Implementing the policy of promoting the provision of online public services, the one-stop-shop departments at all levels in the province have equipped devices for people to look up and learn about administrative procedure information as well as instructions on how to submit administrative procedure documents online. When people come to do administrative procedures, they are supported and guided at all stages and steps in the administrative procedure settlement process such as: Consulting, answering questions; implementing support services, guiding administrative procedures; supporting the creation of accounts on the National Public Service Portal, level 2 electronic identification accounts on the VNeID application; supporting the declaration of administrative procedure documents for disadvantaged groups, people with meritorious services to the revolution... In addition, telecommunications and information technology enterprises in the province also actively coordinate with agencies, units, and localities to organize the free provision, installation and guidance on the use of public digital signatures and e-wallet applications. Up to now, telecommunications and information technology enterprises have provided over 47,000 public digital signatures to people and businesses for use in electronic transactions. Mr. Nguyen Van Binh, in Cho Gao neighborhood, An Tao ward (Hung Yen city) shared: I have been granted a public digital signature by VNPT Hung Yen to conduct electronic transactions. In early March this year, I went to the Provincial Center for Public Administration Services and Administrative Procedure Control to apply for a judicial record certificate. Here, I was instructed to install and use an electronic identification account (VNeID) to log in to the National Public Service Portal. I was directly instructed by the center's staff, so after a short time, I was able to submit my administrative procedure application online and could choose to receive a paper or electronic version of the judicial record certificate. The handling of administrative procedures was carried out smoothly and quickly, which made me very satisfied.
Basic and essential services that are strongly transforming into digital environments are extremely practical utilities, close to social life, directly serving people. These utilities have been gradually creating convenience and transparency, reducing time and costs incurred for administrative procedures, reducing manual operations, reducing work pressure on officials and civil servants and improving the quality of service for people and businesses... To bring these utilities closer to the people, in recent times, the departments, branches and functional units of the province have focused on implementing propaganda, guidance and popularization of knowledge for people through propaganda sessions, training sessions or through community digital technology groups. To date, the whole province has established 989 digital technology groups in 100% of villages and residential groups with 6,350 members.
In addition to disseminating, popularizing, and guiding skills in using smart devices and digital applications, every year, the former Department of Information and Communications (now the Department of Science and Technology) regularly presides over and coordinates the organization of conferences and training courses on basic digital skills and digital culture. In 2024 alone, the Department of Information and Communications will coordinate with the Ministry of Information and Communications to provide training for over 650 people who are officials and civil servants specializing in information technology; organize an in-depth training course on network information security for 95 trainees who are officials and civil servants specializing in information technology of departments, branches, sectors, district-level People's Committees and commune-level office-statistical officials; Coordinate with the People's Committees of Yen My, Tien Lu, Kim Dong districts to conduct training on digital transformation and information security for over 1,000 district and commune-level officials and civil servants and members of community digital technology groups... This is the force that, after being trained, will communicate, disseminate, and guide people: Install, activate and use electronic identification accounts; install and use public service accounts; standardize phone subscriber information; convert 2G phones to 4G... Ms. Nguyen Thi Lan, Nghia Giang village, Toan Thang commune (Kim Dong) said: I was disseminated by the community digital technology group in the village about basic digital knowledge and skills such as: Installing and using electronic payment applications; creating QR codes in electronic payments and especially limiting the sharing and posting of personal information online to protect my personal information. In addition, I was also educated to identify and prevent online fraud. Thanks to that, I feel more secure when participating in social networks as well as making online purchases and payments.
According to the synthesis, up to now, the rate of cadres and civil servants receiving training in digital skills has reached 100%; the rate of cadres and civil servants receiving training to improve awareness of information security has reached 70%; the rate of population with basic digital skills has reached 70%. To build and develop digital citizens with basic digital skills, all levels, sectors, localities, units and the people themselves need to proactively and actively equip themselves with basic digital knowledge and skills and regularly update information to identify forms of online fraud.
