Mr. Le Hoang Chau, Chairman, President of Ho Chi Minh City Real Estate Association (HoREA) also recently discussed 10 proposals to remove difficulties and obstacles, promoting housing development.
One of the major proposals mentioned by Mr. Chau is a number of issues related to preferential capital.
Specifically, HoREA proposed that the Ministry of Construction submit to the Prime Minister for consideration to abolish Clause 3, Article 77 of Decree 100/2024/ND-CP, to allow the Social Policy Bank to provide preferential loans to investors of social housing projects, housing for the people's armed forces, and individuals building or renovating and repairing houses for rent, to ensure consistency, uniformity and no longer have conflicts of law.
HoREA also requested the Vietnam Development Bank to announce loan conditions, loan amount, loan term, loan interest rate, loan guarantee and other relevant contents for loans at the Vietnam Development Bank according to current regulations of the law on State investment credit, so that social housing project investors can borrow preferential loans at the Vietnam Development Bank.
The Association proposed that the State Bank issue a document guiding 9 commercial banks to implement a reasonable commercial loan interest rate mechanism according to the preferential interest rate mechanism of 1.5-2% lower during the preferential period to promote the effectiveness of the VND 145,000 billion credit program.
