On the evening of June 6, the Buoi Ward Lawyers Association coordinated with the Ward People's Committee and the Tay Ho District Lawyers Association, Hanoi City to organize a conference to disseminate and popularize the Law on Environmental Protection 2020, the Law on Fire Prevention and Fighting 2001 and provide legal advice to households and individuals in the ward.
In Buoi ward, the Lawyers Association has successfully implemented the model: "Propaganda and dissemination of the Law on Environmental Protection 2020; mobilizing and guiding households in Buoi ward to classify domestic solid waste at source and community monitoring".
Attending the conference were Mr. Le Trung Duc - Chairman of the Tay Ho District Lawyers Association; Lieutenant Colonel Chu Thanh Quan - Deputy Captain of the Tay Ho District Police Fire Prevention and Fighting Team; Vice Chairmen of the Tay Ho District Lawyers Association Pham Thanh Giang and Ngo Kim Hanh; Ms. Phan Thi Thuy Nga - Deputy Secretary of the Party Committee of Buoi Ward, Head of the Buoi Ward Lawyers Association; Mr. Nguyen Minh Hoai - Vice Chairman of the Buoi Ward People's Committee, representatives of the Party Cell, Residential Groups and many households and individuals of Residential Groups No. 1, 2, 3, Buoi Ward.
At the conference, delegates listened to Dr. Tran Van Duy - Expert of the Department of Dissemination and Legal Education, Ministry of Justice present some new points and important contents of the Law on Environmental Protection 2020, especially the regulations on waste classification at source.

Accordingly, the Law on Environmental Protection 2020 (effective from January 1, 2022) stipulates that localities must classify waste at source in households and individuals by the end of 2024 (December 31, 2024) at the latest.
Specifically, Article 75 of the Law on Environmental Protection 2020, domestic solid waste (garbage) generated from households and individuals is classified according to the following principles: solid waste that can be reused or recycled; food waste; other domestic solid waste.
Along with that, Decree 45/2022/ND-CP regulating administrative sanctions for violations in the field of environmental protection officially took effect, including a fine of 500,000 to 1 million VND for households and individuals who do not classify domestic solid waste according to regulations; do not use packaging to contain domestic solid waste according to regulations.
“Classifying and collecting waste at source not only brings economic benefits to people but also contributes to promoting the recycling industry, improving the efficiency of solid waste treatment, and moving towards a circular economy,” emphasized Dr. Tran Van Duy.
According to Dr. Tran Van Duy, in order to effectively implement the Law on Environmental Protection 2020, it is necessary to focus on propaganda and dissemination of this Law to raise people's awareness and sense of law compliance, especially so that people gradually form the habit of sorting waste at the source. In addition, it is necessary to provide specific instructions to people on how to classify waste according to regulations.

Within the framework of the conference, Mr. Dinh Van Niem - Fire Prevention and Fighting Reporter of the Ministry of Public Security also presented some important points of the 2001 Fire Prevention and Fighting Law, analyzed the work of ensuring fire prevention and fighting in the area and guided people on some solutions for on-site fire fighting and escape when a fire occurs.
Lieutenant Colonel Chu Thanh Quan - Deputy Captain of the Fire Prevention and Fighting Team of Tay Ho District Police also informed the people about the fire prevention and fighting situation in Tay Ho District in general and Buoi Ward in particular and gave some recommendations to people when encountering fire and explosion incidents.

In his closing speech at the Conference, Mr. Le Trung Duc - Chairman of the Tay Ho District Lawyers Association emphasized that environmental protection plays a very important role, so in order for this work to be effective, it is necessary to have the attention and direction of the Party Committee, local authorities, the coordination of the Fatherland Front, organizations and especially the consensus, support and participation of the people.
With the implementation of the Law on Environmental Protection in 2020, Mr. Duc expressed his hope that this will be an important premise for businesses as well as people to gradually change old habits, together towards a common goal, creating clear changes in the collection and treatment of household waste.

“Although the Law, regulations and sanctions are in place, for waste classification to bring about the expected results, it requires many factors and sustainability. Therefore, it is still necessary to propagate so that people are aware of the importance of waste classification, help them know how to classify, form and maintain the habit of classifying waste at home,” Mr. Le Trung Duc emphasized .
