Accordingly, the People's Committee of Quang Nam province requests the Departments of Natural Resources and Environment, Transport, Agriculture and Rural Development, Construction; the Provincial Tax Department, the Provincial Police, relevant functional branches and the People's Committees of districts, towns and cities, according to their assigned functions and tasks, to strengthen inspection and examination work and strictly handle violations in: (i) registration and use of means and equipment for mining and transporting sand and gravel; (ii) operating conditions for river sand and gravel wharfs and yards and installation of weighing stations and cameras to monitor the volume of sand and gravel bought and sold at the wharfs and yards; (iii) compliance with regulations on reserves, capacity and location of sand and gravel mining according to the granted mineral mining license and regulations of law on environmental protection, impact on riverbank erosion and river flow; (iv) statistics and reports on mining output and declaration, declaration, payment of taxes, fees and financial obligations in mineral mining activities...
Require units operating in the exploration and exploitation of river sand and gravel to strictly comply with the provisions of the law on minerals and Decree No. 23/2020/ND-CP dated February 24, 2020 of the Government regulating the management of river sand and gravel and the protection of river beds, banks and beaches.
The Provincial People's Committee assigned the Provincial Tax Department to direct relevant departments and regional and local Tax Branches to strengthen the inspection of compliance with regulations on books, documents, invoices, declarations, and financial obligations of mineral exploitation units, including river sand and gravel exploitation in the area; strictly handle violations in accordance with the provisions of law, report the results of inspection and handling to the Provincial People's Committee for monitoring and direction.
At the same time, coordinate with the Department of Natural Resources and Environment to develop and implement a coordination regulation in exchanging and providing periodic reports on the situation of mineral exploitation activities and the declaration and payment of taxes by mineral exploitation units; thereby, detecting and strictly handling units that make dishonest declarations, preventing loss of state budget.
The Department of Natural Resources and Environment and the People's Committees of districts, towns and cities continue to implement the instructions of the Provincial People's Committee in Official Dispatches No. 3700/UBND-KTN dated June 13, 2023, No. 6214/UBND-KTN dated September 14, 2023. During the implementation process, if there are any problems with legal regulations, the Department of Natural Resources and Environment shall promptly synthesize and report to the Ministry of Natural Resources and Environment for consideration and advice on appropriate amendments and supplements.
