(Quang Ngai Newspaper) - Vice Chairman of the Provincial People's Committee Tran Phuoc Hien, Head of the Provincial Steering Committee on combating illegal, unreported and unregulated fishing (IUU) has just issued an urgent document requesting the Provincial Border Guard Command, the Department of Agriculture and Rural Development and related localities to focus on leading and directing the implementation of combating IUU fishing in preparation for the 5th European Commission (EC) Inspection Delegation (expected from March 21 to 31, 2025). This is a very urgent and important task contributing to the EC's consideration of removing the IUU "yellow card" for Vietnamese seafood.
In recent times, the province has synchronously and resolutely implemented tasks and solutions to combat IUU fishing. Some shortcomings and limitations in combating IUU fishing have been overcome, and the implementation results have changed, such as: The management of fishing vessels in the province has been increasingly improved and strictly managed. The whole province currently has 5,194 registered fishing vessels, data on registered fishing vessels is regularly updated on the National Fisheries Database (VNFishbase); the rate of granting fishing licenses has reached 81.94%; fishing vessels required to install VMS (fishing vessels with a length of 15m or more) has reached 99% of the total number of vessels in operation. However, the situation of fishing vessels without fishing licenses, expired registration, not installed voyage monitoring equipment, lost VMS connection, operating outside the province for many years without returning to the locality, violating foreign waters still exists, so there is a very high potential risk of affecting the fight against IUU fishing.
Therefore, in the above urgent document, the Chairman of the Provincial People's Committee requested heads of relevant agencies, units and localities to urgently review and fully implement the instructions of the Provincial Party Committee and the Provincial People's Committee on combating IUU fishing to effectively implement and produce specific products. Assign the Department of Agriculture and Rural Development to inventory and compile a list of fishing vessels that do not meet the operating conditions, such as: Not registered, not granted a fishing license and not installed a voyage monitoring device (VMS),... to send to the Provincial Border Guard Command, coastal localities and relevant agencies and units for monitoring and management. Urgently register fishing vessels, issue technical safety certificates for fishing vessels, issue fishing licenses, install VMS equipment according to regulations and update and fully match fishing vessel information on the National Fisheries Database (VNhshbase) and the Fishing Vessel Monitoring System (VMS) to ensure timeliness, synchronization, accuracy and consistency...
The Provincial Border Guard Command directs border posts and border control stations to inspect and control to ensure that fishing vessels that do not meet the requirements, fishing vessels that do not have their registration numbers and fishing vessels marked according to regulations are not allowed to leave port to participate in activities.

Hopefully, the drastic, in-depth, and specific instructions of the province will be seriously and responsibly implemented by relevant agencies, units, and localities. Thereby, contributing to the whole country's good implementation of key tasks and solutions to combat IUU fishing, as well as completing the groups of recommendations made by the EC to remove the IUU "yellow card" for Vietnamese seafood.
