The General Department of Market Management's mark after more than 06 years of operating in a vertical industry model

After more than 6 years of operation, the General Department of Market Management has left many marks in inspection and control activities, contributing to enhancing the position, role and image of the Market Management force in the eyes of people, businesses and society; being one of the main forces in the fight against, preventing and handling violations of the law in commercial activities in the domestic market.

06 priority target groups to implement when operating according to the vertical industry model

Starting work with the new model, the General Department has set out 06 priority target groups for implementation, including: Stabilizing and perfecting the organization; Improving the quality of staff; Building and perfecting legal infrastructure; Strengthening market inspection and control; Applying information technology; Information - communication.

In the early days of operating under the vertical model, the General Department of Market Management has streamlined its apparatus. From 681 Market Management Teams under 63 Market Management Sub-Departments, it has been reduced to 376 Teams, a 45% reduction. The streamlining does not reduce the leading role in combating smuggling, trade fraud, and counterfeit goods, but also creates positive changes in operations and management. The Market Management force has made breakthroughs in its operations by hitting large networks and groups that it could not do before, even setting foot in locations that had not been inspected before.

With the viewpoint that "cadres are the root of all problems", along with streamlining the payroll, the training, fostering and management, and use of market management civil servants are of interest to the General Department and are identified as top priority tasks. In recent years, the General Department has organized training and fostering for nearly 10,000 market management civil servants on political theory, state administrative management; fostering leadership skills at the Department and Division levels; inspection, handling of administrative violations and specialized inspection. Every year, the General Department organizes training conferences to improve the expertise and skills of civil servants in performing public duties. The General Department has made the inspection and assessment of professional competence for leaders at the Department and Team levels a periodic activity, implemented annually. The results of the inspection serve as the basis for assessment, classification, promotion and appointment of leaders at the units.

For the first time, there is a university offering formal training in the field of Market Management.

In particular, to build a regular force, the General Department cooperated with the National Economics University to sign a cooperation agreement to train bachelors in Market Management with the goal of training a force of Market Management civil servants with strong professional qualifications, understanding of legal policies, professional skills, overcoming limitations and weaknesses in public service activities, meeting the requirements and tasks assigned by the Party, Government and People. After more than 60 years of formation and development, the Market Management force has been formally trained at the university level.

The General Department cooperated with the National Economics University to sign a cooperation agreement to train bachelors in Market Management with the goal of training a force of Market Management civil servants with strong professional qualifications, understanding of legal policies, professional skills, overcoming limitations and weaknesses in public service activities.

Along with that, the General Department has always focused on implementing the work of building and perfecting the legal infrastructure. Since 2018, the General Department has chaired and advised the Ministry of Industry and Trade to submit to the Government 6 Decrees and 11 Circulars related to the activities of the Market Management force (notably Circular 27 of 2020 regulating the content, order, procedures for inspection activities, handling of administrative violations and implementation of professional measures of the Market Management force; Circular 22 of 2021 regulating the management and use of forms in inspection activities, handling of administrative violations and implementation of professional measures of the Market Management force).

Along with the construction and completion of the legal framework, the General Department has focused on investing in equipment, facilities, and working conditions for civil servants and employees of the entire force. In the past period, the General Department has invested in building 34 new, spacious and modern headquarters at the Department level and Market Management Team, and 8 headquarters at the Department level are entering the investment preparation and project implementation stage; renovating and repairing 194 degraded and damaged Department and Team level works.

Up to now, the Market Management force nationwide has been supplemented and replaced with old cars that are not safe for circulation with new, modern cars that meet the requirements of market inspection and control activities. In the 6 years since its establishment, the General Department has been equipped with 159 cars of various types (including 116 pickup trucks, 27 7-seat cars, 16 16-seat cars), and is expected to continue to be equipped with 50 more cars in 2025. Thus, up to now, most Market Management Teams have their own cars to serve official activities;

Every year, each civil servant is equipped with a computer to serve public service activities; in 6 years, the General Department has been equipped with 4,372 computers; agencies and units have 1,865 printers and various types of photocopiers, scanners, warehouse surveillance cameras, online meeting room equipment systems; civil servants are fully equipped with industry uniforms according to regulations; at the same time, they are provided with many specialized devices for effective market inspection and control such as shockproof laptops, binoculars, video cameras, walkie-talkies, canoes, etc.

Changing industry uniforms after more than 60 years of formation and development

One of the hallmarks of starting to operate in a vertical industry model is the change in industry uniform.

On July 3, 2021, the entire Market Management force changed its uniform after more than 60 years of operation.

