Prime Minister Pham Minh Chinh directed that the implementation of projects must ensure the combination of serving APEC 2027 with developing Phu Quoc according to approved orientations and planning.
On the morning of March 3, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with the Standing Committee of Kien Giang Provincial Party Committee and relevant ministries and branches on preparations for the Asia-Pacific Economic Cooperation (APEC) Summit Week in 2027.
Attending the conference were Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Nguyen Chi Dung, Bui Thanh Son; leaders of central ministries, branches and Kien Giang province.
At the 30th APEC Leaders' Conference in 2023 in the United States, Vietnam proposed to host the APEC Year 2027 activities and was unanimously included in the Joint Statement of the Conference by the Leaders of the 21 APEC member economies.
Thus, 2027 is the third time Vietnam holds the position of APEC Chair and Phu Quoc city, Kien Giang province was chosen by the Central Government as the venue to host the 2027 APEC Summit Week.
Phu Quoc is a city, a type 1 urban area, in Kien Giang province, known as the pearl island in the Southwest sea of the Fatherland. Phu Quoc sea has 22 large and small islands, of which Phu Quoc is the largest with an area of 567km2. Phu Quoc has the advantage of possessing a superiorly invested tourism ecosystem. With tourist complexes, super entertainment and resort complexes, and a system of 4-5 star hotel rooms, Phu Quoc is highly competitive domestically and internationally.
Being chosen as the venue for the APEC Summit Week, Phu Quoc has become the focal point, where thousands of delegates from the world’s leading economies, international organizations, businesses, experts, and international press gather. This is an honor, an opportunity, and a mission for Phu Quoc.
To serve APEC 2027, Phu Quoc needs to implement projects to upgrade and complete infrastructure and facilities such as: Conference center, public square, press center, 5-star hotel subdivision, connecting infrastructure, especially airport, information infrastructure, urban embellishment, landscape, environment and service infrastructure...
During his visit to Phu Quoc in March 2024, the Prime Minister directed the urgent implementation of projects on waste treatment, clean water supply, wastewater treatment, airport upgrading, urban beautification, construction of traffic routes..., developing Phu Quoc into a national and international tourist center, a modern, civilized, smart, green, clean, beautiful, safe city, a livable place.
At the conference, Kien Giang province proposed investing in the construction of more than 40 key projects to serve APEC 2027 and create the image, national position, and sustainable development momentum of Phu Quoc city in the future, with a total expected capital of over 305,000 billion VND, of which the State budget is over 106,000 billion VND.
The projects include upgrading airports, building roads, seaports, multi-functional complexes, conference centers, luxury resorts, waste treatment plants, domestic wastewater treatment plants, upgrading fiber optic systems, increasing power supply capacity, clean water, golf courses, beaches, etc. The province has proposed a number of mechanisms and policies to implement the projects.
Discussing related issues with leaders of ministries, sectors and Kien Giang province, concluding the conference, the Prime Minister welcomed and highly appreciated the ministries, sectors and provinces for proactively participating in preparations for APEC 2027.
Prime Minister Pham Minh Chinh assigned: Deputy Prime Minister Bui Thanh Son to preside over and direct the preparation of content, ceremonies, and organization of the conference; Deputy Prime Minister Nguyen Chi Dung to direct the preparation of facilities and infrastructure; Deputy Prime Minister Tran Hong Ha to direct the handling of issues related to land and forests. Kien Giang province is responsible for site clearance to serve the implementation of projects.
Basically agreeing on the policies and proposals of Kien Giang province, ministries and branches on the preparation and implementation of projects serving APEC 2027, creating the image and position of the country, and driving force for sustainable development of Phu Quoc city, Prime Minister Pham Minh Chinh directed that the implementation of projects must ensure the combination of serving APEC 2027 with developing Phu Quoc according to the approved orientation and planning; limiting the revision of planning to only serve APEC 2027. Along with exploiting existing infrastructure, priority should be given to implementing infrastructure projects directly related to serving APEC 2027.
Noting that investment in infrastructure projects must have “far-sighted vision, broad vision, deep thinking, and big action,” and must fight against negativity, corruption, and waste, the Prime Minister pointed out that the state only focuses on investing in infrastructure projects and works for the long-term development of Phu Quoc that economic sectors and enterprises do not invest in, such as roads and reservoirs. As for infrastructure and service projects such as airports, convention centers, resorts, golf courses, hotels, including electricity, water supply, and waste treatment, socialization or public-private partnerships must be mobilized.
Directing the implementation of a number of specific infrastructure projects, the Prime Minister agreed to have mechanisms and policies to implement projects and tasks in the fastest, most effective and timely manner to serve APEC 2027 and develop Phu Quoc sustainably, in the spirit of decentralization and delegation of power.
The Prime Minister requested Kien Giang province and relevant ministries and branches to review and handle issues according to their functions, tasks and powers. For issues beyond their authority, they must synthesize and submit them to competent authorities for consideration and resolution, in the spirit that the Government does not act on behalf of ministries, and the National Assembly does not act on behalf of the Government...
