On October 17, responding to VTC News, the leader of Nghe An Provincial Inspectorate confirmed that the unit had established an interdisciplinary working group to comprehensively review the documents and procedures of the Bao Son apartment project (address 72 Le Loi Street, Vinh City) to report to Nghe An Provincial People's Committee for consideration and handling according to the provisions of law, with the completion date before October 31, 2023.
Previously, VTC News reported that Bao Son apartment building (address 72 Le Loi street, Vinh city) allowed residents to move in before the project was accepted.
Bao Son Apartment Building is 30 stories high, invested by Bao Son Investment Construction and Tourism Group Joint Stock Company (headquartered in Hanoi). Although the apartments were sold to residents many years ago, there has been no decision approving the investment policy, no decision approving the results of the acceptance test to put the project into use, and residents have not been granted red books for their apartments.

Bao Son apartment project was formerly the headquarters of Nghe An Salt and Trading Joint Stock Company (formerly known as Nghe An Salt Company - Salt Corporation).
On November 30, 2015, Nghe An Salt and Trading Joint Stock Company (abbreviated as Salt Company) and Bao Son Investment and Construction Group Joint Stock Company (abbreviated as Bao Son Company) signed a contract to transfer assets attached to land at the land plot with a total value of 26 billion VND.
On November 13, 2015, Nghe An Salt Company issued Official Letter No. 332/2015/CV-TDBS, stating that the Salt Company requested to return the land and the Certificate of Land Use Rights for lease of 4,342m2 to the People's Committee of Nghe An province and at the same time requested the People's Committee of Nghe An province and the Department of Natural Resources and Environment to consider handing over the above land to Bao Son Company.
Then, on April 19, 2016, Nghe An Provincial People's Committee signed Decision No. 289/QQD-UBND.DC agreeing to let Bao Son Company lease the above land.
Just one day later, on April 20, 2016, Nghe An Provincial People's Committee continued to sign Decision No. 1720/QD-UBND-XD approving the detailed construction planning at a scale of 1/500 for the Investment Project to build a commercial service building, luxury apartments, and houses at No. 72 Le Loi Street, Vinh City.

Regarding the issuance of red books for Bao Son apartment building (address 72 Le Loi Street, Vinh City), Mr. Nguyen Cong Thanh, Deputy Director of the Land Registration Office (Department of Natural Resources and Environment of Nghe An) said that as of May 21, 2023, the Land Registration Office of the Department of Natural Resources and Environment of Nghe An has not yet received the documents provided by the investor to carry out procedures for issuing red books to residents.
"According to regulations, investors must submit documents and procedures to obtain red books for residents, but up to now, investors have not submitted documents and procedures, so we cannot issue red books to residents," said Nguyen Cong Thanh, Deputy Director of the Land Registration Office.
Chief Inspector of Nghe An Department of Construction Dinh Loan Hien also confirmed that up to this point, Bao Son apartment building has not been accepted for construction and put into use.
Regarding this issue, Mr. Nguyen Truong Son, Chairman of the Board of Directors of the Company, admitted that the apartment building has not yet been accepted for construction and said that when people bought the house and paid 95%, they asked to come in to repair, renovate, and install furniture, so the company agreed to let them in to repair. However, when people were allowed to come in to repair, they stayed there.
“The reason why the apartment building has not been accepted is due to errors in administrative procedures. Nghe An Provincial People's Committee has approved the detailed planning at a scale of 1/500, the Ministry of Construction has approved the basic design planning, approved the technical design for construction, and Nghe An Department of Construction has granted a construction permit. However, Nghe An Provincial People's Committee should have issued a decision approving the investment policy first, and after approving the investment policy, then issued a decision approving the detailed planning at a scale of 1/500, and then the next steps. But they missed the initial step.
Since 2019, the Ministry of Construction has begun to accept the project, but it has not been accepted yet due to lack of procedures. The Ministry of Construction requires the addition of the decision approving the project investment policy issued by the People's Committee of Nghe An province in order to accept it. However, since 2016, the People's Committee of Nghe An province has not yet approved the investment policy, so our apartment building has not been able to accept it yet," Mr. Nguyen Truong Son, Chairman of the Board of Directors of Bao Son Company, added.