The new youthful, dynamic, and modern uniform has created a new source of inspiration for the entire force; symbolizing the trust, strength, and majesty of the enforcement agency.

Positive changes in market control and inspection work

It can be affirmed that, after more than 06 years of operating under the vertical model, the inspection and handling of administrative violations by the Market Management force has had many positive and clear changes. Inspection and handling of violations have been carried out in a focused, consistent and unified manner nationwide; the fragmented, fragmented and unsynchronized situation in the fight against, prevention and handling of violations has been overcome. The coordination and exchange of information on subjects and violations between units in the General Department has been effective, avoiding missing subjects and violations, contributing to improving the effectiveness of handling administrative violations. Many complicated, large-scale, inter-provincial cases have been directed, detected and prevented in a timely manner, contributing to actively protecting the legitimate rights and interests of businesses and consumers, promoting socio-economic development.

According to statistics, from October 2018 to present, the entire Market Management force has inspected 665,168 cases, sanctioned 417,604 administrative violations, and transferred 911 cases to the prosecution agency for consideration and criminal prosecution. The total amount of fines for violations is 5,542 billion VND, of which: 3,376 billion VND was paid to the state budget; the value of confiscated exhibits and means of administrative violations, remedial measures applied, and transfers is worth more than 2,166 billion VND.

Many cases have brought great resonance to the people and society such as: handling a smuggling warehouse of more than 10,000m2 in Lao Cai city; coordinating the seizure of 36,000 pink pills and synthetic drugs in Ha Tinh; inspecting a 2,000m2 factory producing masks and processing rubber gloves with signs of being used in Hoa Binh; organizing inspections and handling hot spots and counterfeit goods trading, violating intellectual property rights at Saigon Square Trade Center, Ben Thanh Market (Ho Chi Minh City), Ninh Hiep Market - Gia Lam District, Hoan Kiem District (Hanoi City). Many typical cases of smuggling and trade fraud in localities such as Hanoi, Ho Chi Minh City, Lang Son, Quang Ninh, An Giang, Binh Duong, Ha Tinh, Thanh Hoa... have been detected and strictly handled by the Market Management force according to the provisions of law. Many large and complicated cases have been jointly inspected and strictly handled by the Market Management Force and the Police Force, such as: attacking and destroying a warehouse with tens of thousands of bags and wallets with counterfeit brands in Nam Dinh; inspecting and handling 08 warehouses and businesses selling goods of unknown origin in Hanoi and Hung Yen; temporarily seizing about 40 tons of goods including cosmetics, functional foods, fashion, household goods and alcohol. During the epidemic period, the Market Management Force discovered a car with a "green lane" license transporting illegal goods in Hanoi and the case of discovering 17,000 fake 3M masks in Hanoi; seizing nearly 90,000 medical supplies, 65,000 cold medicine pills with signs of smuggling...

Proactively protect consumers on e-commerce

One of the areas that has made a mark on market management in recent times is the proactive inspection and timely prevention of violations in the field of e-commerce. In the context of increasing problems of counterfeit goods and consumer protection in e-commerce, the General Department has coordinated with relevant agencies and organizations to implement the Project on anti-counterfeiting and consumer protection in e-commerce until 2025.

In 2024 alone, the Market Management force detected and handled 3,124 violations in the e-commerce environment (an increase of 266% compared to 2023), transferred 04 cases to the investigation agency, and imposed administrative fines of 48 billion VND (an increase of 220% compared to 2023); the value of infringing goods was over 34 billion VND (an increase of 440% compared to 2023).

It is worth noting that the Market Management Force has shown that there are no forbidden areas in the fight against counterfeit goods, when directly attacking celebrities and Tiktokers who trade in counterfeit goods, smuggled goods, and goods of unknown origin, such as the inspection of Tiktoker Mai Ly's warehouse, the inspection of the business location and livestream of products belonging to Zenpali Group Joint Stock Company of Tiktoker Phan Thuy Tien in Hanoi, seizing tens of thousands of violating products; or the inspection of warehouses of goods of unknown origin sold mainly on livestream in Tuyen Quang City, Thanh Hoa City, Ca Mau Province and many other provinces and cities.

Along with e-commerce, the fields of counterfeit goods, intellectual property violations, food safety, trading in goods of unknown origin, trading in smuggled goods, violations of standards, measurements, quality, product labels, barcodes, etc. continue to be proactively implemented and achieve impressive results.

Specialized inspection and internal control work has improved in quality.

In addition to inspection and administrative violation handling activities, the specialized inspection work of the Market Management force has been improved in quality. In the period from 2018 to present, the General Department of Market Management has conducted 1,162 specialized inspections; detected and handled administrative violations against 527 organizations and individuals; and imposed administrative violations of over 28.2 billion VND.


