The Tuyen Quang City Party Committee has 33 branches and grassroots Party Committees with over 10,700 Party members. To improve the quality of Party members and review, screen, and remove unqualified Party members from the Party, the City Party Committee's Organization Board has advised the Standing Committee of the City Party Committee to lead the two tasks of developing Party members and reviewing, selecting, and removing unqualified Party members from the Party. From 2020 to present, the City Party Committee has removed the names of 32 Party members and expelled 44 Party members from the Party. The Party members whose names were removed and expelled from the Party mostly violated Party activity regulations, and Party members who were transferred to Party activities did not submit their Party membership records and did not participate in Party activities after transferring their activities.

According to comrade Vu Dinh Thuan, Deputy Head of the Organizing Committee of Tuyen Quang City Party Committee, in order to do a good job of reviewing and screening party members, Party committees at all levels regularly conduct reviews, detect, educate, assist, screen, and remove unqualified party members from the Party according to regulations. At the same time, strengthen inspection and supervision of the implementation of reviewing and screening party members. Since the beginning of the term, Tuyen Quang City Party Committee has conducted 9 inspections and supervisions of grassroots party cells and party committees on contents related to party member work. Through inspections and supervisions, they have promptly reported, corrected, guided, and assisted party cells and party committees to ensure compliance with Party regulations.
Comrade Nguyen Manh Hoa, Party Secretary, Chairman of the People's Council of Chan Son Commune (Yen Son) said: Chan Son has the characteristics of an agricultural and forestry production commune. The commune Party Committee has many party members working far away. To overcome difficulties, the commune Party Committee has focused on many solutions to improve the quality of party member management, especially party members working far away. In particular, the Party Committee bases on the Party's regulations to concretize the local conditions. Specifically, the Party cells flexibly schedule regular activities, thematic activities, ranging from the 3rd to the 10th of each month, some Party cells organize evening activities so that party members can arrange their work to fully attend the activities.
In addition, the Party Committee always attaches importance to innovation and improvement of the quality of political theory study and resolution study for Party members; promptly screening right from the source creation and probationary Party members. Party Committees at all levels assign Party Committee members to be in charge and work with Party cells to grasp and promptly resolve legitimate recommendations of Party members. Party cells do a good job of assigning Party members' tasks, with specific completion times. Thereby, contributing to improving the quality of Party cell activities and building a strong Party organization. In 2023, the Party Committee of Chan Son commune was assessed as having excellently completed its tasks.
Implementing Directive No. 28-CT/TW dated January 21, 2019 of the Secretariat on improving the quality of Party membership admission and reviewing, screening, and removing unqualified Party members from the Party; Instruction No. 02-HD/BTCTW dated April 12, 2021 of the Central Organizing Committee on criteria, procedures for reviewing, detecting, educating, assisting, screening, and removing unqualified Party members from the Party, the Standing Committee of the Provincial Party Committee has issued documents to lead and direct Party Committees under the Provincial Party Committee to thoroughly disseminate and seriously implement. Party committees at all levels have directed and reviewed the Party members, thereby clarifying Party members who have not fulfilled their tasks; Party members who have not properly implemented the Party activity regime, transferred Party activities or have transferred Party activities but have not submitted their dossiers to the competent Party organization; Party members who have violated Party discipline and State discipline; Party members who are not exemplary and have low prestige among the people should be handled according to regulations. From 2020 to now, Party committees at all levels have removed the names of 321 Party members, expelled 126 Party members, and expelled 120 Party members from the Party. In 2023 alone, 82 Party members had their names removed, 38 Party members were expelled, and 37 Party members asked to leave the Party.
Comrade Pham Kien Cuong, Deputy Head of the Provincial Party Committee's Organization Board, said that in order to improve the quality of Party membership admission and review, screen, and remove unqualified Party members from the Party, in the coming time, Party committees and organizations from the provincial to grassroots levels will continue to strictly implement directives and instructions on criteria and procedures for reviewing, detecting, educating, helping, screening, and removing unqualified Party members from the Party. In particular, Party committees and organizations will focus on innovating, raising awareness, strengthening political and ideological education, ethics, and lifestyle for cadres and Party members, strictly implementing resolutions on Party building work, especially Resolution of the 12th Central Committee, Session IV, in conjunction with the implementation of Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW of the Politburo; regulations on exemplary responsibility of cadres and Party members. Party committees at all levels build, supplement and implement revolutionary ethical standards in accordance with new conditions and the nation's fine cultural traditions, as a basis for cadres and party members to voluntarily cultivate and train themselves. Improve the quality of party member evaluation work; seriously organize monthly party cell meetings and thematic meetings; focus on creating sources and developing new party members; effectively screen party members; strictly assign tasks to party members and closely manage party members; promote the role of the people in supervising party members.
