On July 1, Deputy Prime Minister Le Minh Khai, Chairman of the Mekong Delta Coordination Council, chaired Mekong Delta Coordinating Council Conference.

The conference has the following topics: Report on the implementation of the Regional Planning, report on the two-year review of the implementation of Resolution 13 of the Politburo on regional socio-economic development, review of specific mechanisms and policies of the Region, progress of implementation of some inter-regional projects and the Regional Council Coordination Plan for 2024.

The socio-economic development situation of the Region has many positive results, many development indicators have changed positively.

After listening to the reports and comments from ministries, branches and localities, Deputy Prime Minister Le Minh Khai stated: After a very active, effective and highly responsible working session, the Mekong Delta Coordination Council Conference completed the proposed contents and programs.

The conference heard reports on five important contents: Report on the two-year review of the implementation of Resolution 13 of the Politburo and Resolution 78 of the Government on the development of the Mekong Delta; Report on the implementation of the Regional Planning for the 2021-2030 period, with a vision to 2050; Report on specific mechanisms and policies of the Region; Progress of implementation of a number of inter-regional projects and response solutions for sustainable development of the Mekong Delta.

Deputy Prime Minister Le Minh Khai highly appreciated the Ministry of Planning and Investment for promptly coordinating closely and promptly with the Government Office, Ca Mau province and other ministries, branches and localities to carefully organize this important conference.

The Deputy Prime Minister pointed out that the Mekong Delta region is the first of the six regions to have its Regional Planning approved by the Prime Minister and a Plan to implement the planning issued. 13/13 provinces and cities in the region have had their provincial planning approved and completed the organization of the planning announcement.

This is also the first region to which the Politburo issued Resolution No. 13-NQ/TW dated April 2, 2022 on the direction of socio-economic development, ensuring national defense and security in the Mekong Delta region to 2030 with a vision to 2045.

After 2 years of implementing the Resolution of the Politburo and the Action Program of the Government on the development of the Mekong Delta, although the domestic economy has faced many difficulties, challenges, and consequences from the prolonged COVID-19 pandemic; slow global economic growth, high inflation; strong fluctuations in gasoline and raw material prices; natural disasters and climate change causing very serious consequences, greatly affecting the production and business activities of enterprises and people's lives, the socio-economic development situation of the Region has many positive results, many socio-economic development indicators have positive changes.

Specifically, the economic growth rate in 2023 is 6.37%, the second highest out of 6 regions nationwide; average income per capita increased 1.6 times compared to 2020, reaching 72.3 million VND/person/year.

Some important and key projects have been completed and put into use such as My Thuan - Can Tho expressway; My Thuan 2 Bridge....

Many important projects and works in the fields of transportation, irrigation, energy, tourism, agricultural development support... are in the process of implementation or research, completing investment preparation procedures.

Cultural, artistic, and sports activities are organized more frequently, creating a joyful atmosphere for the people. Social security is given attention. National defense, security, and social order and safety are ensured. National border sovereignty is maintained.

However, according to the Deputy Prime Minister, the Mekong Delta still has shortcomings, limitations, difficulties and challenges.

Specifically, although the region's economy has grown quite well, it is not really sustainable, and its scale is still very modest (accounting for only 12% of the country's GDP). Economic growth in some localities is still slow, and economic restructuring has not met requirements.

In addition, the socio-economic infrastructure of the Mekong Delta is still weak, lacking resources for investment. The labor productivity of the region is low (136 million VND/worker, ranked 5th/6 regions, only higher than the Central Highlands). Regional linkage activities are not effective. Some linkage agreements are still formal, not substantial. The application of science and technology is still slow.

The investment and business environment of some localities in the region is not really attractive and not favorable to attract domestic investment and foreign investors (registered FDI capital in 2023 of the region only reached 1.2 billion USD, ranking 5th out of 6 regions).

According to the Deputy Prime Minister, the quality of education and training in the region has improved but is still uneven. The quality of human resources has not yet met the requirements. The resources of public medical facilities are still limited and lack medical equipment.

On the other hand, regional planning, sectoral planning and local master planning based on the advantages of each region are not yet synchronized. The regional database system has not been fully built...

In addition, the Mekong Delta is currently facing many challenges. Among them are the appearance of hydroelectric projects upstream, which change the flow, significantly reduce the amount of alluvium and sand, and reduce aquatic resources.

This is also the area most heavily affected by climate change and rising sea levels, causing many extreme weather events, negatively affecting socio-economic development, affecting people's livelihoods and lives.

Step by step concretize new thinking, new vision, create new development opportunities and shape new values ​​for the whole region.

Deputy Prime Minister Le Minh Khai stated: To develop the Mekong Delta in the coming time, ministries and localities need to propose solutions suitable for each period to welcome new opportunities and new fortunes in order to strive for the highest results in socio-economic development in general and development of sectors and fields in particular.

Step by step, concretize new thinking and new vision in the National Socio-Economic Development Strategy for the 2021-2030 period and the orientations and directions of the Party and State. From there, open up new development opportunities and shape values ​​for the entire region, promote the distinct potential, outstanding opportunities, and existing competitive advantages of fields, regions, and localities, and remove and resolve limitations, weaknesses, conflicts, challenges, and difficulties.

