Binh Phuoc and Tay Ninh lead the Southeast region in GRDP growth rate.
The synthesis report of the Ministry of Planning and Investment shows that the growth rate (GRDP) in the first 9 months of Binh Phuoc is 7.36%, ranking first in the region, 17th out of 63 provinces and cities nationwide, and Tay Ninh is 5.35%, ranking second in the region, 38th out of 63 provinces and cities nationwide, 4.24% higher than the national average.
The industrial production index (IIP) of localities all increased compared to the same period last year: Binh Phuoc increased by 8.89%, Tay Ninh increased by 8.27%. Export activities showed signs of recovery and growth, in the first 10 months, Binh Phuoc province's export turnover reached 3.350 billion USD, up 6% over the same period, Tay Ninh province reached 4.830 billion USD, down 11.5% over the same period.
Deputy Minister of Planning and Investment Tran Duy Dong said that the state budget revenue in localities all decreased compared to the same period due to the impact of difficulties in the real estate market and low value-added tax revenue from foreign investment sectors. In particular, the state budget revenue in 10 months of Binh Phuoc province reached VND9,159 billion, reaching 65% of the estimate, down 24% compared to the same period; Tay Ninh province reached VND9,243 billion, reaching 84.03% of the estimate, down 8.54% compared to the same period.
The number of newly established enterprises in the two localities is 1,585 enterprises with a total registered capital of 18,420 billion VND.
All localities have done well in social security, poverty reduction and job creation.
The Prime Minister assigned the 2023 State budget investment plan to 2 localities: 11,486,275 billion VND.
Localities have allocated VND 9,646,190 billion in detail up to the reporting time and disbursed VND 6,620,946 billion by the end of October 2023, reaching about 61.68%, higher than the national average of 56.74%.
After listening to the reports of Binh Phuoc and Tay Ninh provinces and the Ministry of Planning and Investment, representatives of the following ministries and sectors: Transport; Agriculture and Rural Development, Natural Resources and Environment, Finance, Construction, Labor - Invalids and Social Affairs, Planning and Investment, Industry and Trade, Construction, Education and Training spoke to explain and clarify the contents related to the resolution of the recommendations as well as note some tasks that the two localities need to focus on implementing in the coming time.
At the meeting, Tay Ninh Provincial Party Secretary Nguyen Thanh Tam and Binh Phuoc Provincial Party Secretary Nguyen Manh Cuong basically agreed with the answers and comments of the ministries and branches; thanked the Prime Minister's Working Group for paying attention and solving local issues. At the same time, Tay Ninh provincial leaders reported more on capital allocation for Tan Nam International Border Gate area.
The leaders of Binh Phuoc province reported more clearly on the issue of budget collection (land use fee shortfall of more than 3,000 billion VND, due to problems with regulations on land auctions and the decline of the real estate market). At the same time, the Secretary of the Binh Phuoc Provincial Party Committee also reported on the planning of bauxite mines in the province, requesting that this issue be thoroughly and comprehensively studied and evaluated.

Determined to achieve the highest level of the set goals in 2023, creating the basis for "acceleration" in 2024
Concluding the meeting, Deputy Prime Minister Le Minh Khai highly appreciated the preparations of the two localities and the Ministry of Planning and Investment; requested the Ministry of Planning and Investment to absorb all opinions, synthesize and report to the Prime Minister (along with 25 other working groups) promptly and in accordance with regulations.
The Deputy Prime Minister assessed that although the general economic situation is difficult, all sectors and levels, under the direction of the Central Government, the National Assembly, the Government, especially the Politburo and the Secretariat, the socio-economic situation of localities in general and the two provinces of Binh Phuoc and Tay Ninh in particular, have improved. In particular, the GRDP growth of Binh Phuoc ranks first in the Southeast key economic region, Tay Ninh ranks second in the region, higher than the national average.
According to the Deputy Prime Minister, up to now, Tay Ninh province has basically achieved the set targets. For Binh Phuoc, budget collection is facing difficulties, mainly related to land use fee revenue due to procedural problems. But in general, the socio-economic situation of the two provinces compared to the whole country is "reasonable".
In the coming time, Deputy Prime Minister Le Minh Khai requested the two provinces of Tay Ninh and Binh Phuoc to closely follow and focus on implementing the directions of the Government and the Prime Minister; make the most of opportunities, promote potentials and strengths to be determined to achieve the highest level of the goals set in 2023, creating a basis for "acceleration" in 2024.
For ministries and branches, the Deputy Prime Minister requested that they evaluate and classify local recommendations in detail and specifically, thereby clarifying which recommendations have been resolved and which have not, the reasons why, and which authority level they belong to. They must comply with legal regulations, have coordination and unity with each other in the work chain to implement the fastest and most effective.

Deputy Prime Minister Le Minh Khai reminded the two provinces of Tay Ninh and Binh Phuoc that in the process of handling and resolving work, if difficulties or problems arise for the Central Government, local leaders are requested to immediately notify and discuss with the Deputy Prime Ministers to coordinate in handling, ensuring quick, effective resolution in accordance with the law.
Regarding the specific recommendations of the two provinces of Tay Ninh and Binh Phuoc, Deputy Prime Minister Le Minh Khai requested the Ministry of Planning and Investment and relevant ministries and branches to review, absorb, and discuss clearly according to their authority.
Regarding the proposal related to Hiep Thanh Industrial Park in Tay Ninh, Deputy Prime Minister Le Minh Khai requested the Ministry of Planning and Investment to complete the content and procedures to submit to the Prime Minister for approval of the investment policy in November 2023.
Regarding investment in Tan Nam International Border Gate area, Tay Ninh, emphasizing the importance of this project, Deputy Prime Minister Le Minh Khai requested the Ministry of Planning and Investment to study and, if it does not violate the provisions of the law, consider and propose using the central budget reserve for implementation.
Regarding the proposal of Binh Phuoc province, Deputy Prime Minister Le Minh Khai requested the Ministry of Natural Resources and Environment to consider, study, and propose amendments and supplements to Decree No. 10/2023/ND-CP of the decrees guiding the implementation of the Land Law to remove obstacles for Binh Phuoc as well as for other localities.
Regarding the bauxite mine planning in Binh Phuoc province, Deputy Prime Minister Le Minh Khai requested the Ministry of Industry and Trade to coordinate with the Ministry of Natural Resources and Environment and localities to clarify the implementation plan, carefully assess the impact on all aspects of socio-economic life and economic efficiency, to report to competent authorities for consideration./.
