On the afternoon of May 29, Mr. Nguyen Bac Viet, Chairman of the People's Committee of Minh Hoa District (Quang Binh), said that the district had just established a surprise inspection team for Kindergarten No. 1 in Quy Dat Town, to clarify the unclear issues related to the socialization of buying lockers for students as denounced by the parents' association.
The leader of the Department of Education and Training of this district also said that Ms. Dinh Thi Bui Chung, principal of Kindergarten No. 1 of Quy Dat town, has just transferred to the school for about 2 years.

As reported by Tuoi Tre Online , in late May, social networks in Quang Binh were abuzz with clips from the year-end ceremony of Kindergarten No. 1 in Quy Dat town (Minh Hoa, Quang Binh).
These clips record the scene where the principal grabbed the microphone, pointed at the parents' association president, and prevented him from speaking about the irregularities in the school's socialized purchase of lockers for classes.
According to the content of the clip, the president of the school's parents' association was invited to the stage to speak. During the speech, this person asked permission from all parents to explain clearly the incident related to the school asking for socialized funds from the parents' association to buy 22 lockers to store students' belongings in the classrooms.
According to this person's presentation, the school principal proposed to buy two plywood cabinets for each class. There were 22 cabinets in total, each costing 6 million VND. The funding for the cabinets was mobilized from the parents' association fund.
After that, many parents disagreed with this. The reason parents thought that with the size given by the principal, it could not cost 6 million. Many parents advised using other materials because plywood cabinets would be easily damaged.
Then the principal announced the price again at 4 million VND per cabinet.
However, while the president of the parents' association was presenting, Ms. Dinh Thi Bui Chung stood up and held the microphone to prevent the president of the parents' association from continuing to speak.
In the clip, Ms. Chung walked up to the stage and pointed at the parent association president to ask him not to talk about socializing the purchase of cabinets during the closing ceremony.
Also in the clip, a vice principal stood up and said that the president of the parents' association was invited to speak. Before speaking, he asked for permission so he had the right to speak. But Ms. Chung took the microphone from the vice principal.
These events took place right in front of dozens of parents and students, leaving many people shaking their heads in dismay.
Regarding this incident, Mr. Nguyen Huu Tho, head of the Department of Education and Training of Minh Hoa district, said the department had learned about the incident through the clips and had called the school principal to report.
"I feel ashamed of what happened at this school during the graduation ceremony. In front of so many parents and students, the principal behaved like that," said Mr. Tho.
