Thanh Tan commune has a total area of 5.4 km 2 , including 4 villages with nearly 2,200 households. The need for land use and issues related to land use rights are always the focus of the management work of the local government. Mr. Tran Quang Hung, Chairman of the Commune People's Committee, said: Determining land management as a key and continuous task, every year, the Party Committee and the Commune People's Committee always pay attention to directing the implementation, bringing this work into order. Along with promoting the dissemination of the Land Law to the people in many forms, the commune directs the land administration and construction department to regularly monitor, promptly detect and strictly handle violations of land and construction as soon as they arise. At the same time, Thanh Tan commune encourages people to participate in community supervision, promptly reporting violations of encroachment on public land and improper use of land. This not only helps the authorities handle the situation promptly but also raises awareness in the community, building an orderly and safe living environment. Thanks to that, for many years, the locality has not had any violations of illegal construction on agricultural land. The work of preparing dossiers to request the issuance of land use right certificates such as transfer, donation, exchange, re-issuance, and verification of new issuance is carried out in accordance with regulations. Up to now, the rate of granting certificates of land use right, house ownership and property attached to land in the commune has reached over 60%.
Implementing Directive No. 10/CT-UBND, dated May 21, 2024 of the Provincial People's Committee on rectifying and strengthening state management of land, the People's Committee of Kien Xuong district has issued many directive documents, assigning specific tasks to departments, offices, units and People's Committees of communes and towns. Implementing Directive No. 31-CT/TU, dated June 26, 2024 of the Provincial Party Standing Committee on strengthening leadership and direction to overcome violations in land management, the District People's Committee has developed Plan No. 138/KH-UBND, dated September 30, 2024, clearly identifying key tasks and a specific roadmap for overcoming. The district directs 100% of communes and towns to establish steering committees to handle violations of the Land Law; maintain conferences to review land management with Chairmen of People's Committees of communes, towns and functional branches, clearly defining the roles and responsibilities of the heads. At the same time, localities are required to strengthen propaganda and dissemination of land laws to raise people's awareness and sense of law compliance; review land use situations, and strictly handle cases of encroachment, occupation, and illegal transfer of rights.

The district also focuses on land allocation, land lease, land recovery, land use purpose conversion and first-time issuance of land use right certificates. In 2024, Kien Xuong District People's Committee issued land recovery decisions to implement projects: developing housing in residential areas east of provincial road DT.457 (Binh Minh commune); renovating and upgrading Binh Thanh - Binh Dinh - Hong Tien road (phase 1); provincial road 464 through Tay Son commune, Le Loi commune; DH.460 route through Vu Trung commune to DH.30 road in Vu Hoa commune; building main roads connecting functional areas in Thai Binh Economic Zone. The total recovered land area is nearly 67,900m2 , of which agricultural land is 57,800m2 , non-agricultural land is nearly 10,100m2 .
The District People's Committee also approved the results of the auction of land use rights for 75 residential plots in the communes of Vu Quy, Quang Lich, Binh Dinh, Binh Thanh and Kien Xuong town with a total area of over 13,120m2, contributing to increasing local budget revenue. In the first quarter of 2025, the Department of Agriculture and Environment advised the District People's Committee to approve the land recovery plan of 11/12 communes with a total area of 117ha belonging to more than 1,800 households to serve the Ninh Binh - Hai Phong expressway project (section through Nam Dinh - Thai Binh provinces); advised on the issuance of 724 land recovery notices to implement the project of building a road to Ninh An industrial cluster and the project of investing in building infrastructure for Ninh An industrial cluster.
In the coming time, Kien Xuong district will continue to improve the effectiveness of land management, ensuring the harmony of interests between the state, investors and people; at the same time, increase budget revenue, contributing to promoting sustainable socio-economic development in the area.
