Harvard University professors impressed with Vietnam's economic development

Attending the working delegation accompanying the Deputy Prime Minister were leaders of the Ministry of Information and Communications, the State Capital Management Committee, the Ministry of Public Security, the Government Office, the Ministry of Foreign Affairs, the Ministry of Planning and Investment, the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Science and Technology, the State Bank, and leaders of the People's Committee of Ha Nam province and the People's Committee of Ho Chi Minh City.

The VELP 2024 program discusses the prospects and notable developments of the world economy, the Asian economy, assesses major transformation trends and their impacts on the Vietnamese economy. The promotion of new growth drivers in Vietnam, especially innovation, digital transformation, artificial intelligence, emerging technologies...

According to Deputy Prime Minister Le Minh Khai, after 8 successful events, the VELP Program has become one of the prestigious dialogue and policy consulting programs, through exchange and dialogue to enhance understanding, strengthen trust, and open up practical cooperation opportunities between Vietnam and the United States.

Deputy Prime Minister Le Minh Khai affirmed that Vietnam wishes to continue to closely coordinate with the United States to implement the contents of the Comprehensive Strategic Partnership for peace, cooperation and sustainable development between the two countries in all fields, especially education and training.

Deputy Prime Minister Le Minh Khai emphasized that Vietnam always identifies external resources as playing an important and breakthrough role, including policy advice, management experience and human resource training.

With the spirit of sincerity, trust, sharing, cooperation and development, in the context of the world undergoing profound changes, Deputy Prime Minister Le Minh Khai believes that the VELP 2024 Program will help to raise many strategic issues, shape the vision and provide specific and practical recommendations for Vietnam.

On the morning of April 1 (local time), at Harvard Kennedy University, Deputy Prime Minister Le Minh Khai and the delegation listened to Professor Thomas Vallely, Director of the Vietnam Program at Harvard University, representing Harvard Kennedy University, introduce the topic "Global economy and Vietnam's economic growth prospects", with discussion sessions: "Crisis and global economic growth prospects to 2030, impact on emerging economies" - Speaker is Professor of Economics Jason Furman, Harvard Kennedy School, Former Chairman of President Barack Obama's Council of Economic Advisers; "Recent economic developments in Asia and impact on the global economy and Vietnam" - speaker is Professor of International Relations Anthony Saich, Harvard Kennedy School.

In the afternoon, Deputy Prime Minister Le Minh Khai and the delegation attended the discussion sessions "Artificial Intelligence Revolution - Opportunities and Challenges for Vietnam" - Speaker Dr. Le Viet Quoc, Google Deepmand; "Semiconductor War: The Race for the World's Most Important Technology" - Speaker Dr. Chris Miller, Tufts University.

During the discussion sessions, professors and experts presented a comprehensive overview of the development trends of major economies and new technologies. The professors were all impressed by the success of the Vietnamese economy; they said that Vietnam is one of the most successful economies in the world in the past two decades.

In his presentation, Dr. Le Viet Quoc said: We are in the middle of an AI boom; AI science and models are popularizing very quickly. Expressing "optimism about Vietnam's AI", Dr. Le Viet Quoc said: Vietnam has many opportunities in AI applications, cloud computing and chip design; sharing his views on human resource development and AI ecosystem in Vietnam.

Presenting the article "Semiconductor War: The Race for the World's Most Important Technology", Dr. Chris Miller, author of the book "Semiconductor War", suggested opportunities and recommended policies for Vietnam to participate in the AI ​​and semiconductor chip advancement chain.

Speaking at the program, Deputy Prime Minister Le Minh Khai thanked the professors at Harvard University, Tufts University and US experts for their comprehensive and profound presentations, opening up a panoramic picture and prospects of the world economy, the current situation and development direction of major economies and the multi-dimensional impacts on Vietnam. The professors also analyzed in depth the issues of interest rates, inflation, monetary policy; non-traditional security challenges, geopolitics, etc. and suggested solutions for Vietnam to have appropriate response policies.

Harvard University professors presented to the delegation important topics of interest to the whole world, such as AI and semiconductor chips, helping the delegation have more useful information for research and future orientations.

Deputy Prime Minister Le Minh Khai congratulated Dr. Le Viet Quoc, a Vietnamese son who has risen to become a leading expert at Google, making many important contributions not only to Google but also to the world. Thanking Dr. Le Viet Quoc for his dedication and valuable recommendations for Vietnam, Deputy Prime Minister Le Minh Khai requested the Ministry of Information and Communications and the Ministry of Science and Technology to absorb and study and report to the Government solutions to develop this field.

Deputy Prime Minister Le Minh Khai also hopes that Dr. Le Viet Quoc, the Vietnamese community abroad, especially scientists in this field, will continue to have valuable recommendations so that Vietnam can take advantage of opportunities from AI for the country's development.

In the context of Vietnam's economy in transition, with high openness and limited resilience, Deputy Prime Minister Le Minh Khai expressed his wish to continue receiving consultation and recommendations from scientists of the VELP program and Harvard Kennedy University in the process of building and implementing socio-economic development policies.

According to the program, on April 2, Deputy Prime Minister Le Minh Khai and the delegation attended a discussion on the topic "Promoting Vietnam's digital transformation and growth based on breakthrough technologies", with the following discussion sessions: "Technology - challenges to global security and response solutions" - Speaker: Ms. Anne Neuberger, Deputy National Security Advisor for Cyber ​​Security and Emerging Technologies; "Cloud computing and policy implications for Vietnam" - Speaker: Ms. Alla Seiffert, representative of Amazon Web Services; "Maximum advantage in Vietnam's digital environment: Hardware or software" - Speaker: Dr. Le Quan, Fulbright University; "Prospects for promoting economic growth and transformation by 2024" - Speaker: Mr. Nguyen Xuan Thanh, Senior Lecturer, Fulbright University.

On April 3, Deputy Prime Minister Le Minh Khai and his delegation discussed the topic "Narrow Corridors and the Middle Income Trap" with the following sessions: "Growth Drivers in Vietnam - a Middle Income Country: Exports, Investment, Technology and Urbanization" - Speaker: Professor David Dapice, Chief Economist, Vietnam Program, Harvard Kennedy School - Professor Emeritus of Turfs University; "Innovating the Growth Model to Escape the Middle Income Trap" - Speaker: Dr. Vu Thanh Tu Anh, Director of the School of Public Policy, Fulbright University.

Regarding the IT&T industry, from April 3-4, in Washington DC, the delegation worked with SIA and Intel on the semiconductor sector; worked with Dell and Google to expand cooperation in expanding investment in developing and manufacturing digital technology equipment of the companies in Vietnam.

In New York, from April 5-7, the Delegation worked with representatives of business groups in New York; in the field of information and communication technology, the Delegation worked with 3 businesses: AT&T, VEEA and VIASAT.

Also in New York, the delegation worked with Cornell Tech, a member of Cornell University. A famous university in the top 10 in the world, Cornell Tech is considered the innovation center of New York, established in 2011 with initial support from the city government with more than 12 hectares and 100 million USD.
