Ho Chi Minh City launches semiconductor and electronics center

Deputy Prime Minister Tran Hong Ha and the Ministers of Information and Communications, Education and Training, Science and Technology, and the Directors of Ho Chi Minh City National University and Hanoi University of Science and Technology attended the event. The Center for Electronics and Semiconductor Circuits was established on the basis of merging two units: the High-Tech Park Microcircuit Design Training Center (SCDC) and the International Electronics Training Center (IETC). According to the Management Board of Ho Chi Minh City High-Tech Park, the merger of the two centers SCDC and IETC is in line with current objective reality when the electronics and semiconductor industries have an organic relationship with each other and require a synchronous development strategy. To move quickly and catch up with other countries in these industries, Vietnam needs to have a breakthrough approach, going straight to the design stage, including product design and microcircuit design.

Deputy Prime Minister Tran Hong Ha assessed that the event is an important milestone at a time when the City is implementing Resolution No. 98/2023/QH15 on piloting specific mechanisms and policies for the development of Ho Chi Minh City (referred to as Resolution 98), which is in great need of a new driving force for development and ESC is a very promising start. In the current era, the knowledge-based economic discovery model and the digital transformation revolution are dominating, playing a pioneering role. In particular, Vietnam's microchip and semiconductor industry has great opportunities to develop. Deputy Prime Minister Tran Hong Ha emphasized that the microchip and semiconductor industry is an industry that uses intellectual resources. Therefore, highly qualified human resources play a key and decisive role and Vietnam needs to have a comprehensive strategy to develop domestic human resources, and at the same time have policies to attract experts and scientists in this field to Vietnam.

According to Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, in the coming time, the City will continue to coordinate with the Central Ministries and branches to develop the City High-Tech Park. Currently, the City People's Committee is finalizing the plan to develop the City High-Tech Park phase 2 and soon submit it to the Central Government for comments. In addition, with Resolution 98 as the fulcrum, the City will boldly pilot the development of a science and technology park with the main foundation being the field of electronic chips, microcomputers and semiconductors...

SCDC has been in operation since October 2022 (invested with socialized capital sponsored by Sun Electronics Corporation), specializing in providing services such as Synopsys design software via virtual private network (VPN) for schools in Ho Chi Minh City National University, coordinating with Synopsys to organize training courses on microchip design for more than 20 lecturers from nearly 10 different universities, and organizing pilot training courses for students. IETC has officially operated since March 25, 2023 on the basis of cooperation between the High-Tech Park Training Center and Sun Electronics Corporation, providing training programs according to IPC (International Process Control) standards, training programs on management and operation of electronics manufacturing plants according to international standards, and training programs on product design according to international standards (Product Design). IETC focuses on piloting training for business customers working in electronics manufacturing services to help businesses train, improve the quality of human resources, improve technological processes, and reach international customers.

At the ceremony, the Management Board of Ho Chi Minh City High-Tech Park signed a cooperation agreement on scientific research and human resource training with Ho Chi Minh City National University and Hanoi University of Science and Technology.