Regarding the overall development results of the country, the Deputy Prime Minister said that in the past 6 months, GDP increased by 6.42%, higher than the set scenario, this is an "unexpected" figure. He said that in the remaining 6 months of 2024, as well as the remaining time of the term, the Mekong Delta region must continue to make greater efforts to contribute together with the whole country and the remaining 5 regions to complete the set goals.

Recently, we have implemented salary increases, and have implemented 4/6 salary reform contents. In the coming time, we will study and implement the remaining 2 contents. The Government has also issued 3 consecutive decrees on salaries, pensions, etc.

In order for the wage increase to bring real value to workers, the Deputy Prime Minister requested that provinces in the region focus on propaganda and implementing state management measures on prices, not being subjective, not allowing the situation of wage and price increases to occur, "following the flow".

Regarding future solutions for the Mekong Delta region, Deputy Prime Minister Le Minh Khai emphasized the following key contents:

Firstly , it is necessary to thoroughly grasp, resolutely, effectively and substantially implement the tasks and solutions set out to rapidly and sustainably develop the Mekong Delta region in the spirit of the Resolutions of the Party, the National Assembly and the Government; strategies, plans and schemes issued by the Prime Minister, especially Resolution No. 13-NQ/TW of the Politburo, Resolution No. 78/NQ-CP of the Government promulgating the Government's Action Program to implement Resolution No. 13 of the Politburo; Resolution No. 120/NQ-CP of the Government on sustainable development of the Mekong Delta region in response to climate change; Decision No. 287/QD-TTg of the Prime Minister approving the Mekong Delta Regional Planning for the 2021-2030 period, with a vision to 2050; Decision No. 324/QD-TTg of the Prime Minister approving the Master Plan for sustainable agricultural development in response to climate change in the Mekong Delta region, etc.

Developing marine economy, prioritizing investment, accelerating key and dynamic projects

Second , focus on restructuring economic sectors towards modernization, prioritizing the development of sectors and fields with strengths such as: Developing from agricultural production to agricultural, ecological, sustainable economy associated with the region's key products such as aquatic products, fruits and rice associated with agricultural, forestry and fishery clusters and key centers.

Focus on improving agricultural production efficiency, developing high-tech agriculture and organic agriculture. Developing green industry, clean energy, renewable energy, especially wind power and solar power, associated with forest and coastal protection.

Developing the marine economy, focusing on developing tourism, marine services, maritime economy, oil and gas exploitation and renewable energy, offshore aquaculture and seafood exploitation, coastal economic zones and industrial zones, regenerating aquatic resources and protecting marine biodiversity.

Third , prioritize investment and accelerate key, dynamic projects with great spillover effects and regional and inter-provincial connectivity to promote the socio-economic development of the region, such as the Chau Doc - Can Tho - Soc Trang expressway construction project phase 1, the Cao Lanh - An Huu expressway project phase 1, the My An - Cao Lanh expressway, the North - South expressway construction project in the East, the investment project to build Tran De and Hon Khoai seaports, etc.

For expressway projects with problems related to site clearance and sand filling materials, it is recommended that ministries, branches, and provincial People's Committees where the projects pass through continue to remove difficulties and problems related to site clearance and lack of sand filling materials to ensure progress for these projects.

Speed ​​up investment in building agricultural hubs

Fourth , strengthen the management and effective use of resources, especially land and water resources; protect the environment, proactively respond to natural disasters and climate change, considering these as important goals and tasks in building and promulgating mechanisms and policies for regional development.

Promote investment in building irrigation infrastructure, flood drainage, freshwater storage and transfer areas, and saltwater intrusion management and control systems to support agricultural production development in response to climate change and impacts from changes in upstream water resources of the Mekong River. Address riverbank erosion and strengthen sea dykes.

The Deputy Prime Minister also requested the provinces in the region to speed up the investment in building agricultural hubs in the provinces, especially the comprehensive hub in Can Tho.

Preserving and promoting the value of natural and cultural heritages - history, river culture, and garden areas

Fifth , preserve and promote the value of natural and cultural heritages - history, river culture, garden culture, and ethnic cultures.

Developing high-quality human resources and digital human resources associated with the application and development of science and technology.

Synchronously and effectively implement social security and welfare policies, especially preferential policies for people with meritorious services, poverty reduction, and social assistance.

Combining economic development with cultural and social development, building new rural areas to sustainably reduce poverty, create jobs, and ensure social security.

Sixth , the Ministry of Planning and Investment should soon study the criteria and principles for building key regional projects and include them in the public investment plan for the 2026-2030 period to allocate resources for implementation.

The Deputy Prime Minister noted that it is necessary to focus on projects to respond to climate change, prevent landslides, saltwater intrusion, and reserve fresh water; projects in the transport sector such as: feasibility study of the Ho Chi Minh City - Can Tho railway project; East-West expressway projects, Ca Mau and Phu Quoc airports...

Seventh , regarding the plan to implement the regional coordination plan, Deputy Prime Minister Le Minh Khai assigned the Ministry of Planning and Investment to complete it based on the comments of ministries, branches and localities in the spirit that the coordination contents must be substantial and effective, and the tasks must be appropriate to be implemented in 2024, close to reality and feasible.

The Deputy Prime Minister requested that comrades in the Regional Coordination Council closely follow the tasks and powers of the Regional Coordination Council and the operating regulations of the Regional Coordination Council, be responsible for implementing assigned tasks, completing tasks with the highest responsibility, and reporting results according to regulations./.
