In many recruitment groups on social networks, the story of "hunting" for staff after restructuring the apparatus is very busy. Economists see this as a good 'anticipatory' direction for businesses.
Simple conditions: high salary
On March 20, speaking with Tuoi Tre Online, Ms. Nguyen Thi Thanh Hien (head of finance department of a company in District 7, Ho Chi Minh City) said that the company is recruiting 2 accountants for the maritime transport and logistics sector.
"Like previous years, recruitment information was widely posted, but this time we have a source to introduce staff after the organization was reorganized. The company has contacted us, and it is expected that the new staff (45 years old) will start working 1 month later.
The conditions are very simple, just need… high salary. Compared to now, the salary for cadres after the restructuring is double, about 45 million VND/month," said Ms. Hien.
According to Ms. Hien, maritime transportation and logistics have their own characteristics compared to other industries, requiring more precision and complexity due to the characteristics of international transportation, material management, fuel cost monitoring for large vehicles such as ships...
"Therefore, only the cadres who later reorganize the apparatus will be familiar with important tasks, understand state procedures, avoid obstacles, and resolve matters smoothly," Ms. Hien explained.
Similarly, Mr. NHT, director of a smarthome company on Tran Nao Street, Thu Duc City (HCMC), is confused because the 9X accountant who has worked for him for 9 years suddenly announced his resignation.
Mr. NHT's company was 'disappointed' because it needed to find a "2 in 1" employee, who could be both an accountant and accompany him in administration.
"These days I don't know how to find people, I've been recruiting online for a few days, not sure about their commitment. My friends "told" me to recruit staff after arranging the apparatus.
I contacted someone in the IT department of a public company and negotiated a salary of nearly 60 million VND/month. I am considering further, even though I know that the company has found the right person," said Mr. NHT.
Currently in Ho Chi Minh City in particular, cadres who have "said goodbye" to their jobs with the State after restructuring have many years of experience. According to records, businesses in difficult circumstances, needing to "transform", tend to take advantage of cadres after restructuring to increase efficiency.
"Headhunting" after restructuring the apparatus, an effective "anticipation" direction
According to Mr. Le Trung Nam - Director of EPS Investing Vietnam, the staff after the restructuring of the apparatus has expertise, so it is a good thing for businesses to "hunt" for talented people in the public apparatus.
Mr. Nam said: "In the past, businesses would seek out such people for private advice. Now they have become their own people, knowledgeable about public services, helping businesses adapt to administrative procedures better."
However, Mr. Nam noted that harmony is needed because between the corporate environment and the public environment, the working styles are different, one side is flexible, the other side is rigid, so harmony is needed when "living together".
Mr. Phan Dinh Quan, Director of EZ Shipping Company Limited (Hanoi), said that some specific industries related to customs, logistics, international transactions... were arranged by the team after the "hand-over" apparatus was arranged in his enterprise, which is a very good "link".
"Instead of hiring an intermediary unit, which is expensive and has a high implementation cost, plus the implementation time is dependent, the officials who will be in charge of the apparatus after being "gatekeepers" in many different administrative procedures will be more convenient in each step.

Ho Chi Minh City: About 7,159 people quit their jobs due to streamlining and restructuring the apparatus.
According to the Ho Chi Minh City Department of Home Affairs, the city has a large number of cadres, civil servants, and public employees who are healthy, qualified, and capable but have been downsized due to organizational restructuring.
With the surplus workforce, Ho Chi Minh City will mobilize state-owned enterprises in Ho Chi Minh City to participate in recruitment, so that this workforce can continue to work and effectively exploit Ho Chi Minh City's resources.
For individuals who want to start their own businesses, Ho Chi Minh City will support startups: promote preferential loans, provide guidance on business planning, and connect with business support funds.
In addition, Ho Chi Minh City will strengthen the job introduction information system, connect with industrial parks, high-tech zones, and the private sector to introduce cadres, civil servants, and redundant workers to apply and work.
