Notice of registration of climate change response tasks of the Ministry of Industry and Trade in 2026

Propose tasks to implement the requirements assigned by the Government and Prime Minister to the Ministry of Industry and Trade and propose solutions and implementation roadmap in the coming time, focusing on the following contents:

- Develop and propose policies of the Industry and Trade sector to implement Resolution No. 06/NQ-CP dated January 21, 2021 of the Government on promulgating the Action Program to continue implementing Resolution No. 24-NQ/TW of the 11th Party Central Committee on proactively responding to climate change, strengthening resource management and environmental protection according to Conclusion No.
56-KL/TW dated August 23, 2019 of the Politburo;

- Implement the Prime Minister's Decisions including: Decision No. 2053/QD-TTg dated October 28, 2016 promulgating the Plan to implement the Paris Agreement on climate change; Decision No. 888/QD-TTg dated July 25, 2022 approving the Project on tasks and solutions to implement the results of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change; Decision No. 896/QD-TTg dated July 26, 2022 approving the National Strategy on climate change for the period up to 2050; Decision No. 942/QD-TTg dated August 5, 2022 approving the action plan to reduce methane emissions by 2030; Decision No. 1422/QD-TTg dated November 19, 2024 promulgating the National Plan for Climate Change Adaptation for the 2021-2030 period, with a vision to 2050 (updated);

- Implement the Decisions of the Minister of Industry and Trade including: Decision No. 626/QD-BCT dated April 5, 2022 promulgating the Action Plan of the Ministry of Industry and Trade to implement Vietnam's Commitments at the COP26 Conference; Decision No. 2756/QD-BCT dated December 14, 2022 promulgating the Action Plan to respond to climate change and green growth of the Industry and Trade sector for the period up to 2030, with a vision to 2050; Decision No. 2600/QD-BCT dated September 30, 2024 of the Minister of Industry and Trade promulgating the Plan to reduce greenhouse gas emissions in the energy and industrial process sectors under the management of the Ministry of Industry and Trade until 2025 and the period 2026 - 2030;

- Consulting and providing technical support for the implementation of legal provisions on climate change response under the responsibility of the Ministry of Industry and Trade as prescribed in the Law on Environmental Protection 2020; Decree No. 06/2022/ND-CP dated January 7, 2022 of the Government regulating greenhouse gas emission reduction and ozone layer protection; Circular No. 01/2022/TT-BTNMT dated January 7, 2022 of the Ministry of Natural Resources and Environment detailing the implementation of the Law on Environmental Protection on climate change response; Circular No. 38/2023/TT-BCT dated December 27, 2023 of the Ministry of Industry and Trade regulating techniques for measuring, reporting, appraising greenhouse gas emission reduction and greenhouse gas inventory in the industry and trade sector; Decision No. 148/QD-TTg dated January 28, 2022 of the Prime Minister promulgating the National Climate Change Adaptation Monitoring and Evaluation System;

- Develop a report on the implementation of climate change response tasks of the Ministry of Industry and Trade;

- Develop emission coefficients to serve national greenhouse gas inventory in sectors and fields under the management of the Ministry of Industry and Trade;

- Develop and issue documents and handbooks guiding the inventory of greenhouse gas emissions at the grassroots and sectoral levels, and adaptation to climate change for the sectors and fields of the Ministry of Industry and Trade. Documents guiding the implementation of the process of measuring, reporting, and verifying (MRV) of greenhouse gas emission reduction at the grassroots level for sectors and fields under the management of the Ministry of Industry and Trade;

- Build and operate an online database on measuring, reporting, and assessing greenhouse gas emission reduction within the scope of management consistent with the national online database on measuring, reporting, and assessing greenhouse gas emission reduction developed by the Ministry of Agriculture and Environment;

- Disseminate information, knowledge, legal policies, domestic and foreign experiences, train and improve capacity to implement climate change tasks for the subjects of the Industry and Trade sector. Disseminate about hydrogen energy development towards the goal of reducing greenhouse gas emissions and responding to climate change in Vietnam.

2. Requirements for Proposal Documents

The dossier proposing the task of responding to climate change is implemented according to the provisions of Article 4 of Circular No. 24/2023/TT-BCT dated November 16, 2023 of the Ministry of Industry and Trade on the management and implementation of tasks using the environmental protection career funding source of the Ministry of Industry and Trade. The budget estimate is applied according to Circular No. 02/2017/TT-BTC dated January 6, 2017 of the Ministry of Finance guiding the management of environmental career funding and Circular No. 31/2023/TT-BTC dated May 25, 2023 amending and supplementing a number of articles of Circular No. 02/2017/TT-BTC.

Proposed contents must have clear objectives, specific content, and expected products with application addresses (proposed tasks are not of an investment nature, scientific research, procurement of equipment to perform the tasks and are in accordance with the provisions of Circular No. 02/2017/TT-BTC and Circular No. 31/2023/TT-BTC).

The dossier proposing the task of responding to climate change should be sent to the Department of Innovation, Green Transformation and Industrial Promotion - Ministry of Industry and Trade before April 25, 2025 (according to the postmark).
