Complete 3 breakthrough missions
In the process of developing the Capital, planning work has always been of interest and identified as the first step. Inheriting lessons learned in organization and implementation, solving challenges, and adapting to the new context, the City has been flexible and determined in carrying out 3 breakthrough tasks.
That is to build the Capital Law (amended), the Capital Planning for the period 2021 - 2030, vision to 2050 (abbreviated as the Capital Planning); adjust the Capital Master Plan to 2045, vision to 2065 (abbreviated as Adjustment of the Capital Master Plan).
To date, all tasks have been completed, the Capital Law was passed by the National Assembly in June 2024. The Capital Planning for the period 2021 - 2030 was approved by the Prime Minister on December 12, 2024 in Decision 1569/QD-TTg. The Capital Master Plan to 2045, with a vision to 2065, was approved by the Prime Minister in Decision 1668/QD-TTg dated December 27, 2024.
It can be affirmed that the above breakthroughs have built orientations, policy institutions and created new development spaces with new breakthrough thinking, so that the Capital can firmly enter the New Era - the Era of national growth.
In the process of developing the Capital, from 1954 to now, there have been 7 times of approved master plans, each plan is associated with the orientation of socio-economic development in each period according to the viewpoints and goals directed by the Party and the State. The two plans established this time have ensured the inheritance of previous plans, but in the new context, there has been a breakthrough thinking, strategic vision to create "new opportunities - new values" in developing the Capital "Cultured - Civilized - Modern - Sustainable".
The Hanoi Capital Master Plan and the Adjustment of the Capital Master Plan, after being approved by the Prime Minister, will be a particularly important basis for all levels and sectors to research, develop and implement policies, plans, development programs and investment projects to develop the socio-economic development of Hanoi Capital. Identifying the innovations and breakthroughs in the two plans that have just been approved will help to choose effective implementation solutions.
Breakthroughs bring the capital to worthy development
The first breakthrough that needs attention is the perspective of developing the Capital. In this Capital Planning, highly unified perspectives on awareness have been identified to create a breakthrough in mobilizing combined strength.
With this perspective, there must be a breakthrough in the connection of all sectors, fields and the People. At the same time, the Planning identifies culture and people as the fundamental goals, driving forces and especially important resources in the general development perspective.
For many years, for Hanoi, culture and people have always been identified as special resources with enormous potential. For culture to permeate all areas of social life, culture must be present in the entire process of construction and development of all areas.
The Capital Planning identifies five key tasks including: environmental landscape protection; urban and rural development; economic development; cultural and social development; science and technology development, and innovation.
The contents of the 5 task groups have integrated sectors and fields, inherited previous plans and new contents in related legal documents, especially the Law on the Capital, Resolution 15/NQ-TW. At the same time, the National Assembly also identified 4 breakthroughs: governance institutions; synchronous, modern, and connected infrastructure; development of high-quality human resources; urban environment and landscape.
The point of concern is to perfect a comprehensive, synchronous, unified, and feasible institution with specific mechanisms. To do so, it is necessary to connect and mobilize the entire political system and the people, and reasonably link with the provisions on the scope of application stated in Article 4 of the Capital Law.
The second breakthrough is the perspective of space organization. This time, the planning has inherited the results from the implementation of the above orientation, but has emphasized more and required the effective and harmonious development and exploitation of 5 spaces: public space, overhead space, underground space, cultural - creative space and digital space.
To implement this orientation, specialized planning and management regulations with a comprehensive vision are needed to organize the implementation of planning, build development programs and socio-economic development plans. Among them, there are new issues that need more attention such as underground space and digital space.
Regarding urban space, it is determined to continue implementing the urban cluster model, but has emphasized the implementation of "the Red River as a green axis, the central landscape axis and the development of TOD traffic orientation".
The Red River axis is an issue that has been of interest and researched for decades. However, due to the lack of effective implementation in regional linkages and the lack of harmony and access to hydrogeological data. This challenge was considered right from the Vietnam - China joint statement in December 2023 between General Secretary Nguyen Phu Trong and General Secretary Xi Jinping. In which there is an orientation that "the two sides agreed to exchange hydrological data during flood season, deploy cooperation in areas such as integrated water resources management, prevention of natural disasters, floods, droughts...". Good implementation of this content will create sustainable and safe development.
In addition, determining urban development according to the TOD model not only inherits lessons from the world but also enhances the effectiveness of the trend of developing technical infrastructure, transportation systems, especially the urban railway system that Hanoi is considering as a breakthrough task.
However, for Hanoi, an urban area with thousands of years of historical development, traditional culture, and a rich heritage system, to implement this, it is necessary to have synchronous and very specific scientific research, associated with specific urban development in each locality and each specific area.
In particular, underground space exploitation plans are not only for technical infrastructure but also to expand commercial and service space. In March 2022, the City People's Committee issued Decision 913/QD-UBND on underground space planning in the city center. With the orientation from the two approved plans and especially the specific policy on underground space in the Capital Law, creating conditions for Hanoi to effectively exploit land resources.
In particular, the new model in the organization of the city directly under the capital. To implement it is certainly a big challenge in terms of thinking, vision, and institutions with great attention to multi-sectoral coordination and the comprehensive mobilization of resources from the whole society.
Entering 2025 and welcoming the new year of At Ty, the Capital Planning and Adjustment of the Capital Master Planning have been approved. Furthermore, the Capital Law 2024 has come into effect, truly a breakthrough, a driving force for Hanoi to enter a new era.
The promulgation of the plan is a major event, but the organization and direction of its implementation is an important stage. However, with the determination of the entire political system, the people of the whole country and the people of the capital are optimistic and confident that Hanoi will enter a new stage, with a new stature, worthy of its position as the capital, a special urban area of Vietnam.