The Market Management Department of Thai Nguyen province has conducted inspections of 03 gasoline distributors in Thai Nguyen province.

Along with specialized inspection work, the General Department also pays special attention to internal inspection work, as one of the measures to build a clean and strong market management force. and strictly handle violations in the performance of official duties. Therefore, from 2020 to 2024, the market management force has conducted inspections and issued conclusions on over 1,800 cases/nearly 1,600 units; the number of civil servants with violations is more than 1,100, recommending disciplinary action for 83 civil servants.

Through internal inspection, it has contributed to raising awareness of market management officials in performing public service activities of the market management force, having a positive effect on subordinate teams in managing civil servants and employees to comply with discipline and administrative discipline; performing well in professional expertise and market inspection and control procedures.

IT Application - Creating breakthroughs in leadership and management

One of the outstanding marks of the General Department in recent years is the application of Information Technology in the direction, management and public service activities. 100% of the General Department of Market Management's incoming documents are done in the electronic environment; the official email systems, accounting software, staff management, emulation and reward systems are all done in the online environment. The promotion of the application of information technology has created a breakthrough in the direction, management and operation of the General Department, ensuring speed, efficiency and timeliness.

The administrative violation handling system (INS) has digitized the entire paper seal system in inspection activities, ending the 64-year journey of arranging chairs to write seals by the Market Management force. With this system, unplanned inspections and violations of procedures are minimized. The system is an effective tool contributing to the management of the area, easily identifying recidivism of organizations and individuals that the Market Management force nationwide has inspected and handled. This is considered a revolution in the digital transformation of the Market Management force.

Focus on raising awareness among consumers

Along with the inspection, the General Department focuses on raising awareness among consumers. All inspections nationwide are publicly posted on the General Department of Market Management's communication channels on the website as well as social networks for people to grasp and avoid. Accordingly, since 2018, the General Department's communication channels have posted nearly 30,000 outstanding news, articles, and videos about market control inspection activities.

The General Department also opened a showroom of genuine and fake goods, helping people identify and compare genuine and fake goods on the market, thereby equipping themselves and their families with more knowledge. Over the past 6 years, the showroom of the General Department has welcomed thousands of visitors to visit and learn about the products, which have been highly appreciated by consumers.

Promote foreign affairs and international cooperation

In the context of globalization, the General Department has also focused on implementing foreign affairs and international cooperation. Over the past 6 years, the General Department has signed many Memorandums of Understanding with domestic and foreign agencies, organizations, enterprises, and industry associations to promptly detect and prevent trading in counterfeit goods, goods of unknown origin, smuggled goods, goods that infringe intellectual property rights, and smuggled goods.

Typical examples are cooperation agreements with units such as: General Administration of Market Supervision of China; Japan Patent Office; Ministry of Economy, Trade and Industry of Japan; Ministry of Industry and Trade of Laos; International Intellectual Property Protection Forum (Japan); and many large enterprises from the US, China, Thailand, and Japan. The implementation of the signing has achieved many positive results in the fight against counterfeit goods and consumer protection in the Vietnamese market.

Maintain and promote social security activities

In parallel with professional activities, the General Department also maintains and promotes social security activities. The General Department of Market Management has made the Blood Donation program an annual activity in the force. During the period from 2020-2024, the Market Management force contributed nearly 1.3 million ml of blood to the national blood bank. Tree planting, volunteering, charity, building houses for people with meritorious services; supporting bookcases, building auxiliary works at schools for children in mountainous areas, supporting new rural construction; supporting people in storm and flood areas to overcome consequences... are regularly implemented by the General Department, recognized and highly appreciated by the locality.


Voluntary blood donation has become an annual activity of the General Department of Market Management since 2020.

In 2020 and 2021, the Market Management Force has played a pioneering role in the fight against the Covid-19 pandemic by both inspecting and controlling the market and participating in coordinating epidemic prevention products to consumers at reasonable prices. The Market Management Force was also the first agency to issue a widespread warning in the media about the collection of used medical masks and gloves for recycling and sale on the market.


In the context of the Covid-19 epidemic, the Market Management force has connected and consumed over 5,000 tons of lychee for farmers in Bac Giang.

In particular, implementing the direction of the Minister of Industry and Trade on supporting Bac Giang people to consume lychee in the context of the complicated developments of the Covid-19 epidemic. The General Department of Market Management has quickly deployed solutions to connect and support the consumption of agricultural products for farmers in the epidemic area. After more than 01 month, over 5,000 tons of lychee have been successfully connected and supported for consumption by market management forces across the country.
