On the afternoon of March 29, at the Government headquarters, Prime Minister Pham Minh Chinh chaired an online meeting on the results of the inspection and urged the implementation of the plan to complete 3,000 km of expressway by the end of 2025.

Currently, the whole country is implementing 28 projects, component projects with a plan to complete in 2025, with a total length of about 1,188 km. Of which, the Ministry of Construction and Vietnam Expressway Corporation (VEC) have 17 projects (equivalent to 889 km), and localities have 11 projects (equivalent to 299 km). In addition, there are 2 projects Dong Dang - Tra Linh (Cao Bang province, 93 km long) and Huu Nghi - Chi Lang (Lang Son province, 43 km long) with a plan to complete in 2026, but 2 provinces have registered to strive to open the route before December 31, 2025.
From March 6 to March 14, 2025, 7 working delegations led by Deputy Prime Ministers directly inspected construction sites and worked with localities to remove difficulties and obstacles related to the projects.
Through on-site inspections, the inspection teams assessed the ability to complete the projects, which were divided into two groups. Group 1 has 18 projects that are guaranteed to be completed in 2025, including 18 projects implemented by the Ministry of Construction and VEC and 2 projects by localities. These projects basically have no major difficulties or problems, and the implementation progress is closely following the set plan.

Group 2 of projects still facing many difficulties, progress not meeting the set plan includes 10 projects with plans to be completed in 2025 and 2 projects: Huu Nghi - Chi Lang and Dong Dang - Tra Linh with plans to open the route in 2025. After the inspection teams gave instructions, the projects had many positive changes. However, there are still some tasks related to site clearance (GPMB), construction material sources that have not met the requirements to be completed in March 2025.
Speaking at the meeting, Vice Chairman of Dak Lak Provincial People's Committee Truong Cong Thai reported on the existing problems and difficulties related to the plan to complete Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1.

Specifically, regarding site clearance, Component Project 3 has basically reached 100% and has been handed over to the contractor. There is still a small area outside the main route and it does not affect the construction implementation.
Regarding the material quarry procedures, the conditions are basically met for contractors to exploit for the project; the soil quarry in Ea Kenh commune, Krong Pac district is implementing related procedures. Regarding the relocation of the residential power line and the 500kV power line, it is being implemented and does not affect the construction work of the contractors. The total implementation value is 1,792/4,216 billion VND (reaching 42.52%) of the contract value, 0.22% behind the plan, equivalent to about 9.22 billion VND.
Vice Chairman of Dak Lak Provincial People's Committee Truong Cong Thai reported and proposed some shortcomings of component project 3.
Dak Lak province will resolutely direct relevant units and localities to speed up the implementation progress, determined to complete Component Project 3 by August 30, 2025.
Discussing at the meeting, representatives of localities and investors pledged to the Prime Minister to focus on leading, directing and urging investors and contractors to speed up construction progress and completely resolve problems related to land and materials to implement projects, striving to complete 3,000 km of expressway by the end of 2025.
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that completing at least 3,000 km of expressways by 2025 is the target according to the Resolution of the 13th National Congress, an important political task that must be completed, and the current requirement is to accelerate and make a breakthrough to reach the finish line.
This also contributes to disbursing public investment capital, achieving the growth target of 8% in 2025 and double-digit growth in the following years; opening up new development spaces, new industrial parks, urban areas, and services; reducing input costs, logistics costs, increasing the competitiveness of products and goods, promoting and attracting investment. Any locality with favorable traffic conditions will attract investment easily, the Prime Minister pointed out.
Resolutely requiring that by December 2025, the expressway from Cao Bang through Lang Son to Hanoi, to Ho Chi Minh City and to Dat Mui (Ca Mau) must be opened. The Prime Minister also directed urgent research and investment in the construction of an expressway from Ca Mau to Hon Khoai port (about 90 km).
The Prime Minister noted that it is necessary to study the assignment of work and appoint contractors who perform well in the next major infrastructure projects; major contractors assign subcontractors, central contractors connect with local contractors, share work so that they can grow, mature and create more jobs and livelihoods for local people.
