The Civil Servants and Public Employees Department of the Department of Home Affairs has the function and task of advising the Director of the Department to submit to the Provincial People's Committee documents on recruitment, use, management and implementation of regimes and policies for the team of cadres, civil servants and public employees according to the provisions of law; guiding the implementation of State and provincial regulations on recruitment, use and management of civil servants and public employees. Currently, the Party cell of the Civil Servants and Public Employees Department has a total of 8 party members.

Implementing the thematic activity plan, the Party cell selected the content "Improving the quality of cadres, civil servants and public employees in administrative agencies and public service units under the Provincial People's Committee" to have a multi-dimensional perspective on the current status of the quality of cadres, civil servants and public employees; the shortcomings, limitations, difficulties and causes; some challenges arising in the current context, thereby posing a number of tasks and solutions to improve the quality of cadres, civil servants and public employees in the new situation.
