The Inspectorate of the Department of Information and Communications of Can Tho City has just issued a document reminding mobile telecommunications businesses to pay attention to, strengthen inspection and management of providing mobile subscriber information.
According to the Inspector of the Department of Information and Communications of Can Tho, on the telecommunications network system, there is a situation where some bad guys use mobile subscribers of network operators VinaPhone, Viettel, MobiFone, Vietnamobile... to impersonate leaders of ministries, branches, city leaders, and leaders of departments, branches, and sectors.
These impersonators called individuals and organizations in Can Tho with the content of falsely reporting violations of the law. Then, the subjects transferred phone numbers that were said to belong to authorities and police, asking the victims to contact them to work, open accounts, and transfer money, with the aim of defrauding, appropriating, and causing panic in public opinion.
To prevent and take measures to handle the above violations, the Department of Information and Communications of Can Tho informs and requests telecommunications service providers in the area to strengthen inspection, review, management, screening, and provision of mobile subscriber information in accordance with regulations.
Businesses are also advised to pay attention and take technical measures to strictly manage subscriber numbers that are currently causing many violations.
Specifically, these numbers include 081, 082, 083, 084, 085, 088, 094 of VinaPhone, 032, 033, 034, 035, 036, 037, 038, 039, 086, 097 of Viettel; 070, 076, 077, 078, 079, 089, 093 of MobiFone, 052, 056, 058 of Vietnamobile and 087 of Indochina Telecom Joint Stock Company.
The Department of Information and Communications of Can Tho City requested telecommunications businesses to immediately stop providing services to mobile subscribers who are reported or denounced for violating the law.
At the same time, network operators need to provide complete and correct information as required to competent State management agencies to promptly handle violators, ensuring that harassment, fraud, and confusion do not occur on the mobile information network system as recently occurred.
Immediately after receiving this document, the Department of Information and Communications of Can Tho requested the Legal Inspection Board (VNPT Group) and the VNPT Can Tho Business Center to provide information related to 8 mobile subscribers of the VinaPhone network.
These are the subscriber numbers 0942330564; 0814434975; 0949772895; 0827742709; 0812684910; 0946917790; 0812886470; 0842415062.
Inspectors of the Department of Information and Communications of Can Tho requested VNPT to provide information about the full name, copy of ID card/CCCD, portrait, registration time, and activation time of the subscribers. The information provided also includes the recent location of frequent transmission and specific information about the 8 named subscribers.
Can Tho Department of Information and Communications requests the enterprise to stop providing services and recall these 8 subscriber numbers to the number warehouse to ensure that fraudulent violations do not continue to occur. Information reflected by subscribers (if any) should be contacted by the Inspectorate of the Department of Information and Communications for resolution according to regulations.
According to the Inspector of the Department of Information and Communications of Can Tho City, through management, this unit found that there are still many junk SIMs, especially with the prefixes 081, 082, 083, 084, 085, 088. These are 11-digit SIMs that were previously converted to 10-digit SIMs. This shows that telecommunications enterprises have not fully demonstrated their responsibility to register, manage, screen and provide services to subscriber SIMs according to regulations.
At the March State Management Conference of the Ministry of Information and Communications, Minister Nguyen Manh Hung also noted two hot issues that need to be resolved soon in 2024, which are the problem of online fraud and the problem of long-standing junk SIMs that cannot be completely resolved.
