Increase dialogue, reduce escalation complaints

Thanks to focusing on citizen reception at the grassroots level, proactive dialogue, and application of legal policies and regulations to mobilize and persuade... many complaints and denunciations have been resolved, limiting the situation of complaints going beyond the level.

* Many changes in citizen reception work

Since the beginning of 2023, the province has received more than 4,500 visits with nearly 5,000 people coming to complain, denounce, and make recommendations on administrative matters, an increase of 38% over the same period last year. Leaders at all levels have received 971 visits with nearly 1,000 people.

The main contents of citizen reception are related to complaints about compensation and resettlement support when the State reclaims land to implement projects; land disputes; administrative violations in the land sector; recommendations for granting land use right certificates; some cases of questions and reflections on the fields of labor law, social insurance, social policy records, policies for people with meritorious services, and personnel work, etc.

In the first 6 months of 2023, Dong Nai received more than 6,000 applications, of which more than 5,500 applications were classified and eligible for processing. Of which, state agencies have resolved more than 2,800/3,700 applications under their authority, reaching a rate of 75%, higher than the same period in 2022 (66%). The remaining nearly 1,800 applications are not under their authority, and the functional department has issued documents instructing and transferring the applications to competent agencies, and has issued documents urging their resolution.

In particular, recently, many cases have been reported regarding investors in some real estate projects in the province signing cooperation contracts, principle contracts, and deposit agreements to buy and sell houses and land to people when the project does not meet the conditions for transfer according to regulations.

Through the opinions presented by citizens, the citizen reception committees at all levels; the citizen reception departments of departments and branches have explained, mobilized, and persuaded citizens to comply with state policies and guided people to exercise their rights and obligations as complainants in accordance with regulations. At the same time, the report proposed to handle the content presented by citizens, advising the head to issue a document directing relevant functional agencies and localities to urgently check and review records to consider and resolve the contents of complaints, denunciations, reflections, and recommendations of citizens according to their authority and in accordance with legal regulations.

As a result, the settlement of citizen complaints under its jurisdiction in the first 6 months of 2023 reached 75%, higher than the same period last year. The process of settling complaints is always associated with legal explanations, so many cases of citizens understanding and voluntarily withdrawing their complaints, accounting for 18% of the total number of resolved complaints.

* Increase dialogue, thoroughly resolve people's concerns

According to the report of the Provincial People's Committee at the 12th Session of the People's Council for the 2021-2026 term, in the first 6 months of 2023, all levels and sectors have paid attention to implementing well the work of receiving citizens, especially the work of receiving citizens by leaders with many positive changes compared to the previous period.

In fact, dialogue and citizen reception have become regular and periodic activities of leaders of Party committees and authorities from the provincial level down to the grassroots level. During the dialogue and citizen reception sessions, leaders of Party committees and local authorities have clearly pointed out each issue that needs to be resolved, and at the same time assigned specific responsibilities to each relevant sector and field. Thanks to that, many complaints, denunciations, reflections, recommendations, etc. of citizens have been resolved thoroughly and decisively.

In addition to dialogues with workers or people who have to give up land for the Long Thanh International Airport project, Party Central Committee member and Provincial Party Secretary Nguyen Hong Linh regularly holds dialogues and resolves petitions from people. The dialogues are always held in an open and sharing spirit. The provincial leaders direct the relevant agencies and units to respond to and handle the concerns and petitions of the people in accordance with legal regulations in the spirit of ensuring the best interests of citizens.

Specifically: continuing to resolve the complaint and denunciation of Ms. Pham Thi Chi (residing in Tam Hiep Ward, Bien Hoa City) and handling the petition of Mr. Dao Sy Men (residing in Long Binh Ward, Bien Hoa City) related to the trial and enforcement of civil judgments at first instance and appeal since 2017; the petition of Ms. Nguyen Cuu Thi Huong Vien (residing in Binh Thanh District, Ho Chi Minh City) related to land settlement that has lasted from 2015 until now...

The work of receiving and dialogue with citizens is also regularly carried out by the Provincial Delegation of National Assembly Deputies (NADs). In the first 6 months of 2023, the Provincial Delegation of NADs received 85 citizens at the headquarters, and in many cases, the delegation organized citizen receptions with the participation of representatives of relevant departments, branches and localities. Through direct dialogue, many complaints and denunciations of citizens have been resolved.

For example: The case of Mr. Nguyen Xuan Thoi and Ms. Nguyen Thi Kim Dung (residing in Long Binh Tan Ward, Bien Hoa City) complaining and requesting to re-issue the land use right certificate in Long Binh Tan Ward; Mr. Bui Huu Thu (Song Ray Commune, Cam My District) requested to confirm the origin of the land and request to return the land area (1ha) previously recovered by the People's Committee of Xuan Loc District and requested to consider investing in the tennis court and sports kiosk at Song Ray Cultural Park...

Chairing the citizen reception sessions of the Provincial National Assembly Delegation, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Quan Minh Cuong requested that officials and civil servants must always uphold their spirit and responsibility during the settlement process and put the interests and rights of the people first, and must promptly respond in writing to the people during the settlement process... At the same time, the Provincial National Assembly Delegation issued a notice on the results of the citizen reception sessions. Up to now, the People's Committee of Bien Hoa City has considered granting land use right certificates to Mr. Thoi and Ms. Dung; the People's Committee of Cam My District has reported the results of the inspection and review of Mr. Bui Huu Thu's reflection in accordance with the conclusion notice of the Provincial National Assembly Delegation...
