Ms. P. has a child over 3 years old studying at Rosemont American International Kindergarten (Hapulico building, Thanh Xuan Trung Ward, Thanh Xuan District, Hanoi), shared that she has been very worried in the past few days because the school has not reopened since February 26. After a few days of Tet, the school continuously announced that it was closed.
According to Ms. P., every time the school announced a closure, they gave various reasons. The first closure was for February 16-17, with the reason being "disinfectant spraying to prevent influenza A and Rota virus"; then on February 18-19, it was to "handle a power outage", with an appointment to pick up the children on February 20. With the same reason, the school announced that the children would be off from school from February 21 and would pick them up on February 24.
On February 26-27, the school announced that it would be closed again and scheduled to pick up children on February 28. However, on February 28, the school postponed the school day until March 3, but on March 5, it was still closed.
"From being worried and impatient, now we feel like we've been cheated," said Ms. P.

Since September last year, Ms. P.'s family has paid a total of about 185 million VND for 2 years of schooling, including tuition and meals at school. Currently, Ms. P. has to temporarily send her child to another school, paying monthly fees. "The amount my family paid to the school is for 2 years of schooling, but my child has only been studying for nearly 6 months. We want the school to resolve this clearly, or refund the money," Ms. P. said.
Another parent with a 5-year-old child also said that he had paid 118 million VND for the school year from August 2024 to May 2025. This year, the child needs to attend school regularly to enter first grade, but the school was interrupted, forcing the family to transfer the child to another school, even though there is still more than 40 million VND in tuition fees.
Of the parents whose children study at Hapulico, 54 have paid tuition fees totaling more than 4 billion VND, for at least 6 months and at most 2 years. Many parents have asked the school to refund the tuition fees if they cannot continue to receive their children.
Parents have informed the authorities many times, the Department of Education and Training of Thanh Xuan District has come down to work, the school also promised to reopen but after a few sessions it closed again.
According to Thanh Nien 's research, Rosemont Vietnam American International Kindergarten was established in 2018, with 4 campuses in the districts of Thanh Xuan, Hoang Mai, Nam Tu Liem, Long Bien. This is not an international school as its name suggests, but just a private kindergarten.
Currently, the school's facility in Hapulico building, Thanh Xuan Trung ward, Thanh Xuan district has 74 students with 5 classes; 1 principal, 10 teachers and 5 staff. The school announced the tuition fee from 6 - 8 million VND/child/month.
Debt for rent, debt for teachers' salaries
The Thanh Xuan District Department of Education and Training has made an initial report on this incident to the Hanoi Department of Education and Training and coordinated with local police to inspect the Hapulico facility. According to the school owner's explanation, on February 14, the building owner sent a document requesting payment of the rental debt before February 15, otherwise the premises would be reclaimed.
The school owner requested to pay 50 million VND in advance, and the remaining amount to be deferred until the end of the month. However, the landlord did not agree to extend the payment and requested to increase the rent by 15% per month, starting from January 2025, and to cut all services at the school's rented location. The school had to send a notice to parents to let their children stay home from school and would refund 150% of the tuition for the days the students were absent.
The Thanh Xuan District Department of Education and Training also learned that the school owed 2 months of salary to its staff. The school owner has pledged to resolve the matter as soon as possible.
Reporting to the Hanoi Department of Education and Training, the Thanh Xuan District Department of Education and Training said it had asked the school owner to work with the lessor. The Department of Education and Training will also introduce kindergartens in the area for parents to send their children if needed.
Speaking with Thanh Nien , a leader of the Hanoi Department of Education and Training said that he had asked the Thanh Xuan District Department of Education and Training to direct the final handling of the incident and report to the department a solution today, March 6.
