On November 4, the Government Office issued a document conveying the Prime Minister's direction on reviewing and proposing specific mechanisms to the National Assembly for expressway projects.
Specifically, the Prime Minister assigned the Ministry of Transport to promptly submit to the Government a Decree detailing and guiding the implementation of a number of articles of the Road Law, including specific regulations on the assignment of national highway management to provincial People's Committees, to be completed in the fourth quarter of 2024.
Early promulgation will meet the needs of socio-economic development, ensure national interests, defense, security and the ability to allocate local resources.

The Ministry of Transport is also assigned to preside over and coordinate with the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, the Ministry of Construction, relevant agencies and localities to review expressway projects under construction nationwide.
"In case of detecting difficulties or problems, promptly report to the Steering Committee for important national and key projects of the transport sector at the nearest meeting, in which it is necessary to clearly identify the authority to resolve belonging to the National Assembly, the Government, the Prime Minister, the Ministries, the People's Committees of the provinces, investors and contractors to report to the Head of the Steering Committee," the Prime Minister directed.
The Head of Government also assigned the Ministry of Finance to fully explain to the National Assembly and its agencies to promptly pass the Law amending and supplementing a number of articles of the Securities Law; the Accounting Law; the Independent Audit Law; the State Budget Law; the Law on Management and Use of Public Assets; the Tax Administration Law; and the Law on National Reserves.
The Ministry of Natural Resources and Environment is responsible for fully explaining to the National Assembly and its agencies to promptly pass the Law on Geology and Minerals, ensuring favorable conditions in terms of time and procedures for granting licenses for mineral exploitation as common construction materials; presiding over and coordinating with the Ministry of Agriculture and Rural Development in resolving issues related to forest land and rice land of expressway projects.
The Prime Minister assigned the Ministry of Planning and Investment to preside over and fully explain to the National Assembly and its agencies to soon pass the Draft Law on Public Investment (amended) in the direction of decentralization and delegation of power to "localities decide, localities do, localities take responsibility"; the Draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership method and the Law on Bidding.
Preside over and coordinate with relevant agencies to promptly evaluate and summarize the implementation results of Resolution No. 106 of 2023, and submit it to the Government for comments before reporting to the National Assembly.
The People's Committees of provinces and centrally-run cities shall proactively source local materials or propose to regulate and transfer materials from other localities. If necessary, propose to the Ministry of Transport to synthesize and report to the Steering Committee of important national and key projects of the Transport sector.
