Recognizing Party building as a key task, from the beginning of the 2020-2025 term to the present, the work of consolidating and building grassroots Party organizations and improving the quality of Party members throughout the provincial Party committee has been given attention and guidance, achieving many outstanding results. This has contributed to enhancing the leadership capacity and fighting strength of grassroots Party organizations and the quality of Party members, meeting the practical requirements of current Party building work.

Building clean, strong, and capable grassroots Party organizations with comprehensive leadership and high fighting strength, along with a team of Party members possessing sufficient qualities and capabilities, is a central and continuous task that the Provincial Party Committee has consistently prioritized and directed. Since the beginning of this term, the entire province has reviewed and consolidated grassroots Party organizations in conjunction with the reform and restructuring of the political system's organizational apparatus and personnel work; strengthened and reorganized the operation of Party organizations directly under the Party committees of communes, wards, and towns; restructured grassroots Party organizations after the completion of pilot programs and reorganized organizations and units; and paid attention to consolidating Party organizations in ethnic minority, religious, border, and island areas. Party committees and organizations at all levels have also restructured and consolidated their organizational apparatuses to suit the characteristics of the situation and types of organizations, minimizing the establishment of merged Party branches, and linking the task of building Party organizations with leading the implementation of the political tasks of the locality and unit.
At the beginning of 2020, the province had 725 grassroots Party organizations, 31 sub-Party committees, and 4,925 Party branches directly under grassroots Party committees. Currently, the province has 674 grassroots Party organizations; 39 sub-Party committees and 4,821 Party branches directly under grassroots Party committees. The province has streamlined 5 provincial-level agencies and units; 179 departments, 3 sub-departments, 80 public service units directly under provincial-level agencies and units, and district-level departments and units; 44 departments under sub-departments and equivalents; reduced 9 commune-level administrative units in 5 localities; and merged 48 villages, hamlets, and neighborhoods in 7 localities. In 2024, the province will continue to merge 12 commune-level administrative units. After the mergers, a further 6 commune-level administrative units will be reduced.
Along with consistently focusing on consolidating, improving, and reorganizing grassroots Party organizations to ensure both quantity and quality, timely attention is paid to enhancing the political acumen, leadership capacity, skills, and professional expertise of grassroots Party committee members, especially Party secretaries. Party organizations assign committee members to monitor and oversee grassroots units according to the principle of "provincial-level Party committees overseeing grassroots Party organizations; district-level Party committees overseeing Party branches; and grassroots Party members overseeing households"; the head and key leaders must be responsible for localities and units facing numerous difficulties and complexities.
Thanks to the close attention and guidance of the leadership, Party committees and organizations at all levels have reformed, improved their awareness and thinking, broadened their vision, and creatively and effectively applied and enhanced the quality of issuing, concretizing, and implementing policies from higher levels in accordance with the practical realities and political tasks of grassroots Party organizations. Weaknesses, shortcomings, and difficult and complex issues arising at the grassroots level have been thoroughly resolved.

Personnel planning and preparation are regularly reviewed and supplemented, ensuring a timely reserve of successor cadres to address personnel changes. The rotation, transfer, and strengthening of cadres for district-level and grassroots Party committees, especially at the commune level, is given attention, gradually overcoming parochialism and insularity. To date, most Party secretaries and chairmen of People's Committees at the commune, ward, and town levels in the province are not from the local area.
In particular, implementing the Central Committee's directive on strengthening leadership in the task of building and protecting the border and islands in the new situation, the entire province continued to select 24 border and island communes and wards to assign border guard officers to serve as deputy secretaries of the Party committees; appointing 5 border guard station commanders or political commissars to the Party committees of 5 districts and cities, and 95 villages, hamlets, and neighborhoods where border guard station Party members participate in activities and assist Party branches in border and island areas.
In addition, the policy of having Party branch secretaries also serve as heads of departments or managers in coal industry enterprises continues to be implemented in 91.7% of units; 100% of Party committee secretaries are heads of administrative agencies, public service units, state-owned enterprises, and armed forces; and the model of 100% of Party branch secretaries also serving as heads of villages, hamlets, and neighborhoods is maintained.
In implementing Resolution No. 21-NQ/TW (dated June 16, 2022) of the 13th Central Committee of the Communist Party of Vietnam on strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period, Quang Ninh province has issued guidelines on the framework of criteria for building and implementing the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models. To date, many Party organizations have implemented these models and have initially achieved positive results; contributing to consolidating, building, and improving the leadership capacity and fighting strength of grassroots Party organizations, the quality of Party branch activities, and the quality of cadres and Party members in the new period.

The work of recruiting and improving the quality of Party members has also received attention. Following the motto "wherever there are people, there are Party members," and "wherever there are workers and laborers, there are Party members," Party committees at all levels have based their plans for Party member development on the actual situation for the entire term and annually; at the same time, they have created a favorable environment for the masses to strive, train, and become enlightened with ideals, having pure motives and purposes to join the Party. Party branches have proactively identified, nurtured, and recommended candidates, ensuring both the quantity, quality, and structure of the Party membership.
Since the beginning of the term, the Provincial Party Committee has consistently exceeded its annual target for admitting new Party members (over 3.2%), placing it among the localities with the highest number and targets for Party membership recruitment. This has resulted in many new models and effective approaches, especially in developing Party membership among students and in the private sector . From the beginning of 2020 to June 2024, the province admitted 283 students into the Party and 1,061 new Party members in private economic units. The newly admitted Party members have a relatively suitable age structure, with an increasing number of female members, young people, ethnic minorities, religious followers, and private business owners, creating new vitality for the Party.
The work of self-criticism and criticism, evaluation, and classification of the quality of grassroots Party organizations and Party members has become increasingly substantive, serious, and systematic. The management and training of Party members have been carried out in accordance with regulations. The review, screening, and removal of Party members who no longer meet the qualifications have been implemented by the Provincial Party Committee and subordinate Party committees in accordance with the Central Committee's directives and guidelines. During the period 2021-2023, Party committees at all levels removed 770 Party members from the Party.
According to the leaders of the Provincial Party Committee's Organization Department, through the comprehensive and decisive implementation of solutions to consolidate and build grassroots Party organizations, the leadership capacity, fighting strength of grassroots Party organizations, and the quality of cadres and Party members in the province have seen many positive changes. Grassroots Party organizations have been strengthened, gradually ensuring the requirements for comprehensive leadership of the political system at the grassroots level; democracy within the Party has been expanded, leveraging the strength of the entire political system in participating in Party building. The cadres and Party members possess firm political resolve, moral character, competence, qualifications, and responsibility in their work, meeting the requirements of the tasks in the new situation.
