According to the report of the Department of Natural Resources and Environment of Binh Dinh, in 2023, the Natural Resources and Environment sector completed the assigned socio-economic target, which is the rate of urban solid waste collected has increased compared to previous years, reaching 85.8% (exceeding the set target of 85%).

The Department also conducted two specialized inspections as planned. Through inspection and examination, a dossier was prepared and submitted to the Chairman of the Provincial People's Committee to issue a Decision on administrative sanctions for violations in the field of minerals, with a fine of VND 700,000,000; The Inspectorate of the Department of Natural Resources and Environment issued 23 Decisions on administrative sanctions (in the fields of land, environment, minerals) with a total fine of VND 597.6 million.

Implemented 115/118 administrative procedures provided online in full and in part (full process of 34 administrative procedures, partial process of 81 administrative procedures). The rate of files resolved on time and before the deadline reached 99.98% (total number of files resolved 14,778/14,778; 2 files were late; 13 files were resolved but were slow to be processed on the tracking system). Compared to previous years, although the number of files arising was higher, the rate of files resolved on time continued to increase over the years (in 2020 it reached 84%, in 2021 it reached 97.9%, in 2022 it reached 99.7%).

The Department of Natural Resources and Environment has submitted to the Provincial People's Committee 89 cases of land allocation, area 268.05ha; land lease 123 cases, area 443.41ha; land lease extension 3 cases, area 0.11ha; land recovery 13 cases, area 62.49ha; land allocation to districts, towns, and cities to invest in building residential areas 151 cases, area 257.79ha; land allocation extension 29 cases, area 16.07ha; land use progress extension 3 cases, area 7.06ha.

Coordinate to develop the Planning of Binh Dinh province for the period of 2021 - 2023, with a vision to 2050; complete the Land Use Planning for the period of 2021 - 2030 of 11/11 districts, towns and cities; Land Use Plan for 2023 (11/11 districts, towns and cities); develop the 5-year Land Use Plan (2021 - 2025) of Binh Dinh province; complete submitting to the Provincial People's Council for approval to supplement the List of works and projects for which the State will reclaim land for socio-economic development for national and public interests and the List of works and projects using less than 10 hectares of rice land; less than 20 hectares of protective forest land, less than 20 hectares of special-use forest land in 2024 in the province.

Appraisal of compensation and resettlement support plans submitted to the Provincial People's Committee for approval of 194 plans; development of specific resettlement land prices, land prices according to market prices to collect land use fees and development of land price adjustment coefficients to serve compensation and site clearance of 42 project works; hiring a consulting unit to determine land prices to calculate land rent for 27 projects in the province; submission to the Provincial People's Committee for approval of 21 land use rights auction plans; advising the Provincial People's Committee on 19 land use rights auction decisions; submission to the Provincial People's Committee for issuance of 8 decisions on land lease auction criteria for project implementation; participation in resolving difficulties in compensation and site clearance for the North-South Expressway project, Eastern phase 2021-2025, section passing through Binh Dinh province.

The whole industry focused on promoting the issuance of land use right certificates, house ownership rights and assets attached to land (GCN) for households and individuals. Received and processed 175,101 dossiers (of which, 2,647 dossiers were for organizations; 172,454 dossiers were for households and individuals). Appraised technical designs and cost estimates for 97 projects and works; approved surveying and mapping products for 71 projects and works.

The Department of Natural Resources and Environment advised the People's Committee of Binh Dinh province to grant 27 mineral exploitation licenses; 20 exploitation extension licenses; 15 mineral exploration licenses; 14 decisions approving reserves; 11 decisions adjusting and supplementing mineral exploitation licenses; 15 mine closure decisions; 1 decision to return part of the mineral exploration area; 3 decisions allowing the return of part of the mineral exploitation area and 2 licenses to transfer mineral exploitation rights and 20 confirmations of area and volume capacity for 20 material mines serving the North-South expressway project.

In 2024, Binh Dinh Department of Natural Resources and Environment will strive to overcome difficulties and challenges, take advantage of favorable opportunities, strive, and be determined to complete assigned targets and tasks, and synchronously and effectively implement solutions. In particular, focusing on prioritizing resources to effectively implement and complete the goals assigned by the Provincial People's Committee on socio-economic development plan targets and key solutions to direct and manage the implementation of the socio-economic development plan in 2024.

The specific targets are: 90-95% of urban solid waste is collected; 70-75% of rural solid waste is collected; 9,500 cases of land encroachment are handled; the number of completed projects and works compared to the total number of projects in the area is >50% (according to district level).

Speaking at the Conference, Permanent Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tuan Thanh acknowledged and highly appreciated the results achieved by the Department of Natural Resources and Environment in 2023. At the same time, he pointed out some shortcomings and limitations such as illegal exploitation of soil and sand; and incomplete collection and treatment of waste in rural areas.

The Standing Vice Chairman of Binh Dinh Provincial People's Committee requested that in 2024, the Department of Natural Resources and Environment closely coordinate with relevant departments, branches, sectors and localities to promptly resolve or propose competent authorities to resolve problems and issues arising in the field of natural resources and environment. Urgently develop software to check and review projects that have been allocated land or leased land but are behind schedule in putting the land into use; report the implementation results to the Provincial People's Committee before March 31, 2024.

At the same time, promote administrative reform, aiming to end the situation of delayed land records at the Land Registration Office branches of districts, towns and cities. Regularly inspect, monitor and promptly handle acts of land encroachment, illegal mineral exploitation and prevent environmental hotspots from occurring.
