On July 17, under the chairmanship of Minister Le Minh Hoan, the Ministry of Agriculture and Rural Development held a national online conference to review 3 years of implementing the National Target Program on New Rural Development (NTM) for the period 2021 - 2025. The report of the Central Office for New Rural Development Coordination shows that over the past 3 years, the Government, ministries, departments and local branches have actively implemented the New Rural Development Program, bringing practical results, contributing to improving the appearance of rural areas, and gradually improving the material and spiritual life of people. To date, the whole country has 6,022/8,177 communes (accounting for 73.65%) meeting the New Rural Development standards, an increase of 11.3% compared to the end of 2020; 1,331 communes have met the advanced New Rural Development standards and 176 communes have met the model New Rural Development standards. On average, the whole country has met 16.9 criteria/commune; 263 district-level units and 19 provinces and centrally-run cities have been recognized by the Prime Minister for completing their tasks/meeting the New Rural Development standards. Economic and social infrastructure continues to be invested synchronously and modernly. In the period of 2021-2023, the whole country has mobilized more than 1.7 million billion VND for the Program; the average income per capita in 2023 reached about 46.3 million VND/person/year, the poverty rate in rural areas decreased to about 5.4%. In Bac Ninh, up to now, 100% of the communes in the province have been recognized as meeting the NTM standards, 8/8 district-level units have met the standards/completed the task of building the NTM; 9 communes have been recognized by the Chairman of the Provincial People's Committee as meeting the advanced NTM standards. The One Commune One Product (OCOP) program has been promoted, with 93 OCOP products recognized, of which 34 products have achieved 3 stars and 59 products have achieved 4 stars.

Targets to strive for by 2025: The whole country will have at least 80% of communes meeting NTM standards, about 40% of communes meeting advanced NTM standards, at least 10% of communes meeting model NTM standards and no more communes with less than 15 criteria; at least 50% of districts, towns and provincial cities meeting NTM standards, completing the task of building NTM; at least 20% of districts meeting standards are recognized as advanced NTM districts, model NTM districts. Each province and centrally run city will have at least 2 district-level units meeting NTM standards. The whole country strives to have about 17-19 provinces and centrally run cities recognized by the Prime Minister as having completed the task of building NTM...
