Tan Phu District People's Committee has just issued a plan to implement the TOD area (urban development model oriented towards public transport development) along metro line 2 (Ben Thanh - Tham Luong) according to resolution 98.
After reviewing, Tan Phu District People's Committee selected land plot I/82 A Tay Thanh ward for implementation. This land plot is more than 26 hectares wide, adjacent to Tay Thanh and Truong Chinh roads.
In the plan, Tan Phu District People's Committee said it will submit for approval the outline and total estimate; bid to select a planning consultant in the first quarter of 2025.
In the second quarter of 2025, the district will coordinate to develop a project to adjust the local planning, collect opinions and organize the appraisal of the local planning adjustment.
By the third quarter of 2025, procedures for selecting investors and approving the list of land acquisition projects and land use plans will be carried out.
In the fourth quarter of 2025, the Department of Natural Resources and Environment of Ho Chi Minh City will preside over and coordinate with the district to conduct compensation, resettlement support and auction to select investors.
Metro Line 2 has a total investment capital of about 47,890 billion VND, implemented from ODA loans. Although the investment policy was approved in 2010, the implementation process is very difficult, expected to be completed by 2030.
Up to now, most of the main construction packages have not yet selected contractors and have not started construction, except for the construction of an office building at Tham Luong depot in 2017.
In February 2025, the National Assembly issued Resolution 188 with very special mechanisms for the two largest cities in the country, Hanoi and Ho Chi Minh City, to invest and develop a breakthrough metro system.
On that basis, Ho Chi Minh City will focus on investing simultaneously and completing 7 metro lines with a total length of 355km within about 10 years (from now to 2035).
Immediately after the resolution, the city's departments and branches are developing plans to deploy and invest in the simultaneous construction of 7 metro lines.
In particular, the city chose metro line 2 as the first pilot line to apply policy mechanisms from resolution 188.
Currently, the city is carrying out procedures to adjust the metro line 2 project and convert capital from ODA to public investment. It is expected that in October 2025, metro line 2 will select a contractor to start construction in December 2025 and complete by 2030.

According to the Ho Chi Minh City Urban Railway Management Board, the implementation of metro line 2 will be very favorable because site clearance has been basically completed (reaching 99.83%), and technical infrastructure relocation will be completed in the third quarter of 2025.
