Press subscriptions must have a clear financial mechanism.
Speaking at the meeting, General Director of Vietnam News Agency Vu Viet Trang said: Press agencies are currently complying with the provisions of Decree No. 60/2021/ND-CP. However, this is a Decree stipulating a general financial autonomy mechanism for units in many different fields. Meanwhile, press and publishing activities are specific. Therefore, press agencies need to be allowed to develop their own financial mechanisms to supplement income sources for reporters, editors and workers in the context of serious decline in revenue from press and media activities.
“ For units working in foreign information, especially the national key foreign press agencies, whose mission is to convey information about the Party and State's guidelines and policies and the image of the country and Vietnamese people to the international community, the State needs to ensure funding or a part of the regular expenditure is guaranteed by the State ,” said Ms. Vu Viet Trang.

On this occasion, leaders of press agencies also expressed their gratitude for the Party and State's attention to the Vietnam Journalists Association in particular and the country's press in general; affirmed to continue to strive to accompany the country in all circumstances; and also reflected on the difficulties in the Association's work and press activities. Delegates requested the Government and the Prime Minister to continue to pay attention to directing relevant ministries and branches to support the Vietnam Journalists Association and press agencies in digital transformation, access to information, have appropriate financial mechanisms, create conditions for the development of the press economy; increase the staff, regimes and policies for those working in the Association; implement the Action Plan towards the 100th anniversary of Vietnam Revolutionary Press Day...
Speaking, Minister of Home Affairs Pham Thi Thanh Tra highly appreciated the achievements of the Vietnam Journalists Association, which is a bridge between the Party, State and people.
However, the head of the Home Affairs sector also said that the press is facing many difficulties and challenges in the trend of technology 4.0 and digital transformation. The Minister of Home Affairs expressed his concern about how to innovate the management mechanism for press agencies. " We need to order and assign tasks to press agencies from a clear financial mechanism, to promote the role of the Vietnam Revolutionary Press ", Minister Pham Thi Thanh Tra emphasized.

“ We have advised the Government, especially in the National Assembly forums, we are trying to innovate the autonomy mechanism for public service units. Also at the meeting, Minister of Information and Communications Nguyen Manh Hung said that the Ministry is amending relevant legal documents to perfect the press ordering mechanism, especially decrees and circulars on royalties and technical and economic norms to suit the market.

The Ministry of Information and Communications will take the lead in building a number of shared technology platforms for press agencies, especially small press agencies that are facing difficulties and limitations in applying technology. Instead of writing many articles, write articles to lead. 5% of press articles must lead the remaining 95%. Each press agency must be a digital platform for people to participate in updating information. Previously, investing in people is now investing in tools, the tools that were previously pens and paper are now technology, digital application platforms, investing in digital platforms.

The Prime Minister affirmed that the press is a propaganda tool on the ideological and cultural front of the Party, an essential means of information, and an indispensable spiritual food for social life. In particular, the Vietnam Journalists Association plays an important role in uniting, gathering, enhancing political capacity, fostering professional skills, and training professional ethics of journalists, contributing to creating unity within the Party and consensus in society.
The Prime Minister also shared the difficulties and challenges that the Journalists Association at all levels, press and media agencies and journalists across the country are facing, especially the decline in revenue and income, fierce competition with cross-border platforms and social networks...
The Head of Government requested the Journalists Association at all levels and press agencies to create a cultural space in press activities, thereby helping to correct "deviations" in professional ethics, promote humanistic values in press activities; protect the legitimate interests of members in performing their duties, and at the same time strictly handle violations, especially taking advantage of the press to go against the goals and ideals of the Party and the policies and laws of the State.

The press must take the lead in discovering and praising new factors, good people, good deeds, using beauty to eliminate ugliness, using positivity to push back negativity, creating motivation, inspiration, and spreading in the community and society; performing well the role of supervision and criticism; providing accurate, timely, honest, and transparent information; stepping up the fight to protect truth, justice, and good people; condemning bad, evil, and negativity; opposing wrong thoughts and actions, especially the state of ideological, political, moral, and lifestyle degradation; refuting distorted, toxic, and untrue information; actively participating in preventing and combating corruption, negativity, and waste.
“ Absolutely do not leave this hot front empty or give way to hostile forces and reactionary organizations to sabotage all media fields, especially digital media and social networks,” the Prime Minister directed.
The Prime Minister requested to promote digital transformation of journalism associated with digital economy and journalism and media economy; increase the application of artificial intelligence, big data, and new technologies in journalism and media activities; closely follow inevitable trends in world journalism and media to innovate and perform well the role of leading and orienting public opinion; strengthen political training, professional expertise, and professional ethics for reporters and journalists; perfect and strictly implement the law on journalism, ensure freedom of the press as prescribed by law, protect journalists, the right to practice legally, and the legitimate interests of journalists, etc.

Regarding policies for people working in the Association, the Prime Minister asked the Minister of Home Affairs to conduct further research to continue to remove difficulties. “ Recently, the Government issued new policies for people working at the grassroots level, and we must listen to feedback from the grassroots level… Regarding policies for Association work, we request the Ministry of Home Affairs to pay more attention ,” the Prime Minister emphasized.
“ Regarding the implementation of the action plan towards the 100th anniversary of the Vietnam Revolutionary Press Day, it is recommended to have a plan and report to the competent authorities. On the Government side, we support this. Regarding State management, the Ministry of Information and Communications, the Central Propaganda Department, and the Journalists Association are assigned to develop a plan to celebrate the anniversary with practical, meaningful, and effective actions ,” the head of the Government assigned the task.
