers on changing the purpose of forest use to other purposes to implement projects submitted to the 29th session of the Provincial People's Council, including the following projects: Investment in the construction of My Thuy Port Area, Hai Lang District (phase 1 supplement, phase 2 and phase 3); Ba Long War Zone Memorial Project; Logistics and Logistics Service Center of the Southeast Economic Zone; Investment, construction and business of infrastructure of Trieu Phu Multi-industry Industrial Park (phase 1); Construction of a conveyor system to transport coal from Laos to Vietnam on the Vietnamese territory.

The projects have a total forest area that needs to be converted to another purpose of use of 253.2799 ha, of which the area of ​​protective forest is 220.4978 ha and the area of ​​production forest is 32.7821 ha. Currently, all 5 projects meet the principles and bases for converting land use to other purposes as prescribed in Article 14 and Article 15 of the Forestry Law.

The Department of Natural Resources and Environment reported a summary of legal documents, procedures, current status of land and forest use and compliance with specialized laws for 17 projects requiring land recovery with a total area of ​​144.11 hectares (Trieu Phong district: 3 projects, Hai Lang district: 1 project, Dakrong district: 5 projects, Huong Hoa district: 2 projects, Cam Lo district: 6 projects) and 20 projects converting the purpose of rice-growing land, protective forest land, and production land to other purposes with a total area of ​​258.42 hectares (Dong Ha city: 1 project, Trieu Phong district: 1 project, Hai Lang district: 2 projects, Cam Lo district: 4 projects, Dakrong district: 10 projects, Huong Hoa district: 2 projects).

The leaders of the Department of Natural Resources and Environment also pointed out some difficulties and problems in the process of receiving and appraising documents; at the same time, they explained some issues related to the review of projects that had been submitted by the Provincial People's Committee to the Provincial People's Council in previous sessions but had not been approved.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Nguyen Tran Huy requested that units continue to research and review data, report to the Provincial People's Committee for consideration and comments before the Provincial People's Committee submits it to the Provincial People's Council meeting.

Focus on reviewing and comparing the current status of land use, planning compliance, and legal documents of projects with relevant legal regulations to ensure strictness, consistency, and high efficiency when the policy is approved.

The Economic and Budget Committee of the Provincial People's Council requested that units receive the opinions of delegates at the working session to supplement and complete documents and reports related to the project dossiers for the committee to synthesize and report to the Standing Committee of the Provincial People's Council in the upcoming meeting.
