Identifying Party building as a key task, from the beginning of the 2020-2025 term up to now, the work of consolidating and building grassroots party organizations and improving the quality of party members in the entire provincial Party Committee has been focused on leadership, direction and implementation, achieving many outstanding results. Thereby, contributing to improving the leadership capacity, fighting strength of grassroots party organizations and the quality of party members, meeting the practical requirements of current Party building work.
Building a clean and strong grassroots party organization with comprehensive leadership capacity, high fighting strength and a contingent of qualified and capable party members is a key and continuous task that the provincial Party Committee has always paid attention to leading and directing. Since the beginning of the term, the whole province has reviewed and consolidated the grassroots party organization in association with innovation and reorganization of the political system and personnel work; consolidated, organized and operated party organizations directly under the party committees of communes, wards and towns; consolidated grassroots party organizations after completing the pilot and reorganizing organizations and units; focused on consolidating party organizations in ethnic minority, religious, border and island areas. Party committees and organizations at all levels have also arranged and consolidated their organizational apparatus in accordance with the characteristics of the situation and types of organizations, minimizing the establishment of combined party cells, linking the task of building party organizations with leading the implementation of political tasks of localities and units.
In early 2020, the province had 725 grassroots party organizations, 31 party committees, and 4,925 party cells under grassroots party committees. To date, the province has 674 grassroots party organizations; 39 party committees, and 4,821 party cells under grassroots party committees. The province has streamlined 5 provincial-level agencies and units; 179 departments, 3 sub-departments, 80 public service units under provincial-level agencies and units, district-level departments and units; 44 departments under sub-departments and equivalents; reduced 9 commune-level administrative units in 5 localities; merged 48 villages, hamlets, and neighborhoods in 7 localities. In 2024, the province will continue to merge 12 commune-level administrative units. After the merger, 6 commune-level administrative units will continue to be reduced.
Along with regular attention to consolidating, perfecting, and arranging grassroots party organizations to ensure quantity and quality, the improvement of political mettle, leadership capacity, skills, and Party work expertise for grassroots party committee members, especially party committee secretaries, has received timely attention. Party organizations assign party committee members to monitor and take charge of the grassroots according to the motto "provincial party committees are in charge of grassroots party organizations; district party committees are in charge of party cells; grassroots party members are in charge of households"; heads and key leaders must be in charge of localities and units with many difficulties and complications.
From the close leadership and direction, Party committees and organizations at all levels have innovated, raised awareness, thinking, broadened vision, applied creatively and effectively, improved the quality of promulgation, promptly concretized and organized the implementation of policies of higher levels in accordance with the reality and political tasks of grassroots Party organizations. Weak links, weak aspects, difficult and complicated problems arising at the grassroots level have been thoroughly resolved.
Personnel planning and preparation work is regularly reviewed and supplemented, ensuring timely provision of successor cadres when there are personnel changes. The work of rotating, mobilizing and strengthening cadres for district and grassroots Party committees, especially at the commune level, has been given attention, gradually overcoming local and closed-minded thinking. Up to now, most of the Party secretaries and chairmen of the People's Committees of communes, wards and towns in the province have not been local people.
In particular, implementing the Central's direction on strengthening leadership in the task of building and protecting borders and islands in the new situation, the whole province continues to select 24 border and island communes and wards to arrange for increased border guards to participate in the position of deputy party secretary; appoint 5 station chiefs or political commissars to the Party Committees of 5 districts, cities, 95 villages, hamlets and neighborhoods with border guard station party members to participate in activities and assist Party cells in border and island areas.
Along with that, continue to implement the policy of Party cell secretaries being department heads and managers of coal industry enterprises in 91.7% of units; 100% of Party cell secretaries being heads of administrative agencies, public service units, state-owned enterprises and armed forces; maintain the model of 100% of Party cell secretaries being heads of villages, hamlets and residential areas.
Implementing Resolution No. 21-NQ/TW (dated June 16, 2022) of the 13th Party Central Committee on strengthening the consolidation and building of grassroots party organizations and improving the quality of party members in the new period, Quang Ninh has issued guidelines on the criteria framework for building and implementing the models of "4-good Party Cells" and "4-good Grassroots Party Committees". Up to now, many party organizations have implemented them and have initially achieved results; contributing to consolidating, building and improving the leadership capacity and fighting strength of grassroots party organizations, the quality of party cell activities and the contingent of cadres and party members in the new period.
The work of creating sources and improving the quality of Party membership recruitment has also received attention. With the motto "where there are people, there are Party members", "where there are workers and laborers, there are Party members", Party committees at all levels have based on the actual situation to develop Party member development plans for the entire term and each year; at the same time, creating a favorable environment for the masses to strive, practice, and enlighten their ideals, with pure motivation and purpose to join the Party. Party cells have proactively discovered, trained, and introduced candidates to ensure both quantity and quality of structure.
Since the beginning of the term, the Provincial Party Committee has annually exceeded the target of admitting Party members (over 3.2%), being among the localities with a high number and target of admitting Party members, with many new models, good and effective practices, especially the model of Party development among students, in the private economic sector. From the beginning of 2020 to June 2024, the whole province admitted 283 students into the Party; admitted 1,061 Party members in private economic units. The age structure of admitted Party members is relatively suitable, the number of female, young, ethnic minorities, religious people, and private business owners has increased, creating new vitality for the Party.
The work of reviewing, self-criticizing, criticizing, evaluating and classifying the quality of grassroots party organizations and party members has become increasingly substantial, serious and disciplined. The work of managing and training party members has been carried out in accordance with regulations. The review, screening and removal of party members who are no longer qualified from the Party has been carried out by the Provincial Party Committee and provincial party committees in accordance with the direction and guidance of the Central Committee. In the period of 2021-2023, party committees at all levels removed 770 party members from the Party.
According to the leader of the Provincial Party Committee's Organizing Committee, by synchronously and resolutely implementing solutions to consolidate and build grassroots party organizations, the leadership capacity, fighting strength of grassroots party organizations and the quality of cadres and party members in the province have had many positive changes. Grassroots party organizations have been consolidated, gradually ensuring the requirements of comprehensive leadership of the political system at the grassroots level; democracy within the Party has been expanded, promoting the strength of the entire political system in participating in Party building. The contingent of cadres and party members has a strong political stance, good moral qualities, capacity, qualifications, and responsibility for work, meeting the requirements of tasks in the new situation.
