On the afternoon of March 27, the Steering Committee of the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the 2 years 2024-2025 (referred to as the Provincial Steering Committee) held an online conference to assess the situation of housing construction for poor households, policy households, and households with housing difficulties in 11 mountainous districts in the province. Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Deputy Head of the Provincial Steering Committee chaired the conference.

Attending the conference were comrades: Pham Thi Thanh Thuy, Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Fatherland Front Committee, Deputy Head of the Provincial Steering Committee; Dau Thanh Tung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of provincial departments and branches; members of the Provincial Steering Committee. The conference was connected online to 11 mountainous districts.

Comrade Pham Thi Thanh Thuy, Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Fatherland Front Committee, Deputy Head of the Provincial Steering Committee presented a report on the progress of housing construction for poor households, policy households, and households with housing difficulties in Thanh Hoa province.

According to the report of the Provincial Steering Committee, by March 25, 2025, the whole province had supported the construction and repair of 6,089 households/houses, of which 4,691 households/houses were newly built; 1,398 households/houses were repaired. Currently, mountainous districts still have 8,977 households in need of support to build new and repair houses, of which 5,930 households/houses were newly built; 3,047 households/houses were repaired.

At the conference, provincial leaders and leaders of mountainous districts reported on the progress in the implementation of the elimination of temporary and dilapidated houses and the difficulties and obstacles in the implementation process. Accordingly, the work of reviewing, appraising and approving the list of subjects in localities still has many errors, inaccuracies, duplicated subjects, arising and supplemented many times; there is no uniformity in data between advisory and synthesis agencies.

Secretary of Nhu Xuan District Party Committee Luong Thi Hoa reported on the implementation progress and made proposals and recommendations.

Opinions also proposed and recommended solutions to complete housing construction according to Directive No. 42 of the Prime Minister and Directive No. 22 of the Provincial Party Standing Committee.

Concluding the conference, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen acknowledged and highly appreciated the spirit of determination, resolve and responsibility of the Standing Committees of the District Party Committees of mountainous districts in directing the implementation of the campaign to eliminate temporary and dilapidated houses.

However, through the opinions expressed at the conference, it is shown that in the coming time, the implementation of housing construction for the subjects is still very large, on average from now until October 30, 2025, the whole province must complete an average of 43 houses per day, which is not a small number. If there is no determination and resoluteness, it will not be completed.

After two implementation phases, 7 groups of difficulties emerged that need to be resolved: The total unallocated budget of all three levels is still very large; the total budget that needs to be mobilized is also very large; mountainous districts still have 8,977 households that need support to build new houses or repair houses; the list of households sent to the province still has many errors, in addition, the districts' reports to the province are still slow; some districts have problems with land procedures; the mobilization of organizations, individuals, and unions in some localities to support construction workdays is not very good; the implementation of the program to stabilize the population, prevent flash floods and landslides under Project 4845 is slow to disburse.

On the basis of pointing out the remaining problems, the Standing Deputy Secretary of the Provincial Party Committee requested that after this conference, 11 mountainous districts must accurately review the list of households in need of support, report to the Department of Ethnic Minorities and Religions - the standing agency of the Provincial Steering Committee and the Provincial Fatherland Front Committee to submit to the Provincial People's Committee to report to the Provincial Steering Committee for direction and resolution.

After this conference, the Department of Ethnic Minorities and Religions received the handover of work and tasks from the Provincial Party Committee's Propaganda and Mass Mobilization Department and the Provincial Fatherland Front Committee.

The Provincial Fatherland Front Committee, based on the list of the Provincial People's Committee, will promptly allocate the support funds for the districts to implement according to regulations and monitor and supervise the use of funds, as well as the general progress of the whole province. At the same time, it is responsible for advising the Provincial Steering Committee to issue a document requesting the lowland districts to allocate funds for building houses in the district to allocate all, if there is any remaining funds, transfer them to the province for allocation to the mountainous districts.

In addition, the Provincial Fatherland Front Committee is responsible for urging districts, units, businesses and benefactors who have registered to support the transfer of funds.

Regarding land issues, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen assigned the Department of Agriculture and Environment to guide districts to resolve difficulties and obstacles to implement housing construction for people. Regarding the problems in disbursing capital sources of the poverty reduction program and the socio-economic development program for mountainous districts, the Department of Ethnic Minorities and Religions was assigned to study and guide districts to resolve them.

The Standing Deputy Secretary of the Provincial Party Committee once again requested that the funding for the construction of temporary and dilapidated houses must be used for the right purpose and not for other purposes. With a sense of urgency, responsibility, determination and great effort, the districts strive to complete the removal of temporary and dilapidated houses by October 2025.
