Many bright spots appear in the economic picture
According to the report of the Provincial People's Committee, the socio-economic situation of Lao Cai province in May 2024 continued to be stable, with many bright spots. Agricultural production was maintained, ensuring the seasonal framework, and there were no major epidemics in crops and livestock.
Business and trade services activities are vibrant, goods are abundant and diverse; prices are stable, there is no shortage of supply... In particular, the price of live pigs increased by 23% compared to the same period in 2023. The total retail turnover of goods and social service revenue in May is estimated at 3,668.7 billion VND; the cumulative 5 months reached 17,558.7 billion VND, up 13.6% over the same period, equal to 45% of the plan.
In May, the volume of goods and vehicles exported through Kim Thanh International Road Border Gate No. II increased sharply due to the main season of durian and lychee. The average number of vehicles cleared through the border gate reached more than 470 vehicles/day. The total value of import-export, purchase and sale of goods through the border gates in May was estimated at 329.66 million USD, an increase of 8.87% compared to April, an increase of 89.22% compared to the same period in 2023; cumulatively estimated at 1,151.14 million USD.
The total number of visitors to Lao Cai in May reached 766.6 thousand, up 2.9% compared to April; the cumulative number in 5 months reached 3.5 million. Total revenue from tourists in May reached about 2,605 billion VND; the cumulative number in 5 months reached 11,563 billion VND, up 28.19% over the same period in 2023...
Industrial production faces many difficulties
DAP fertilizer prices are lower and consumption is slower than in April due to the inability to compete with DAP prices originating from China. Lao Cai Iron and Steel Plant of Viet Trung Minerals and Metallurgy Company Limited has stopped production since May 14, 2022... Industrial production value in May 2024 is estimated at VND 3,726.7 billion (up 4.75% compared to April); cumulatively estimated at VND 17,151.7 billion, up 5.34% over the same period and equal to 26.1% of the yearly plan.
Although industrial production is facing many difficulties, it is still on the growth track in all three sectors, especially the electricity production and distribution industry (up 18.45% compared to April and up 13% compared to the same period in 2023). Copper mining, selection, and smelting projects; sulfuric acid and phosphoric acid production are operating stably, with good production and consumption output; 2 new projects have been started... The demand for yellow phosphorus in the world market is improving, the selling price of yellow phosphorus products is stable, and there is not much inventory.

Find solutions to overcome difficulties
At the meeting, delegates listened to the leaders of the Department of Justice and the leaders of the Department of Transport present a thematic report on the progress of drafting legal documents of the province in 2024; contents to note when new legal documents of the Central Government and the province are issued or are about to take effect; thematic report on the progress of implementing the investment plan for rural traffic and provincial roads; solutions to speed up the progress of implementing the medium-term plan for traffic routes in the province...
Delegates also discussed difficulties and obstacles, proposed solutions to remove them in the implementation of capital disbursement for national target programs; planning, forming new or expanding industrial parks and industrial clusters to create space to attract projects; budget collection; difficulties and obstacles in implementing socio-economic development goals in localities in the province.

Speaking at the meeting, Mr. Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee, said: Localities need to be more proactive in the process of implementing national target programs. Any content that is no longer stuck must be implemented immediately. Any content that is still stuck must be urgently sought solutions to speed up the disbursement of capital sources. At the same time, promptly review and propose solutions for communes that have "fallen in rank" in many criteria for new rural construction...

Concluding the meeting, comrade Trinh Xuan Truong, Chairman of the Provincial People's Committee emphasized: Currently, difficulties and problems are mainly concentrated at the grassroots level, so it is necessary to focus on directing and prioritizing the allocation of capital sources towards the grassroots level. In which, departments and branches must directly coordinate with localities to resolve difficulties and problems; there must be solutions to improve the quality of cadres and discipline in performing tasks of grassroots cadres.
In the coming time, the Chairman of the People's Committee requested departments, branches and localities to continue to focus on implementing general planning, zoning planning, rural residential planning... Continue to accelerate the disbursement of capital for national target programs; improve the efficiency of tax management, prevent budget loss; soon complete procedures to form industrial zones and clusters (first of all, industrial clusters in Bat Xat district and Lao Cai city); strengthen investment supervision, especially investment projects in the agricultural sector; develop a plan to evaluate the Provincial Competitiveness Index (PCI), focusing on the Provincial Green Index (PGI)...
Comrade Trinh Xuan Truong also requested departments, branches and localities to continue to prioritize the development of e-government and digital border gates; pay attention to social issues of concern (traffic safety, fire prevention, natural disaster prevention...) with the motto of prevention as the main focus. The education sector focuses on reviewing the quality of cadres and civil servants, bidding for school equipment. Departments and branches focus on removing difficulties and obstacles, supporting localities to complete the socio-economic development goals of 2024...
