Key tasks after the Lunar New Year holiday 2025

On February 10, the Provincial People's Committee issued Document No. 538/UBND-KTTH to departments, branches, and sectors; units under the Provincial People's Committee; People's Committees of districts, cities, and towns on the implementation of a number of key tasks after the Lunar New Year holiday of At Ty 2025.

Specifically, direct cadres, civil servants and public employees to strictly implement administrative discipline, focus on handling work from the beginning of the year, especially backlog tasks related to production and business. Do not organize spring outings or festivals that affect work. Leaders of agencies and localities do not attend festivals during working hours if not assigned. Create a vibrant competitive atmosphere, promote production and business, and contribute to socio-economic development in 2025.

Agencies, units, levels and sectors resolutely and effectively carry out the work of reorganizing and streamlining the apparatus according to the direction of the Central Government and the Provincial Party Committee. Focus on synchronously implementing mechanisms, policies, tasks and solutions, striving to achieve the economic growth target of 8% or more in 2025. Urgently complete the program, project and content to submit to the Provincial People's Council meeting at the end of February 2025 for implementation.

Strengthening the direction of key tasks throughout the year on accelerating site clearance, disbursing public investment capital, and attracting private investment. Focusing on maintaining and improving the quality of cultural and social fields; fully and effectively implementing policies to ensure social security.

The Department of Planning and Investment shall preside over and coordinate with agencies and localities to focus on researching and implementing new regulations of the 2024 Law on Public Investment; the Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding 2024.

Actively monitor the construction progress and disbursement of capital sources and investment projects; proactively report and propose to the Provincial People's Committee and the Chairman of the Provincial People's Committee to direct and accelerate the implementation of programs and projects for the period 2021-2025; focus on preparing for investment in key public projects for the period 2026-2030. Continue to resolutely implement Resolution No. 61-NQ/TU dated October 13, 2021 of the Provincial Party Committee on strongly improving the investment and business environment.

Regularly monitor the implementation status, difficulties and obstacles of key investment projects in 2025 and projects under the direction of the Provincial Party Standing Committee and the Provincial Party Standing Committee; promptly report and propose. The Provincial People's Committee directs to ensure the required progress and quality. Urgently propose the Provincial People's Committee to direct the concretization of the implementation plan of the Phu Tho Provincial Planning approved by the Prime Minister in Decision No. 94/QD-TTg dated January 14, 2025.

The Department of Finance, the Provincial Tax Department, and the Provincial State Treasury coordinate with agencies and localities to focus on effectively implementing the financial and state budget tasks in 2025; strictly manage revenue sources; thoroughly save expenditures, especially regular expenditures and non-urgent expenditures; focus on reviewing and proposing to extend the implementation and disbursement time of the public investment capital plan under the provincial budget in 2024 to 2025. Urge investors and project management boards to speed up disbursement and payment progress; proactively and resolutely recover overdue advance capital and recover payment capital exceeding the settlement value.

The Department of Industry and Trade and the Industrial Park Management Board shall preside over and coordinate with relevant units to: Focus on resolving difficulties and obstacles, speeding up the progress of infrastructure investment in Cam Khe Industrial Park and Trung Ha I Industrial Park; planning Trung Ha II, Phu Ninh, Doan Hung, Thanh Ba Industrial Parks and industrial clusters in the period of 2023 - 2025; urging to speed up the progress of infrastructure investment in Dong Phi Industrial Park; focusing on site clearance for the 500kV Lao Cai - Vinh Yen power line. Proactively and actively remove difficulties, support enterprises to boost production and business, improve production capacity, expand markets, and promote exports.

The Department of Agriculture and Rural Development, People's Committees of districts, cities and towns proactively and closely monitor weather developments to promptly warn and guide the implementation of agricultural, forestry and fishery production to ensure compliance with the crop schedule; direct the assurance of water sources for sowing and irrigation of rice and spring crops; effectively implement plans for planting forests, tea, fruit trees, etc. Strengthen inspection and close supervision of the situation, proactively take measures to prevent epidemics, prevent hunger and cold for crops and livestock.

The Department of Transport shall preside over and coordinate with agencies and localities to direct transport units to ensure the number of vehicles and improve the quality of service to meet the travel and spring travel needs of the people after Tet. Coordinate with the Provincial Police and relevant agencies to strengthen patrols and controls to ensure order and traffic safety, and protect traffic infrastructure.

The Department of Culture, Sports and Tourism shall preside over and coordinate with agencies and localities to strengthen the management and organization of cultural, sports, tourism and spring festival activities, ensuring that festival activities, spring celebrations, etc. are practical, safe, economical, and in line with civilized lifestyles, fine cultural traditions of the nation and customs and practices of each locality. Promptly rectify and strictly handle violations in festival activities, especially acts of taking advantage of relics, festivals and beliefs for personal gain, superstitious activities and gambling. Strengthen management and guide tourism service businesses to implement measures to ensure safety for tourists and people; publicly post and sell services at the right price.

The Department of Health shall preside over and coordinate with agencies and localities to strengthen food safety assurance during the 2025 Spring Festival. Focus on implementing measures to prevent and control epidemics, especially respiratory diseases and dangerous and emerging infectious diseases.

The Department of Labor, War Invalids and Social Affairs shall preside over and coordinate with agencies and localities to closely monitor the development of the labor market, especially in industrial parks and industrial clusters, to have solutions to encourage and attract workers to return to work after the Tet holiday, support businesses to overcome local labor shortages, and meet the human resource needs for production and business in the whole province.

The provincial police proactively and effectively implement plans to ensure security, social order and safety. Continue to fight and suppress all types of crimes and social evils; strengthen inspections and strictly handle violations of traffic safety and order, especially violations of alcohol concentration. Take the initiative in fire and explosion prevention, rescue and relief work, especially at festivals and crowded places.

The Provincial Military Command presides over and coordinates with agencies and localities to well organize military recruitment and transfer work to ensure strict compliance, meeting targets, and absolute safety.

The Department of Information and Communications directs and guides press agencies and localities in the province to promote information and propaganda work, create a joyful and exciting atmosphere in labor and production; promote the strength of the entire political system, encourage people and businesses to join hands, unite, and strive to successfully implement the socio-economic development targets and tasks in 2025.
