The Provincial Party Secretary stated: Investment plays a very important role in the socio-economic development of the country as well as of each locality, being one of the three pillars of growth, along with consumption and export. Over the years, Thanh Hoa province has always identified the mobilization of resources for development investment and the implementation of investment projects in the area as one of the top political tasks, and has achieved very important results.
However, in reality, there are still many investment projects in the province that are facing difficulties and obstacles in the implementation process, leading to delays, prolonged construction or unfinished investment, causing waste of capital, waste of land resources, negatively affecting the socio-economic development of the province. In Nghi Son Economic Zone alone, there are 127 investment projects facing difficulties, obstacles, delays and unfinished projects; of which 48 projects have been allocated land or leased land but have not been implemented.

Emphasizing the Central Government's guiding viewpoint on removing difficulties and obstacles for investment projects to promote economic development and prevent waste, especially Directive No. 77 of the Politburo on "Plans to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities", Provincial Party Secretary Nguyen Doan Anh requested the Standing Committee of the Provincial People's Committee Party Committee to direct the Provincial People's Committee and relevant agencies to review and evaluate the overall implementation status of investment projects in the whole province, including public investment and direct investment, clarify difficulties and obstacles, identify specific causes and responsibilities, thereby developing a plan to overcome and remove them to continue implementing and completing projects, not to prolong them.
Focus on reviewing slow-progressing public investment projects that are unable to be completed, and transferring capital to arrange for investment to complete unfinished projects. In particular, prioritize investment to complete key infrastructure projects that have a great impact on the socio-economic development of localities and the whole province. Speed up the progress and soon complete and put into use the Nga Son - Hoang Hoa coastal road, the road from Bim Son Industrial Park to the coastal road in Nga Son district, the road from Voi intersection to Sam Son, the road from National Highway 47 to Ho Chi Minh road in Tho Xuan district...

Emphasizing the viewpoint of resolving and removing difficulties and obstacles for the project must be based on legal regulations and in accordance with the direction of the Central Committee and General Secretary To Lam, Provincial Party Secretary Nguyen Doan Anh requested the Provincial People's Committee to assign a Vice Chairman in charge, and at the same time clearly assign responsibilities to the sectors and People's Committees of districts, towns and cities to directly monitor and remove difficulties and obstacles for each specific project. During the resolution process, if any new problems arise, they must be promptly reported to the Provincial Party Committee Standing Committee and competent authorities.
In addition, the Provincial Party Secretary also requested the Standing Committee of the Provincial Party Committee to direct the review and assessment of projects facing difficulties and problems related to land management and use, resulting in violations by investors and localities, and report to the Standing Committee of the Provincial Party Committee and the Steering Committee for prevention and control of corruption, waste and negativity of the province.
At the conference, the Standing Committee of the Provincial Party Committee also gave opinions on submitting to the Provincial People's Council a Resolution amending and supplementing a number of articles of Resolution No. 231 dated January 12, 2019 of the Provincial People's Council (amended and supplemented in Resolution No. 319 of 2022 of the Provincial People's Council on amending and supplementing the Land Price List of all types for the period 2020-2024 in the province).
Concluding this content, Provincial Party Secretary Nguyen Doan Anh assigned the Standing Committee of the Provincial Party Committee to direct the Provincial People's Committee and relevant sectors to absorb the opinions at the conference, study and complete the land price calculation table to submit to the Provincial People's Council, ensuring that the land price calculation must comply with the provisions of law, be calculated correctly and fully, not cause loss of revenue, not cause economic damage to the state and not affect the investment environment of the province. Assign the Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council to organize a thorough examination in accordance with the provisions of law.
