Improve the effectiveness and efficiency of land management and use
Reporting on the preparation for the implementation of the Land Law and the Water Resources Law, Deputy Minister of Natural Resources and Environment Le Minh Ngan said that at the 6th Session, the 15th National Assembly passed the Water Resources Law (Law No. 28/2023/QH15). This is a law with many new points, a major step forward in the effective and sustainable management of water resources to ensure water security; socialization of the water sector; water resources economics; protection of water resources; change in thinking, management methods, comprehensive and unified management, using economic tools on the digital technology platform and a system of decision support tools.
At the Hanoi bridge point, Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai requested the Department of Justice, as the standing agency, to directly collect and advise on the implementation of laws and resolutions of the National Assembly in the city; focusing on important laws such as the Land Law, Housing Law, and Real Estate Business Law, etc.
In particular, on January 18, 2024, at the 5th Extraordinary Session, the 15th National Assembly passed the Land Law (Law No. 31/2024/QH15). This is an important event marking innovations in land policies and laws in the spirit of Resolution No. 18-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country.
The 2024 Land Law has many new and important breakthrough contents contributing to the goal of perfecting institutions and policies, improving the effectiveness and efficiency of land management and use such as: land use planning and planning; recovery, compensation, support, resettlement; land allocation, land lease, permission to change land use purposes; land finance, land prices; land registration, issuance of land use transfer certificates, ownership rights of assets attached to land; land policies for ethnic minorities; building information systems and databases on land; promoting decentralization, delegation of power, reforming administrative procedures in the land sector, enhancing the responsibility of local authorities at all levels in land management and use...
After the Law is promulgated, the organization of law enforcement is an extremely important and necessary step for the policies and regulations of the law to come into life and be effective soon. Deputy Minister of Natural Resources and Environment Le Minh Ngan said that the Ministry of Natural Resources and Environment has proactively defined the tasks in developing and submitting to the Prime Minister for promulgation the Plan to implement the above two laws. In particular, focusing on completing detailed regulations and instructions for law enforcement to promulgate according to authority or submit to competent authorities for promulgation to ensure that they take effect at the same time as the effective date of the Land Law and the Water Resources Law.
Regarding the organization of propaganda, dissemination and training on the Land Law and the Water Resources Law, Deputy Minister of Natural Resources and Environment Le Minh Ngan said that immediately after the Land Law and the Water Resources Law were passed by the National Assembly, the Ministry of Natural Resources and Environment promptly provided new points and basic contents of the Land Law and the Water Resources Law for dissemination on the mass media.
The Prime Minister's Plan for Law Implementation also assigned specific responsibilities to the Ministry of Natural Resources and Environment, ministries, branches and localities in disseminating and popularizing the Land Law and the Water Resources Law in various appropriate forms. In particular, on March 6, 2024, the Ministry held a Conference on implementing the Land Law with ministries, branches and 63 provinces and cities.
Regarding the implementation of pilot projects, Deputy Minister of Natural Resources and Environment Le Minh Ngan said that the Ministry of Natural Resources and Environment is urgently presiding over and coordinating with relevant ministries, branches and units to develop two pilot projects including: Pilot project to implement commercial housing projects through agreements on receiving land use rights or having land use rights for other land (under the authority of the National Assembly) and Pilot project to improve and restore degraded, depleted and polluted water resources of Nhue - Day River...
In addition, strengthen inspection, examination and guidance on handling violations of laws in the fields of land and water resources to enhance the responsibility and awareness of law compliance of competent state agencies and people of all walks of life, contributing to improving the effectiveness of the Land Law and the Water Resources Law.
The demand for workers' housing is huge.
Speaking at the Conference, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that at the 6th Session, the National Assembly passed the Housing Law (amended), which stipulates that the Vietnam General Confederation of Labor is the governing body of the social housing investment project using trade union financial resources for workers and laborers who are beneficiaries of social housing policies to rent in Clause 4, Article 80. This is a new regulation related to ensuring the rights of workers and the responsibilities and roles of trade union organizations, contributing to solving difficulties and problems regarding policies and mechanisms in building trade union institutions in industrial parks...
Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu emphasized that this is an important legal basis for the Vietnam Trade Union to perform its functions and tasks well in the new context. Immediately after the Law was passed, the Vietnam General Confederation of Labor has implemented many activities, especially propagating and disseminating the provisions of the law to key trade union officials and workers to raise awareness and unify actions in trade union activities on the issue of workers' housing.
At the same time, it has directed the development of a housing investment process in accordance with the provisions of construction law and investment law, closely following the new contents of the law and the draft Decree of the Ministry of Construction being submitted to the Government.
Directing the review of localities to introduce land locations to the General Confederation to conduct a survey on workers' housing needs. Since the Law was passed, it has been implemented in 4 provinces such as Bac Giang, Bac Ninh, Hai Phong, Tien Giang, and is expected to continue to survey 6 provinces in the second quarter.
