The absurdity of an argument
Independence and self-reliance are iron wills forged through thousands of years of building and defending the country, becoming sacred core values in the precious tradition of our nation. Therefore, independence and self-reliance are issues of principle and consistency in the system of viewpoints of our Party, of special importance and vital significance to the cause of the Vietnamese revolution.
In the current world conditions, our Party has identified international integration as a major strategic orientation in the cause of national construction and defense; proactive and active international integration is the guiding principle and implementation organization; proactive and active international integration with maintaining national independence and autonomy is one of the especially important relationships that need to be resolved in the process of national construction and defense.
However, with their malicious nature, hostile forces believe that the Communist Party of Vietnam 's foreign policy of maintaining independence and autonomy in international integration is illusory and unrealistic. They believe that "it is impossible to have independence and autonomy in international integration"; "if you are independent and autonomous, you cannot integrate internationally and vice versa, if you integrate internationally, you cannot have independence and autonomy". At the same time, they also believe that Vietnam's political system is different, not in line with international standards, and with a single ruling party, it is even more impossible to integrate internationally.
Globalization is an objective necessity that entails the process of the whole world following the flow of international integration. It is also a process in which every country must find ways to protect itself. Therefore, international integration is an objective trend, so the need and duty of each country to maintain its own qualities is also an inevitable need and task. However, if we consider more deeply, we can immediately see that the argument "There can be no independence and autonomy in international integration in Vietnam" is essentially the spite of hostile forces. We have enough theoretical arguments and practical evidence to completely refute this absurd argument.
The effectiveness of international integration is present in all aspects of social life.
After more than 30 years of implementing the "Platform for national construction in the transitional period to socialism", from theoretical awareness and practical activities, our Party has confirmed many complex intertwined relationships that require proper and effective handling, including the relationship "between independence and autonomy and proactive, active international integration".
In Resolution No. 22-NQ/TW of the Politburo on international integration, our Party clearly stated the goal of international integration as: "Consolidating the peaceful environment, making the most of favorable international conditions for rapid and sustainable national development, improving people's lives; maintaining independence, sovereignty, unity and territorial integrity and firmly protecting the socialist Fatherland of Vietnam. Promoting the image of Vietnam, preserving and promoting national identity, strengthening the nation's overall strength, enhancing the country's international position and prestige; actively contributing to the cause of peace, independence, democracy and social progress in the world".
The Party's viewpoints and policies highlight that proactive and active international integration will create opportunities and premises to maintain independence and autonomy in all aspects of social life, from politics, economics, culture, to national defense, security, and foreign affairs. Thoroughly grasping and handling the relationship between independence, autonomy and proactive and active international integration in foreign affairs, in recent years, we have achieved positive results.
In the political field. We have promoted and deepened relations with partners, especially important partners for the country's development, putting the established relationship framework into practice: Actively participating in promoting the role in multilateral mechanisms, especially ASEAN and the United Nations. International political integration has been carried out relatively quickly, deeply and substantially in both bilateral and multilateral channels. Bilateral integration creates the premise for Vietnam to promote its role in multilateral forums, thereby facilitating the process of deeper international integration.
Regional and global integration have contributed to significantly improving domestic potential, enhancing Vietnam's geostrategic position in Southeast Asia, East Asia, Asia-Pacific and globally. From a latecomer, Vietnam has become an active participant in the regional integration process, proactively proposing initiatives and promoting linkages. Vietnam has also actively integrated deeply into the global economic and political order, becoming a responsible and prestigious member of the international community.
In the economic field, we have strongly promoted international trade and investment, expanded markets, effectively exploited international cooperation mechanisms, resources of capital, science and technology, advanced management skills; effectively exploited signed agreements, especially bilateral and multilateral free trade areas.
According to the General Statistics Office, by 2022, the total import and export turnover will reach 732.5 billion USD, with a trade surplus of 11.2 billion USD. Registered investment in Vietnam is over 400 billion USD, reaching 22.4 billion USD in 2022, an increase of 13.5% over the previous year. Vietnam is ranked in the top 15 countries attracting FDI in the world. Currently, the international donor community operating regularly in our country has reached more than 50 donors, including 28 bilateral donors and more than 20 multilateral donors.
In addition, our country also receives ODA capital from more than 600 international non-governmental organizations. The success of international economic integration contributes to increasing resources, creating favorable material and technical conditions for protecting the country's independence and autonomy, creating a foundation for political integration and integration in other fields. The country's economic development and the increase of the country's overall strength are important factors to maintain the country's independence and autonomy.
