
Accordingly, the Ministry of Finance inspected 10 lottery companies; 11 businesses operating prize-winning games for foreigners and 6 casino companies.
According to the Decision, the delegation to inspect lottery business activities includes representatives of the Ministry of Finance, the Department of Finance and tax departments of provinces and centrally run cities.
The inspection team for the business of electronic games with prizes for foreigners and casinos includes representatives of the agencies specified in Clause 2, Article 40 of Decree No. 121/2021/ND-CP and Clause 3, Article 60 of Decree No. 03/2017/ND-CP.
The Ministry of Finance will notify the list of delegations and specific inspection time 7 days in advance from the date of inspection at the enterprise.

Regarding the inspection of lottery business activities: In the North, 4 companies will be inspected, including: Lao Cai Lottery Company Limited; Yen Bai Lottery Company Limited; Thai Nguyen Lottery Company Limited; Bac Giang Lottery Company Limited. The delegation will inspect the lottery issuance business activities and compliance with the financial management regulations of the enterprise.
In the Central region, 4 companies were inspected, including: Quang Nam Lottery Company Limited; Da Nang Lottery Company Limited; Quang Ngai Lottery Company Limited; Kon Tum Lottery Company Limited.
In the Southern region, we will inspect: Binh Thuan Lottery Company Limited; Ben Tre Lottery Company Limited.
Inspecting 11 businesses operating electronic games with prizes for foreigners, 6 businesses operating casinos
Regarding the business of electronic games with prizes for foreigners, the Ministry of Finance will conduct inspections of 11 companies, including: Sao Ha Long Tourism Service Joint Stock Company; Dien Bien Province Construction Private Enterprise No. 1; Saigon - Mui Ne Hotel Tourism Joint Stock Company; Hoa Binh Company Limited; Thanh Thanh Cong Tourism Joint Stock Company; Muong Thanh Group Joint Stock Company; Hai Van Nam Joint Stock Company; Duyen Ha Company Limited; Cam Ranh Riviera Resort Joint Stock Company; Dai Phuoc Loc DL Investment Company Limited; Ngoi Sao Viet Company Limited.
Inspection content: Compliance with the conditions for being granted a Certificate of eligibility to do business or conditions for being granted a business license by a competent authority; compliance with legal provisions on business organization; compliance with legal provisions on anti-money laundering.
Regarding casino business, 6 companies were inspected: Phu Quoc Tourism Investment and Development Joint Stock Company (Bai Dai tourism, service and entertainment complex, Kien Giang); Royal International Joint Stock Company (Royal Ha Long Hotel, Quang Ninh); Loi Lai International Entertainment Joint Stock Company (Loi Lai International Hotel, Quang Ninh); Lao Cai International Hotel Joint Venture Company (Aristo International Hotel, Lao Cai); Nam Hoi An Development Company Limited (Hoiana tourism, service and entertainment complex, Quang Nam); Hai Phong International Tourism Joint Venture Company Limited (International conference, trade and tourism center project, Hai Phong).
Strictly handle if the business violates
A recent report from the Ministry of Finance shows that, for businesses operating electronic games with prizes for foreigners, up to 2023, the Interdisciplinary Team has directly inspected 61 businesses. Of which: Administrative sanctions were imposed on 23 businesses with a total amount of 3,039 billion VND; The business license of 1 business was temporarily revoked.
In addition, the interdisciplinary delegation has sent three official dispatches to the Ministry of Public Security requesting coordination in monitoring a number of specific cases.
At the same time, the Ministry of Finance regularly issues documents to correct businesses, requiring them to overcome existing shortcomings and limitations.
In addition to the inter-ministerial inspection, the provincial People's Committee also conducts regular and surprise inspections of enterprises in the area every year. To date, 10 provincial People's Committees have conducted inspections of 20 enterprises operating electronic games with prizes for foreigners.
Some of these locations have been used for gambling, and local police have inspected and prosecuted them according to regulations. Up to now, the electronic game business locations with prizes for foreigners have basically met the business conditions.
In the coming time, the Ministry of Finance said it will continue to strictly manage the business of electronic games with prizes for foreigners, which is a conditional business line, ensuring security and social order.
The Ministry of Finance coordinates with the Ministry of Public Security, relevant agencies and localities to strengthen management, supervision and inspection of business activities of electronic games with prizes for foreigners, ensuring security and social order.
