Thereby, not only creating a better living environment for urban residents, but also introducing the cultural beauty of Hanoi to domestic and foreign tourists, turning the city into a major cultural center of Vietnam and Southeast Asia.
Creating a unique cultural space
The planning of Hanoi's cultural space for the period 2021 - 2030, with a vision to 2050, focuses on preserving and promoting cultural identity. The area of 4 western districts (Hoai Duc, Thach That, Quoc Oai, Chuong My) with traditional craft villages such as Chang Son carpentry, Huu Bang weaving..., will be developed into a cluster of green, smart craft villages, combining the preservation of the cultural identity of the Doai region and integration into the knowledge economy.
The southern districts (My Duc, Thuong Tin, Phu Xuyen, Ung Hoa, Thanh Oai) with many historical relics and Huong Son tourist area will develop ecological agriculture, create green landscapes, and preserve rural cultural identity. The Red River and West Lake are oriented as heritage axes, cultural and tourism spaces, and festival venues. The city inside the Red River, with its historical and cultural heritage, will be exploited and promoted to the maximum, becoming a vibrant cultural center.
Notably, the planning focuses on creating unique cultural spaces. The Red River festival space axis will form a heritage road, introducing Vietnamese history and culture.
The West Lake area will become a cultural and artistic center, with professional performance centers and museum and library spaces. Historical relics will be restored and combined with new technology. Residential architecture and construction works will bear the cultural characteristics of Hanoi. Craft village spaces will be developed into tourism and product promotion spaces.
In particular, with the goal of developing a creative cultural space, in recent times, Tay Ho district has paid due attention to developing Trinh Cong Son walking space. This area has built and renovated flower gardens around the lake, organized activities such as boat racing, marathons, drone performances, etc. to create diverse cultural spaces, meeting the entertainment needs of residents and tourists.
Projects such as preserving Tay Ho lotus and recreating the paper-making craft are being implemented to connect the past with the present. In addition, Tay Ho district is actively building many different creative cultural spaces associated with relics and craft villages, such as the traditional art performance space at Tay Ho Palace, the space to experience the do paper making craft in Yen Thai village, etc.
Increase investment
Hanoi is making good use of its historical and cultural advantages to develop the cultural industry into a spearhead economic sector. In recent years, priority has been given to preserving and effectively exploiting cultural spaces such as the Imperial Citadel of Thang Long, the Old Quarter, Co Loa, Duong Lam ancient village and traditional craft villages. Along with that, a number of modern cultural works have been built.
The Hanoi People's Committee has also emphasized the integration of the goal of developing cultural industries into urban planning, preserving and restoring cultural heritage, and allocating land for new cultural works. Localities such as Phuc Tho, Soc Son and Son Tay are actively implementing projects to preserve relics, develop cultural tourism, and combine with traditional craft villages.
According to Associate Professor Dr. Pham Duy Duc - former Director of the Institute of Culture and Development of the Ho Chi Minh National Academy of Politics, urban planning must first of all preserve and promote the values of this heritage system. This is one of the important resources to promote the socio-economic development of the capital. It is necessary to integrate cultural heritage elements into urban development planning, by ensuring that relics and cultural areas are preserved and respected in the process of urban development. These areas can become cultural destinations for both residents and tourists.
In the process of urban planning, it is necessary to use old local place names for new urban areas. It is necessary to preserve cultural heritages that have become symbols of the community while planning to build new urban areas, creating highlights of the identity of each urban cluster, educating awareness of the origin, creating cultural stories that make the difference of each urban area. It is necessary to pay attention to strictly implementing the Law on Cultural Heritage while implementing the Capital Planning.
Along with that, according to experts, urban planning requires the participation and respect for the opinions of local communities, especially those related to cultural heritage, building and promoting the effectiveness of cultural institutions, such as libraries, museums, cultural - sports centers, public entertainment areas, sports fields, parks, gymnasiums, etc. The participation of the community can help urban development planning, reflect and protect local cultural values, respect cultural diversity and be suitable for practice, avoiding waste or impracticality.
Hanoi's cultural space planning is considered an important part of the overall Capital Construction Planning for the period 2021 - 2030, with a vision to 2050. The planning aims to develop Hanoi into a "Cultured - Civilized - Modern" city.
The five key tasks include environmental protection, urban and rural development, economic development, socio-cultural development, and science and technology development. The four breakthroughs are institutions and governance, infrastructure, human resources and human resources, as well as urban, environmental and landscape.
The planning emphasizes people-centeredness, harmonious development between urban and rural areas, and preservation and promotion of cultural and historical values. The preservation and promotion of cultural heritage, along with the creation of new cultural spaces, are the pillars throughout all planning schemes.
Hanoi will invest in building modern cultural works, combined with preserving and promoting the value of cultural heritage. The ultimate goal is to build a cultured, civilized, modern Hanoi, worthy of its status as a capital.
“The Capital Law 2024 has been passed by the National Assembly and the Capital Construction Plan for the period 2021 - 2030, with a vision to 2050, has been approved by the Prime Minister. It can be said that the resolutions, guidelines and policies of the Central Government as well as Hanoi are an extremely important premise for the cultural development of the city. It is like a compass leading the economic, cultural and social development as well as all other fields of Hanoi. Based on that, culture as well as all other fields have a solid foundation to move forward” - Chairman of the Vietnam Folk Arts Association, Prof. Dr. Le Hong Ly
