Accordingly, the Criminal Police Department is temporarily detaining the subjects residing in Hanoi City, including: Hoang Trong Duc (22 years old, leader), Do Hong Quan (20 years old), Phung Quang Huy (26 years old), Nguyen Hoang Anh (29 years old), Nguyen Van Long (28 years old); Trinh Duy Anh (29 years old, residing in Nam Dinh province) and Cu Viet Cuong (34 years old, residing in Phu Tho province).
According to authorities, since March 2023, Hoang Trong Duc entered Ho Chi Minh City to organize loan sharking activities with "exorbitant" interest rates of 360%/year.
When lending to other subjects, this group of people, in addition to asking borrowers to provide their accommodation, phone number, Facebook account, Zalo, and identification documents, also asked borrowers to take nude photos and videos.
In addition to the interest rate of about 1%/day, the subjects also force borrowers to pay service fees of 5-10%. If customers pay 3-4 days late, they will be fined one day's contribution of the loan amount; if they are more than 10 days late, they will be forced to pay again from the beginning.
On the due date, if the borrower does not pay, the subjects call to threaten the borrower. If the borrower still has not paid or avoids paying the debt, they send text messages cursing, threatening and posting nude photos of the borrower on social networks, sending them to their friends and relatives.
The Criminal Police Department, Ho Chi Minh City Police is continuing to expand the investigation and contacting the victims to resolve the case.
