Proactively develop plans, coordinate "early", "remotely"
Regarding the results of the implementation of the tasks in the first quarter of 2024 of the Ministry of Culture, Sports and Tourism, Mr. Nguyen Huu Ngoc, Deputy Chief of the Ministry's Office, said that in the first quarter, with the attention and direction of the Party and State leaders, especially the Government and the Prime Minister; the drastic and proactive participation of Party committees and authorities at all levels; the support, joint efforts and consensus of all classes of people and the business community; the efforts of cadres, civil servants, public employees and workers in the whole sector, the Culture, Sports and Tourism Sector (VHTTDL) continued to synchronously and effectively implement the Party's guidelines and policies, the State's laws and policies, the Resolution of the 13th National Party Congress, the conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference, the Resolutions at regular meetings of the Government, focusing on implementing tasks to build and develop Vietnamese culture and people in the new period, achieving many very positive results.
The Ministry of Culture, Sports and Tourism has proactively developed a Plan, coordinated "early", "from afar" with localities in state management work, organized major events of the Industry in a concentrated, focused, key direction, with highlights and creating great spread. It can be said that cultural space, building a cultural environment at the grassroots level, especially in residential areas, villages, hamlets, residential groups, educational institutions, administrative agencies, enterprises... through cultural, artistic, physical education, sports, and festival activities have changed a lot; the phrase culture in both the broad and narrow sense is mentioned, discussed, and practiced more frequently and more substantially by many cadres, party members, union members, association members, students, people, tourists from all over the world... This is an extremely important change in awareness and action so that culture gradually permeates deeply, truly becoming the endogenous strength of the nation.
The Party Executive Committee and the Ministry's leadership always uphold the principles of unity, solidarity, and exemplary responsibility, proactively lead and direct decisively, promptly, flexibly, and comprehensively in all areas of work; pay attention to and promptly resolve difficulties and obstacles for the operations of agencies and units under the Ministry. The mindset from "doing culture" to "state management of culture" continues to permeate the Ministry and authorities at all levels.
Regarding institutional building: The Ministry of Culture, Sports and Tourism focuses on directing the implementation of: Decision No. 162/QD-BVHTTDL dated January 19, 2024 promulgating the Action Program of the Ministry of Culture, Sports and Tourism to implement Resolution No. 01/NQ-CP dated January 5, 2024 of the Government on key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates for 2024; Resolution No. 28/NQ-CP dated March 5, 2024 of the Government on the regular Government meeting in February 2024. In the first quarter of 2024, the Ministry of Culture, Sports and Tourism submitted to the Government the Draft Law on Cultural Heritage (amended) (Submission No. 39/TTr-BVHTTDL dated February 6, 2024). The Ministry continues to direct the completion and submission to competent authorities for approval of a number of other legal documents assigned by the National Assembly, Government, and Prime Minister in 2024.
Cultural and family fields: Approving 03 tasks to develop a plan for the preservation, restoration and rehabilitation of relics. Decision to recognize national treasures (12th batch, 2023) for 29 artifacts and groups of artifacts. Decision: ranking 09 national relics; granting 05 decisions on archaeological exploration and excavation for provinces/cities; including 26 intangible cultural heritages in the List of national intangible cultural heritages... Guiding localities to prepare dossiers to submit to UNESCO for recognition as world heritages; editing dossiers of documentary heritages nominated for recognition in the List of Documentary Heritages of the Asia-Pacific region. Preparing activities to build scientific dossiers of intangible cultural heritages to submit to UNESCO for intangible cultural heritages: Mo Muong (Hoa Binh), Binh Dinh Traditional Martial Arts (Binh Dinh) and Northern Delta Cheo Art (Thai Binh)...
The Ministry is also developing: Draft Law amending and supplementing a number of articles of the Law on Advertising. Decision to organize a mobile propaganda contest to celebrate the 65th anniversary of the opening of the Ho Chi Minh Trail - the traditional day of the Truong Son troops. Organizing a mobile propaganda contest and exhibition of large-scale propaganda posters to celebrate the 70th anniversary of the Dien Bien Phu victory. Reporting on the implementation of policies and resources for the development of cultural and sports institutions. Deploying the communication project on developing the Movement "All people unite to build a cultural life" in 2024... At the same time, the Ministry also approved a number of key plans and organized a number of competitions.
Regarding the field of Physical Education and Sports: Submit to the Prime Minister for consideration and approval of the Strategy for the development of physical education and sports in Vietnam to 2030, with a vision to 2045; complete the Plan for implementing Conclusion No. 70-KL/TW dated January 31, 2024 of the Politburo on the development of physical education and sports in the new period.
Guide localities to organize sports activities to celebrate the Party and the New Year of the Dragon 2024, especially traditional sports to serve people to celebrate the Lunar New Year safely, happily and healthily;
Focus on training national teams and youth teams in 2024 to prepare athletes to participate in the 2024 Paris Olympics, the Asian Indoor and Martial Arts Games in Thailand...; Participate in foreign competitions and win 23 gold medals, 29 silver medals, 32 bronze medals, typically athlete Vo Thi Kim Anh of the Boxing team and athlete Le Thi Mong Tuyen of the Shooting team who officially qualified to participate in the 2024 Paris Olympics.
To date, Vietnamese Sports has won 6 places to participate in the 2024 Paris Olympics in the following sports: Swimming, Shooting, Boxing, Cycling and Weightlifting. Directing the National Sports Training Centers to strengthen management and inspection of training work, ensuring training conditions for athletes participating in the Paris Olympics qualifying round and international sporting events. Organizing national and international sports tournaments in Vietnam and training courses as planned.
In terms of tourism, in March 2024, the number of international tourists is estimated at 1.6 million, up 6.7% compared to February 2024, up 78.8% over the same period in 2023; domestic tourists are estimated at 8.5 million, up 13.3% over the same period in 2023 (of which about 3 million visitors stay overnight at tourist accommodation establishments). In the first quarter of 2024, the total number of international tourists to Vietnam is estimated at more than 4.64 million, up 72% over the same period in 2023; domestic tourists are estimated at 30 million, up 9% over the same period in 2023. Total revenue from tourism is estimated at 195.1 trillion VND, up 47% over the same period in 2023.

In the coming time, the Ministry will continue to direct the implementation of the Action Program of the Ministry of Culture, Sports and Tourism to implement Resolution No. 01/NQ-CP dated January 5, 2024 of the Government on key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates for 2024 and Resolution No. 28/NQ-CP dated March 5, 2024 of the Government at the regular Government meeting in February 2024.
Continue to thoroughly grasp and effectively organize the implementation of 06 groups of tasks and 04 groups of solutions to build, preserve and promote the unique values of advanced Vietnamese culture, imbued with national identity, as directed by General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference and the Cultural Development Strategy to 2030; Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo on continuing to implement Resolution No. 33-NQ/TW on "building and developing Vietnamese culture and people to meet the requirements of sustainable national development", with the motto "Accelerate, innovate, reach the finish line", actively contributing to the completion of socio-economic development goals and tasks in 2024.

Organize the implementation of Directive No. 08/CT-TTg dated February 23, 2024 of the Prime Minister on comprehensive, rapid and sustainable tourism development in the coming time; Organize a national conference on tourism promotion on the occasion of the VITM fair in 2024. Synchronously deploy solutions to develop tourism, attract domestic and international tourists; strongly innovate methods and content of tourism promotion.
