Policy credit capital is entrusted through associations and organizations (Farmers' Association, Women's Union , Youth Union and Veterans' Association) to promote the combined strength of the entire political system, of associations and organizations to help people access and enjoy preferential credit policies of the Government, creating an effective and reliable capital channel for the people and Party committees and authorities. Through credit activities, associations and organizations have the opportunity to pay more attention to their members, integrate the implementation of other political tasks, and contribute to reducing social costs. Thereby, helping poor households and other policy beneficiaries access policy credit capital quickly, conveniently, safely and effectively, saving time and costs when borrowing capital.
As of June 30, the total outstanding entrusted debt reached nearly 3,800 billion VND, accounting for 99.76% of the total outstanding debt, with 2,603 savings and credit groups (S&L) in operation, 130,981 borrowers with outstanding debt. Of which, the outstanding debt managed by the Women's Union was over 1,338 billion VND, with 910 S&L groups; the Farmers' Association had outstanding debt of over 1 trillion VND...
However, currently, overdue debt and frozen debt managed by associations and unions is nearly 250 billion VND. Of which, over 80 billion VND is from the Women's Union, over 72 billion VND is from the Farmers' Association, nearly 51 billion VND is from the Youth Union and nearly 47 billion VND is from the Veterans' Association.
Among the households with overdue debts, more than 4,800 households have left their place of residence, with a total debt of VND 87.2 billion. Through screening, the households have gone to more than 27 provinces and cities (mostly concentrated in Binh Duong, Ho Chi Minh City, Dong Nai...). Most of the households after going out of province do not have specific information or addresses, so they cannot be contacted to collect the debt.

Mr. Tu Hoang An, Deputy Director of the Department of Labor, War Invalids and Social Affairs of Ca Mau province, said that through inspections, the Department has discovered a number of cases where it is difficult to recover debts from people who have gone to work far away. However, there is still a small number of people who believe that the policy credit money they borrowed is given to them, and they do not have to pay interest or repay the principal.
According to Mr. Tu Hoang An, some associations in communes are not interested in, have not coordinated with bank staff, and have not supported the Savings and Credit Group in the work, urging, and handling overdue debts. There is a lack of attention to directing the deployment of capital sources, urging, handling, and collecting overdue debts is not good. There is no solution to handle borrowers who are able to repay but deliberately delay.
"It is necessary to strongly direct the savings and credit groups and need the support of local authorities in urging and handling frozen and overdue debts to effectively promote policy credit capital sources," Mr. Tu Hoang An suggested.
Proposing solutions to recover debts from households working far away, Mr. Nguyen Hoang Dao, Secretary of the Ca Mau Provincial Youth Union, said that associations and organizations need to coordinate closely with local authorities, so that when local leaders sign procedures for households to borrow money to work far away, they must require a commitment to repay the debt on time, otherwise the policy will be taken advantage of.
"The Women's Union has also proposed a solution to propagate and raise awareness among female members in repaying policy credit loans, which is to direct women's organizations and unions to establish Zalo groups with women working far away to encourage, visit, and then propagate so that they understand and fulfill their debt repayment obligations," said Ms. Tran Thi Kieu Yen, President of the Women's Union of Ca Mau province.
Mr. Nguyen Thanh Dong, Deputy Director of the Social Policy Bank of Ca Mau province, said that in order to create a revolving loan capital source, best meeting the capital needs of poor households and other policy beneficiaries, the provincial Social Policy Bank is actively coordinating with associations and organizations to well implement the entrusted contents, proactively planning to urge the collection of due debts and overdue debts to create capital sources; at the same time, reviewing information on households that have left their place of residence and gone to work far away./ .
