In order to exploit the potential and advantages of the land, through the Global Environment Fund, Tuong Duong district (Nghe An) has launched the Sustainable Livelihood Model Project from developing cassava trees according to the value chain to reduce pressure on biodiversity and forest ecosystem functions.
With a funding of more than 3 billion VND from the GEF Fund, along with the integration of counterpart funding sources, Tuong Duong district has restored and expanded the model of planting meters, creating sustainable livelihoods with 687 households and more than 1,800 people in 12 villages and hamlets of 5 communes in Tuong Duong district participating.
The important highlight is that this project has helped establish 12 cooperatives, signed product consumption contracts, participated in the OCOP product competition from meter trees. Successfully built a livelihood development model through planting 38.3 hectares with 63 participating households, and restored 944 hectares of degraded meter forests with 578 participating households.
The project also established a revolving loan fund to develop livelihoods for 5 commune-level farmers' associations with an amount of VND 839 million, the income value of households participating in the meter tree restoration model increased by 25.1% compared to before the project implementation. More importantly, people in the communes that benefited from the project were very excited and proposed to replicate the model and maintain the revolving fund funded by the project.
Currently, the area of meter trees in the whole district of Tuong Duong is about 1,634 hectares, mostly located on production forest land, concentrated in the communes of Yen Thang, Nhon Mai, Thach Giam, Tam Dinh, Tam Thai, Tam Quang. If well cared for and applied correctly, after only 3 - 4 years, meter trees will give quite high productivity, ranging from 10 - 12 tons/ha, each hectare brings an income of 10 - 20 million VND/year.
Another project that also provides livelihood for people in Tuong Duong district is the project "Supporting communities in buffer zone communes to develop medicinal plants under forest canopy to increase income and conserve biodiversity in the Western Nghe An World Biosphere Reserve" implemented in Yen Hoa and Nga My communes.
During the project implementation, the initial objectives were all achieved. The project issued 6 regulations for the management of 5,495 hectares of sustainable forest; 285 people and more than 600 households were enhanced in their capacity to develop medicinal herbs; the revolving fund with 612 million VND was operated and handed over to the Women's Union of Nga My and Yen Hoa communes for management and development; 5 precious medicinal plants were cultivated such as: 15,000 purple Morinda officinalis plants, 2,200 Chinese yam plants, 3,500 purple Khoi Nhung plants, 300 yellow Camellia sinensis plants, and Gynostemma pentaphyllum.
It is worth noting that from the strong development of medicinal plants, Tuong Duong has had the first OCOP product from growing medicinal plants under the forest canopy, which is Yen Hoa commune's purple velvet tea. Mr. Mong Van Vien, Vice Chairman of Yen Hoa Commune People's Committee, said that farmers are very excited because for the first time, their agricultural products meet OCOP standards, which is both a source of encouragement for people to increase production and opens up a sustainable direction in local agricultural production.
The purple velvet anemone gardens in Yen Hoa commune are all planted under the canopy of natural forests, through the support of two sources. These are funding from the Global Environment Facility and public investment capital from the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021-2025.
The models funded from 2022 have shown high efficiency and the ability to be replicated. Accordingly, the People's Committee of Tuong Duong district has instructed Yen Hoa commune to deploy an additional 3 hectares of purple velvet antler from public investment sources of national target programs.
Many other models of cultivation and livestock raising... from promoting the advantages of mountainous areas have been and are being effectively deployed by Tuong Duong to the people. Along with supporting livelihood models, vocational training and job creation for the purpose of hunger eradication and poverty reduction are highly valued by the district. In 2024, the district has also implemented many solutions for vocational training and job creation for workers. For example, in coordination with units and enterprises, 16 mobile job introduction sessions were organized in communes, attracting more than 3,500 workers to participate in job and vocational training counseling. Currently, the number of workers receiving vocational training is 2,978; jobs are created for 3,449 workers. There are 290 workers going to work in Japan, Korea, etc.
Thanks to that, the total production value in 2024 in Tuong Duong district reached nearly 6,200 billion VND; the growth rate reached 7.7%; the average income per capita was estimated at 38.4 million VND, an increase of 6.7% over the same period. This is an important lever to quickly reduce the still high poverty rate in the locality. By the end of 2024, the poverty rate in Tuong Duong district had decreased by 4% to 25.3%. The national defense and security situation was maintained, social order and safety were ensured .
Chairman of Tuong Duong District People's Committee Dinh Hong Vinh shared: Continuing the achieved results, in 2025, the district strives for an economic growth rate of 5-6%, of which the district manages 6-7%; Average income per capita: 41 million VND/year.
