However, the city needs to consider the timing of increasing the penalty level as well as the feasibility of the new regulation, ensuring the effectiveness and efficiency in applying legal documents.

Therefore, it is necessary to consider this situation. Increasing the fine if it exceeds the ability of traffic participants to pay the fine can also cause consequences.

Each legal document will have direct impacts on society, especially documents on road traffic that can impact all subjects in society.

While for many people, participating in traffic is a way of making a living. If they are unfortunately fined for administrative violations at a level that exceeds their ability to pay, it can directly affect their lives, economy and livelihood.

According to the Capital Law, the Hanoi People's Council is allowed to impose administrative fines in some areas (including traffic) higher than the general fines prescribed by the Government. Here, it can be understood that Hanoi is allowed to apply if necessary, but not required to apply. In other words, being empowered does not mean being forced to do it if it is deemed inappropriate.

More broadly, instead of focusing on punishment, the city should focus on sustainable solutions that address the root causes of the problem: upgrading roads, building more overpasses and underpasses; limiting the construction of high-rise buildings in the central area to reduce pressure on infrastructure...

At the same time, modernize the public transport system, make people prioritize using public transport instead of choosing personal vehicles...
