All 16 budget revenues of Hai Duong met and exceeded estimates.

Standing Vice Chairwoman of the Provincial People's Council Nguyen Thi Ngoc Bich acknowledged the management and implementation of the state budget revenue and expenditure estimates in the province in 2024.

On the afternoon of December 2, to prepare the content for the 28th session of the 17th Provincial People's Council, the leaders of the Provincial People's Council and the Economic-Budget Committee of the Provincial People's Council had a working session with the Department of Finance and the Department of Industry and Trade.

At the meeting, the Department of Finance reported on the implementation of the local budget estimate for 2024, the local budget allocation plan for 2025; the 3-year financial-budget plan for 2025-2027; the proposal to adjust the 2024 budget estimate, allocate additional central budget to reward revenue exceeding the 2023 estimate; approve the local budget settlement for 2023; adjust the local budget settlement for 2022. Along with that are a number of proposals to issue resolutions of the Provincial People's Council.

Speaking at the meeting, Permanent Vice Chairwoman of the Provincial People's Council Nguyen Thi Ngoc Bich acknowledged the management and implementation of the state budget revenue and expenditure estimates of the Department of Finance.

The outstanding result of this year is that all 16/16 revenue items are estimated to exceed the estimate, the total budget revenue of Hai Duong in 2024 is estimated at more than 28,800 billion VND. From the efficiency in budget collection, Hai Duong has effectively implemented spending tasks, especially specific policies to develop the economy in parallel with social security.

The Standing Vice Chairman of the Provincial People's Council requested the Department of Finance to continue to specifically and directly participate with the sectors in developing specific policies, with a more thorough assessment of the social impacts of the policies to be issued. Review the subjects and expenditure items to focus on increasing spending on development investment. Allocate additional central budget to reward those who exceed the 2023 revenue estimate in accordance with reality and regulations.

Director of the State Bank of Vietnam, Hai Duong province branch, Nguyen Thi Hai Van, gave her opinion at the meeting.

By the end of 2024, the total provincial budget revenue is estimated to reach VND 28,813 billion, exceeding the assigned estimate by 47%; the local budget will receive nearly VND 23,652 billion. Of which, domestic revenue is estimated at VND 24,588 billion, exceeding the assigned estimate by 45%, up 28% compared to the implementation in 2023; revenue from import-export activities is estimated at VND 4,092 billion, exceeding the estimate by 50%, up 37% compared to the implementation in 2023.

All 16/16 domestic revenue items were agreed to exceed the estimate. Of which, land use fee revenue was VND8,500 billion, exceeding the estimate by 84%; revenue from foreign direct investment enterprises was estimated at VND7,400 billion, exceeding the estimate by 25%; revenue from non-state industrial, commercial and service sectors was estimated at VND3,500 billion, exceeding the estimate by 30%; personal income tax was estimated at VND1,400 billion, exceeding the estimate by 37%.

According to data from the Department of Finance, the total state budget revenue of the business sector is estimated at nearly VND 22,140 billion, accounting for 89.93% of the total state budget revenue of the province, an increase of 30% compared to the implementation in 2023.

Based on the estimated revenue, the total local budget expenditure in 2024 is estimated at nearly VND 26,392 billion, reaching 145% of the estimate. The increase in expenditure is mainly due to the implementation of social security policies and regimes, tasks arising during the year, additional funding for basic salary reform, etc.

Estimated for 2025, state budget revenue in the central area is 27,580 billion VND, equal to 140% of the estimate for 2024. Of which, domestic revenue is 23,680 billion VND, equal to 140% of the estimate for 2024; revenue from import-export activities is 3,900 billion VND, equal to 143% of the estimate for 2024. Total local budget expenditure in 2025 from revenue sources is more than 25,036 billion VND, equal to 137% compared to 2024.
