Removing obstacles, speeding up the progress of removing temporary and dilapidated houses

Determined to complete the goal of eliminating temporary and dilapidated houses by December 2025, Phu Tho province is focusing on removing difficulties and obstacles, mobilizing maximum resources to support over 3,300 households in building and repairing houses.

Dai Doan Ket Newspaper reporter had an interview with Mr. Luong Ngoc Thach - Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Phu Tho province about the implementation of support to eliminate temporary and dilapidated houses in the area.

Reporter: Sir, eliminating temporary and dilapidated houses is a major policy of the Party and State to improve the quality of life and help people escape poverty. Up to now, how has the work of eliminating temporary and dilapidated houses been implemented by Phu Tho province?

Mr. Luong Ngoc Thach: Implementing documents of the Government, the Prime Minister and documents of ministries, branches, the Central Committee of the Vietnam Fatherland Front and the Provincial Party Committee on the implementation of eliminating temporary and dilapidated houses in 2025, the Steering Committee of Phu Tho province has issued a Plan on the implementation of eliminating temporary and dilapidated houses in Phu Tho province in 2025; established a Working Group to assist the Steering Committee and documents requesting 13/13 districts, cities and towns to review, synthesize and make a list of eligible subjects for support in eliminating temporary and dilapidated houses.

In 2025, the whole province of Phu Tho will support the elimination of temporary and dilapidated houses for 3,372 beneficiaries, including support for the construction of new houses for 2,016 households and the repair of 1,356 households. In phase 1, the whole province aims to basically complete all new construction and repair work for households on the approved list by June 30, 2025, with legal residential land, ensuring conditions for support for repair or new construction; complete acceptance and put the project into use in July 2025. By September 30, 2025, the whole province will basically complete the work for households with temporary and dilapidated houses but have not been granted land use right certificates and households that have land but have not yet converted the land use purpose to residential land; poor households and near-poor households with especially difficult circumstances who are unable to support housing construction. The Provincial Steering Committee strives to complete the construction and repair of households eligible for repair and new construction support for all three subjects by December 31, 2025, and accept and put the works into use.

To ensure housing support for people is public, transparent, and targeted, what specific criteria are used to review and evaluate the work, sir?

Up to now, the work of reviewing and appraising housing support for beneficiaries has been implemented transparently and correctly by localities according to Plan 165/KH-BCĐ dated January 10, 2025 of the Phu Tho Provincial Steering Committee with specific criteria.

For example, housing support for poor and near-poor households are those who have houses but they are not durable, built with temporary, flammable materials, have a lifespan of less than 5 years, do not ensure "3 hard" (hard foundation, hard frame, hard roof) or the average housing area is less than 8m2/person; have not received housing support from programs, projects, support policies of the State, socio-political organizations...

In case of housing support from the above programs, projects and policies, the construction must be a collapsed or severely damaged house, at risk of collapse due to natural disasters, storms, floods, fires but there is no capital source for repair and reconstruction. Households that have received housing support under other housing support programs and policies for a period of 8 years or more up to the time of survey but now have damaged, dilapidated houses, at risk of collapse. Households eligible for support under the above conditions must ensure that the regulations on legal residential land at the location of new house construction, house repair must comply with legal regulations and the land is not disputed.

As the Standing Committee of the Steering Committee, how has the Phu Tho Provincial Fatherland Front Committee implemented the supervision of the resource allocation process and housing support?

According to Plan 165, the Steering Committee for Eliminating Temporary and Dilapidated Houses in Phu Tho province assigned the Vietnam Fatherland Front Committee of the province to advise on "Guiding, inspecting, urging, and supervising the implementation of the campaign and mobilizing support for the construction and elimination of temporary and dilapidated houses for poor and near-poor households in the whole province".

In the coming time, the Provincial Vietnam Fatherland Front Committee will coordinate with relevant agencies to advise the Provincial Steering Committee to issue documents to implement the content of monitoring the elimination of temporary and dilapidated houses in the area. On that basis, implement the reception, management, use and settlement of housing support funds for the right people, right purposes, ensuring publicity, transparency and compliance with commitments to donors.

In localities, the Vietnam Fatherland Front at all levels will proactively supervise so that housing construction support is timely, strict, follows procedures, ensures quality, efficiency and prevents loss, waste and negativity.

In the coming time, what specific tasks will Phu Tho province prioritize to focus on so that the work of eliminating temporary and dilapidated houses is on schedule and achieves the best results, sir?

Based on the decision to approve the results of the review of temporary and dilapidated houses in the area, the Provincial Steering Committee will focus on leading and directing the People's Committees of districts, cities and towns to continue to speed up the progress of eliminating temporary and dilapidated houses according to the set plan.

To ensure sufficient resources, the Provincial Steering Committee has sent a letter to agencies, units and enterprises inside and outside the province to mobilize their participation in supporting funding for the program to eliminate temporary and dilapidated houses. Along with that, the Vietnam Fatherland Front Committees at all levels continue to effectively receive and manage funding sources, through the "For the Poor" Fund and advise on the allocation and use of support funding sources to ensure timeliness and effectiveness according to regulations.

“Through monitoring, it shows that supporting people to remove temporary and dilapidated houses still faces some difficulties, such as reviewing and assessing to ensure objectivity, transparency, correct subjects, support resources and land problems. To overcome these problems, as the Standing Committee of the Steering Committee, the Vietnam Fatherland Front Committee of Phu Tho province is coordinating and participating in resolving issues related to land problems. Closely following the directives of the Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front and the leadership and direction of the Standing Committee of the Provincial Party Committee, the Provincial Fatherland Front Committee will coordinate with relevant agencies to speed up the disbursement of support funds so that households have more resources to build new and renovate temporary and dilapidated houses,” said Mr. Luong Ngoc Thach.