In the socio-cultural field. Up to now, Vietnam has signed more than 100 bilateral international agreements and treaties with cultural content. The in-depth socio-cultural integration has attracted more and more international friends to Vietnam.
The success of integration in this field has led to the formation of many projects and cultural works right in Vietnam with an increasingly expanding scale, creating conditions for our people to have the opportunity to access and enjoy the typical cultural values of many countries in the world, thereby promoting the creative potential of the people and encouraging exchanges with the international community. Enhanced cultural and social resources and motivation will be an important factor for us to preserve the cultural identity of the Vietnamese nation, so that the light of Vietnamese culture is a shining star in the cultural sky of the nations in the world.
In the field of defense and security. Integration in the field of defense and security is one of the important tasks to serve and support the proactive and active policy of comprehensive international integration of our Party and State, both serving the cause of national development and protecting national independence, autonomy and sovereignty in the context of complicated developments in the defense and security environment in the world and the region. Vietnam has gradually expanded defense and security cooperation with major countries and countries in the region, has established official defense relations with nearly 70 countries, established military attaché offices in more than 30 countries and more than 40 countries have military attaché offices in Vietnam. Vietnam has also actively participated in regional security and defense forums and gradually participated in international cooperation activities on global security and military.
Continue to combine national strength with the strength of the times
The world situation is increasingly changing in a complex, rapid and unpredictable manner, while integration is a process of both cooperation and struggle, leading to enormous challenges in the process of protecting independence, autonomy and ensuring national and ethnic interests. Faced with new issues, our Party has clearly defined the principles, mottos, goals, tasks and major directions for the international integration process.
To protect and maintain independence and autonomy in the process of international integration, it is necessary to first clearly identify and always firmly maintain national interests as the highest goal in the process of international integration. Strengthen the national comprehensive strength in politics-foreign affairs, economics, culture-society, defense and security. Strengthening the national comprehensive strength is the decisive factor for the success of the international integration process.
That is the strength created from the Party's wise leadership, the State's effective management, the national solidarity bloc and the culture and people of Vietnam; the strength of the all-people national defense, the all-people national defense posture associated with the people's security and a solid people's security posture.
In the current international context, it is necessary to proactively detect and prevent "early and from afar" risks to the country's political, economic, cultural-social, defense and security life. Proactively prevent and combat all plots and activities that take advantage of international integration for internal transformation; promptly detect and prevent foreign partners from taking advantage of legal loopholes and our weaknesses to exert pressure, evade taxes, and manipulate the domestic market; and fight against transnational organized crimes such as money laundering, smuggling, production and consumption of counterfeit goods, trade fraud, black credit, and high-tech crimes.
Strengthen management of activities on social networks and the internet, take measures to prevent hostile forces from infiltrating internal networks, causing economic damage and ideological sabotage. Prevent the import of harmful cultural publications from outside to ensure cultural security.
Along with that, it is necessary to improve the capacity to forecast international and regional situations to effectively serve the requirements of protecting national security, maintaining independence and autonomy in international integration. Innovate thinking, conduct in-depth research, closely follow the situation to make accurate forecasts. Focus on studying new fluctuations in the world and regional situation, strategic and policy adjustments of major countries, and relationships between major countries. Research, evaluate and correctly identify partnerships and subjects in each specific situation to have appropriate and effective responses.
The fundamental solution is to strengthen the Party's direct and absolute leadership in all aspects, improve the effectiveness of State management, promote the role of socio-political organizations and promote the people's mastery in the cause of protecting national security, maintaining independence and autonomy in the process of international integration. Our Party has determined to enhance the Party's political capacity and intelligence, firmly adhere to Marxism-Leninism , Ho Chi Minh Thought , the goal of national independence and socialism, and creatively apply and develop it in the Party's practical activities.
It can be affirmed that the foreign policy of independence and self-reliance in international integration is a consistent policy in the foreign policy of our Party and State, aiming to contribute to realizing the motto of combining national strength with the strength of the times in the cause of building and defending the Fatherland today.
In recent years of renovation, we have consistently demonstrated and gradually concretized the content of an independent and autonomous foreign policy in international integration for each period, in accordance with the context of the world and regional situation. The great achievements in international integration in particular, and in Vietnam's renovation in general, are the most convincing arguments and evidence to refute the false and hostile arguments on this issue.
